Alikhan Smailov participates in online meeting of EEC Council

Extension of the deadline for the export of aircraft and spare parts, the creation of a single EAEU platform for job search, determination of the country of origin of goods for public procurement – these and other issues were discussed by the deputy prime ministers of the member states of the Eurasian Economic Union at the online meeting of the EEC Council. The Kazakh side was represented by the First Deputy Prime Minister Alikhan Smailov.

In general, the participants considered 33 issues in the areas of international cooperation, public procurement, technical and customs regulation.

In particular, by the decision of the EEC Council, the period for the temporary export of aircraft and their spare parts was extended to one year, this measure will be applied during 2020-2021. It should be noted that aircraft and spare parts for them (including engines) previously exported for repair or maintenance were exempted from paying import customs duties upon re-import within six months. However, it is difficult for airlines to meet the deadlines due to quarantine restrictions.

The meeting participants approved the draft Rules for determining the country of origin of certain types of goods for the purposes of state (municipal) procurement.

The document is intended to regulate the procedure for determining the country of origin of goods with the participation of a supplier of one member state in public procurement of another EAEU country. Compliance of goods with these requirements will allow you to get the established preferences and not fall under restrictions or prohibitions. The rules will be approved at the end of this year. The EEC Council made changes to the passport of the Unified Search System - Work Without Borders in terms of transferring the right to use the standard software of the project, technical and operational documentation free of charge to the EAEU countries in national information systems.

The goal is to create a search engine to gain access to information about vacant jobs and job seekers, which is contained in the information systems of the EAEU countries in the field of employment and employment. The project involves the national systems of all member states. The implementation of this project will allow the citizens of the EAEU to gain access to vacancies and resumes in the territory of the EAEU member states, as well as interact interactively after signing the license agreement.

In addition, the members of the Council approved a list of services and digital infrastructure for the formation and launch of an ecosystem of digital transport corridors in the Eurasian countries. The EAEU digital transport corridor ecosystem is designed to help business partners exchange logistics information throughout the entire supply chain in an efficient secure environment, as well as to provide legally significant electronic interaction with authorized bodies within countries and at the international level. The ecosystem is planned to be formed by 2025.
