Prime Minister Askar Mamin gave instructions on sanitary and epidemiological situation in Kazakhstan

Prime Minister Askar Mamin chaired a selector meeting of the Interdepartmental Commission on preventing the spread of coronavirus infection on territory of Kazakhstan. In accordance with the instruction of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, additional measures to counter COVID-19 were considered.

Minister of Healthcare Alexey Tsoy reported on the sanitary and epidemiological situation in the country, Chair of the Agency for the Protection and Development of Competition Serik Zhumangarin spoke on the work on monitoring the price policy of laboratory services and personal protective equipment, Minister of Internal Affairs Yerlan Turgumbayev told about control over compliance with sanitary requirements, Minister of Information and Social Development Aida Balayeva spoke about information and explanatory work, akims of the North Kazakhstan region Kumar Aksakalov and Pavlodar region — Abylkair Skakov reported on epidemiological state in the regions.

In Kazakhstan, as of Oct. 18, 2020, 102 new cases of CVI were registered (the growth rate is 0.09%), infectious beds were loaded by 16%. The reproductive rate for the period from Oct. 14 to 18, 2020, decreased from 1.03 to 0.96%. Over the past 3 weeks, about 17 thousand raids have been carried out in the country, more than 7 thousand violations of the quarantine regime have been revealed.

The head of government noted that the population still has low alertness about the danger of coronavirus, the social distancing regime and sanitary requirements are not sufficiently observed, especially regarding the issue of mandatory wearing of masks in public places and in transport. In this regard, the Head of Government instructed to intensify awareness-raising work among citizens and strengthen control over compliance with sanitary requirements.

The commission made a number of decisions:

I. Stricter sanitary and epidemiological control at border checkpoints

  • The number of foreign flights from Oct. 26, 2020, will be reduced taking into account the epidemiological situation in foreign countries;
  • Mandatory PCR testing of all arriving in the territory of Kazakhstan (including citizens of the Republic of Kazakhstan), as well as drivers carrying out bilateral international transportation will be conducted;
  • the validity period of the certificate of the PCR test for those arriving from abroad, including citizens of the Republic of Kazakhstan, shall be determined up to 3 days.

II. PCR testing

From Oct. 19, 2020, in most regional laboratories of the Republic of Kazakhstan, the cost of PCR testing has been reduced to 9 thousand tenge.

III. Phased resumption of business entities in regions with a "green" stable epidemiological situation, provided that there is no increase in the incidence rate.

From Oct. 24, 2020, the work of shopping and entertainment centers, trading houses, and covered markets resumes on Saturdays until 5 p.m.

From Oct. 26, 2020, cinemas with occupancy rates of no more than 30% will resume their work, subject to distance and mask mode.

IV. Preservation of restrictive measures

The ban on the activities of preschool institutions, billiard and computer clubs, entertainment venues, banquet halls and nightclubs will remain. The ban on interregional passenger transportation and the formation of common wagons will continue to operate.
