Involving public private partnership mechanisms, it is planned to open children's rehabilitation centers in 10 regions of Kazakhstan — Alexey Tsoy

At the government session chaired by the Prime Minister Askar Mamin, the issue of social protection of persons with disabilities was considered. Minister of Healthcare Aleksey Tsoy, speaking at the meeting, noted that in Kazakhstan the number of persons with disabilities in 10 months of 2020 is 705,500 people, of which 93,900 are children.

“More than 500 organizations function in the country to provide medical rehabilitation, including 37 adults and 23 children's rehabilitation centers,” said Tsoy.

Persons with disabilities, on an equal basis with others, are provided with guaranteed medical care, including preventive, diagnostic and therapeutic medical services, medicines.

Rehabilitation treatment and medical rehabilitation are provided by 567 providers in 2020, which is 8.9 times more than in 2019. In 2020, contracts were concluded with suppliers for 638 thousand services, which is 15 times more than in 2019.

In 2020, persons in need of medical rehabilitation are provided with 60%. Compared to last year, this is 7% more. In 2021, it is planned to increase the number of provision of necessary services to 75%, and by 2025 it is planned to fully provide rehabilitation for all citizens in need.

For 10 months of 2020, within the framework of outpatient and polyclinic care, 6.4 million services were provided for a total amount of more than 11 billion tenge, within the framework of inpatient medical care — 384 thousand services worth more than 90 billion tenge.

“Within the framework of outpatient drug provision, 21,737 prescriptions for the amount of about 5.1 billion tenge were issued to persons with disabilities, of which 6,859 prescriptions for the amount of 2.2 billion tenge were for children, 14,878 prescriptions for the amount of 2, for adults, 8 billion tenge,” Tsoy noted.

To prevent disability in children, measures are being taken to develop neonatal surgery, pediatric cardiac surgery, and hematology oncology. Hearing restoration operations are performed. To prevent complications of diabetes mellitus, since 2008 newly diagnosed patients are provided with insulin pumps free of charge.

Within the framework of the State Program for the Development of Healthcare for 2020-2025, measures are envisaged to increase the availability and quality of medical care for disabled people.

“With the involvement of mechanisms of public private partnership, it is planned to open children's rehabilitation centers in 10 regions of the country. This is in Almaty, Aktobe, Atyrau, East Kazakhstan, West Kazakhstan, Kostanay, Mangystau, North Kazakhstan, Turkistan and in the city of Nur-Sultan,” the minister said.

It is necessary to note the active role of the Fund of the First President of the Republic of Kazakhstan in expanding the network of rehabilitation centers for children. So, by the end of this year, 8 children's centers for children with disabilities will be commissioned.

The opening of 18 rehabilitation centers will provide medical assistance to more than 45 thousand children.

“Thus, the ministry is taking a set of measures to improve the availability and quality of medical care for persons with disabilities,” said Tsoy.
