Ministry of Trade and Integration to fight “shadow” using new trade infrastructure

According to the Ministry of Trade and Integration of Kazakhstan, about 40% of trade is in the “shadow,” i.e. not subject to taxation.

One of the mechanisms for withdrawing from the shadow of trade is the modernization of trade infrastructure, including trade markets. So, it is planned that all non-stationary markets will be gradually phased into modern trading formats.

Work is underway on the construction of wholesale distribution centers, which will allow delivering products from manufacturers to the population with a minimum margin and halving losses from improper storage and transportation. In the future, it is proposed to use the network of wholesale distribution centers and Rand distribution centers in the promotion of Kazakhstani goods through their accumulation, processing and further sale in foreign markets, including in the Russian Federation and Central Asia.

In addition, the department is working on the development of electronic commerce.

The ministry has adopted the “Roadmap for the Development of Electronic Commerce in the Republic of Kazakhstan for 2019-2025,” which is aimed both at developing internal electronic commerce and promoting the export of goods through electronic commerce. The implementation of this Roadmap will increase the share of electronic commerce in total retail trade by 2025 to a minimum of 5%. Currently, work is underway to develop an electronic trading platform.

For reference: The global digitalization of the global economy provides an annual growth of the e-commerce market by more than 11%. According to forecasts of international experts, by 2023, the global e-commerce market will grow to $2.8 trillion.
