Implementation of new Nurly Zhol State Program for 2020-2025 to create more than 550 thousand jobs

At the Government session chaired by the Prime Minister Askar Mamin, the implementation of the Nurly Zhol State Infrastructure Development Program for 2015-2019 and the project for 2020-2025 were reviewed. The Minister of Industry and Infrastructure Development Beibut Atamkulov reported on the implementation of the state program.

According to the minister, over the past 5 years, about 5 trillion 800 billion tenge has been invested in the development of the transport industry. Of these, 44% or 2 trillion 540 billion were state funds, while the remaining 56% or 3 trillion 274 billion were funded with the participation of the private sector, including through a public-private partnership mechanism.

In the context of transport sectors, the largest volume of investments falls on road and rail projects — 37% and 40%, respectively.

“Thanks to such large-scale investments, compared to 2014, the share of transport in GDP grew from 7.9% to 8.2% in 2018, and by the end of 2019 it is expected to reach 8.3%, more than 400 thousand workers have been created places, labor productivity increased 1.7 times — from 5 million 100 thousand to 8 million 700 thousand tenge per person,” Atamkulov informed.

According to him, the total transit of containers grew 3 times from 271 thousand to 825 thousand containers in twenty-foot equivalent, transit revenue grew 4.3 times from 180 billion to 782.4 billion tenge. The volume of transit freight transport increased by one and a half times — from 1 million 300 thousand to 1 million 800 thousand tons. The number of transit passengers increased by 4 times and by the end of the year it is planned to bring up to 1 million transit passengers.

In general, 3 thousand km of republican roads were built and reconstructed, including the complete completion of the international transport corridor Western Europe – Western China, as well as sections Nur-Sultan – Karaganda, Almaty – Taldykorgan, Kokshetau – Petropavlovsk, Aktau – Beineu, Uralsk – Kamenka, Bypass of Kordai, Beineu – Akzhigit – the border of Uzbekistan.

“1.4 thousand km of new railways were commissioned: Zhezkazgan – Beineu (1,040 km), Arkalyk – Shubarkol (214 km), Borzhakty – Yersai (14 km) and the second tracks on the Almaty – Shu section (111 km), 6 runways were modernized at the airports of Uralsk, Petropavlovsk, Almaty, Semey, Kostanay, Balkhash. The geography of flights has been significantly expanded, reaching 99 international air routes,” Atamkulov said.

One of the main areas of the program is the development of roads. If in the previous period until 2015, the main project on the republican network was the transit corridor Western Europe-Western China and on average 2,000 km of reconstruction was carried out per year, then from 2015 to 2019 6.8 thousand km were covered , while in the last year, work was carried out on 4.4 thousand km. Based on the results of the Program, 3 thousand km of republican roads were built and reconstructed. The completion of 3.8 thousand km is envisaged in 2020 and 2021. Also, within the framework of the Program, over the past period, 10 thousand km were repaired through the republican network.

As the minister emphasized, in order to increase transit potential, systematic work is being carried out to develop international corridors. Particular attention is paid to the local road network. Over the past 5 years, 590 billion tenge has been allocated for the development of roads of regional and district significance and 15,000 km of roads have been repaired.

In 2013, the first Nur-Sultan – Schuchinsk toll road was launched, with a length of 211 km, where more than 1 billion tenge is collected annually, which covers the cost of its maintenance.

“Currently, the length of toll roads has been increased to 682 km (Nur-Sultan – Schuchinsk (211 km), Nur-Sultan – Temirtau (134 km), Almaty – Kapshagai (42 km), Almaty – Khorgos (295 km) and annual fees make up over 4 billion tenge, which allows saving budget funds for the maintenance of these roads,” Atamkulov said.

In order to provide road users with high-quality roadside services, 1 thousand of 1822 existing facilities have been brought into line with the National Standard. Additionally, 73 objects were built at the expense of the budget and private capital. This work will be continued in the coming period.

Over the past five years, 1,376 km of new railways were put into operation, aimed at increasing the transit potential and optimizing domestic transportation. At the same time, over the years of the implementation of the Nurly Zhol program, government support measures have been developed for updating railway rolling stock, under which 1 trillion 314 billion tenge of budgetary and private investments have been allocated. 581 passenger and 20 thousand units of freight cars, about 130 units of traction rolling stock (58 electric locomotives and 72 diesel locomotives) were purchased.

In the field of civil aviation, according to the results of the five-year plan, the number of passengers served at domestic airports was increased to 16.2 million people, 8.1 million passengers were transported, which is 47% more than in 2014. In general, there is growth and renewal of the fleet of domestic airlines. 78 units were entered in the state register of aircraft, and the main carriers replenished the fleet with 22 aircraft.

Work continued on the development of ground-based infrastructure of Kazakhstan airports, the total investment in which amounted to almost 128 billion tenge. Within the framework of the First Nurly Zhol, the terminals at the airports of Petropavlovsk, Taraz and Semey were also reconstructed. Reconstruction and modernization of runways at the airports of Almaty, Petropavlovsk, Taraz, Uralsk and Semey was carried out.

As the minister informed, this year the reconstruction of the runway of the airport of Kostanay and Balkhash is nearing completion. Work is underway to increase the number of international flights.

“Today, Kazakhstan has air links with 26 foreign countries on 99 international routes. Since 2017, the ‘open skies’ regime has been introduced in the city of Nur-Sultan. Over 3 years, Kazakhstan and foreign air carriers opened 19 new routes, including to Tokyo, Warsaw, Budapest, Helsinki and others. The frequency of flights of existing routes to London, Moscow, Beijing, Istanbul is increasing,” Atamkulov said.

Kazakh carriers are planning to open flights to such large cities as Shanghai (2020), Singapore (2020), New York (2021).

In the field of maritime transport, as a result of the implementation of the Nurly Zhol state program, the capacity of the Aktau transport hub was increased from 17 million tons to 27 million tons. The share in the total cargo turnover in the Caspian Sea has been increased from 21% to 30%. At the same time, compared with 2014, today the volume of transportation of dry and ferry cargoes through the seaports of Aktau and Kuryk has almost tripled.

“Within the framework of the Nurly Zhol state program, 3 new dry cargo terminals were built in the port of Aktau with a capacity of 3 million tons and a ferry complex in the port of Kuryk with a capacity of 6 million tons, and the domestic merchant fleet was replenished with 4 dry cargo carriers with a carrying capacity of 5 and 7 thousand tons,” noted the minister.

The volume of freight traffic on inland waterways since the start of the Nurly Zhol program has grown by 86% or from 750 thousand tons to 1.4 million tons

About 329 billion tenge were invested in the development of transport and logistics infrastructure at key points of distribution of freight flows. The growth of transit traffic through the territory of Kazakhstan since 2014 increased by 12% from 17 to 20 million tons (2019).

The volume of container transit through Kazakhstan has tripled during this period from 271 thousand to 825 thousand containers (2019), and the volume of rail wagon transit increased by 12% from 16 million tons in 2014 to 18 million tons in 2019.

In the field of modernization of heat, water and wastewater systems, in order to reduce the burden on the budget, budget lending and subsidizing mechanisms are being implemented. For the period 2015 — 2018, about 229 billion tenge was allocated for the implementation of 399 projects, 3,367 km of heat, water and wastewater networks, 24 boiler houses, 77 units of other facilities were built and reconstructed. As a result of the measures taken, the depreciation of networks since 2015 decreased from 67% to 57%. In 2019, 37.9 billion tenge was allocated for the implementation of 18 projects. Reconstruction and construction of about 127 km of engineering networks are planned.

According to B. Atamkulov, the new state program will increase mobility, labor productivity and quality of life. The total funding of the new state program until 2025 is 6 trillion 598 billion tenge. As part of the development of road infrastructure, it is planned to reconstruct 10 thousand km and repair 11 thousand of the republican network, repair 27 thousand km of the local network.

In the railway industry, it is planned to modernize the Dostyk – Moyynty section and electrify the Moyynty – Aktogay section. For the development of small overhead lines, it is planned to build 16 airfields. For the development of water transport, it is planned to purchase 48 units of ships, including 6 merchant fleets and major repairs of locks.

In order to bring to the national standard in the field of automobile transport, it is planned to build and modernize about 133 bus stations, bus stations and passenger service points.

“The implementation of the new Nurly Zhol State Program will create 551 thousand jobs, including 48.5 thousand permanent and 502.2 thousand temporary, increase labor productivity by 20% from the level of 2019 from 8.7 to 10, 4 million tenge per person, increase the income from transit 61% from 2.4 to $4.2 billion per year,” Atamkulov summarized.

In turn, the Deputy Prime Minister Roman Sklyar noted that the new Nurly Zhol State Program includes all aspects of the further development of the transport and logistics industry. The program is being implemented in accordance with the instructions of the Head of State and is aimed at creating a transport infrastructure that will be comfortable and accessible for the population.
