Government approves Address Implementation Plan

The draft of the National Action Plan for the implementation of the Address of the Head of State "A Fair State. One Nation. Prosperous Society" was approved at the Government session of the Republic of Kazakhstan chaired by the Prime Minister of the Republic of Kazakhstan Alikhan Smailov.

The Minister of National Economy, Alibek Kuantyrov, informed that the project of the National Plan envisages implementation of 109 measures in the following directions: a new economic policy, development of the real sector, strategic investments in the country's future, reset of public administration, law and order.

Thus, it is planned to launch a Modernization of Rural Health National Project, and develop measures to comprehensively improve the medical infrastructure in general. Under the Comfortable School National Project, schools for 800,000 pupils will be built by 2025.

In addition, legislative amendments will be passed to introduce a moratorium on raising the retirement age for women until 2028, with the fixed age of 61, and to increase the duration of payments for child care to 1.5 years from Jan. 1, 2023.

On Jan. 1, 2024 the National Fund for Children project is expected to be launched, within which 50% of the annual investment income of the National Fund will be directed to the special accumulation accounts of children. These funds can be used at the age of 18 years to purchase housing and education.

In addition, it is planned to update the law "On public procurement" to improve the quality of procured goods, works and services, to reformat the activities of the Samruk-Kazyna Fund, and to take measures to improve the efficiency of free economic zones, the agro-industrial complex and the water industry.

At the same time new Tax, Budget and Urban Development Codes will be developed.

The Prime Minister noted that the submitted draft of the National plan covered all the tasks set by the President and aimed at solving urgent problems of the population and business.

It will affect such areas as price regulation, tax and customs administration, simplification of budgetary processes, support of entrepreneurship, construction of roads, ensuring the rule of law and the quality of justice, strengthening of public security.

"An important part of the Plan is to ensure comprehensive and systemic measures for social development, health and education. In general, its implementation will ensure the qualitative development of the economy and increase the welfare of the population," Alikhan Smailov emphasized.

The Government approved the submitted draft document as a result of the discussion.

In conclusion, the Prime Minister instructed all government agencies and akimats to immediately begin the implementation of the National Plan.
