Agriculture, industry, tourism — socio-economic development indicators of Akmola region show growth in all sectors

In his Address to the people dated 1.09.2021, the President of the country Kassym-Jomart Tokayev said, "The cities with over a million citizens should become the backbone of the global competitiveness of Kazakhstan, and the regional centers — the points of growth for the regions." Despite the pandemic and the restrictive measures associated with it, almost all sectors of the economy in the Akmola region have seen stable growth over the eight months of this year. In January-July 2021, positive dynamics was noted in all indicators of the socio-economic development of the region. The volume of industrial production amounted to 604.3 billion tenge, IFO — 108%. IFO of gross agricultural output — 111.9% (154 billion tenge).

Fixed capital investments increased by 15.9% by 2020 (243.4 billion tenge). The volume of construction work increased by 2.4% and amounted to 58.6 billion tenge. Housing commissioning amounted to 102.1% or 332.1 thousand sq. m. The gross regional product in January-July 2021 amounted to 454.1 billion tenge, IFO GRP — 104.3%.

In the GRP structure, the share of industry was 32.1%, agriculture — 2.5%, construction — 2.8%, trade — 14.9%, transport and warehousing — 7.4%, real estate transactions — 11.9 %, other industries — 28.4%. GRP per capita amounted to 617.4 thousand tenge.

More than 13 billion tenge allocated for restoring economic activity

In order to restore economic activity this year, 13.3 billion tenge was allocated to support the real sector of the economy and provide employment. Of these:

- to support farmers — 6.1 billion tenge;

- to support entrepreneurship within the framework of Business Roadmap 2025 —1.8 billion tenge;

- 5.4 billion tenge is provided for employment within the framework of the Employment Roadmap 2020-2021;

- for the implementation of 10 infrastructure projects with the creation of 341 temporary and 720 permanent jobs upon their completion.

In addition, in 2021, 14.9 billion tenge was allocated for the implementation of the Program for the Development of Productive Employment and Mass Entrepreneurship, the special project Auyl - El Besigi:

- within the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship — 6.3 billion tenge, with the involvement of 6.8 thousand citizens;

- special project Auyl - El Besigi — 8.6 billion tenge (republican budget — 8.1 billion tenge, regional — 0.5 billion tenge) for the implementation of 82 infrastructure projects.

In agriculture, gross output amounted to 154 billion tenge, IFO — 111.9%.

243.4 billion tenge was invested in the regional economy, with an increase of 15.9% by 2020. The volume of construction work amounted to 58.6 billion tenge or 102.4%. 332.1 thousand m2 of housing were commissioned, with an increase of 2.1%.

In connection with the introduction of state of emergency and restrictive measures in 2020 in the region, as well as throughout the country, measures were taken to provide social support to private entrepreneurship in the region in case of loss of income (42,500 tenge).

In 2021, more than 7 billion tenge was allocated for the implementation of the Business Roadmap-2025 program, the Economy of Simple Things, as of Sep. 1, 2021, 4 billion tenge (56.4%) was mastered, 741 projects were supported.

885.1 million tenge were allocated for microcrediting under the Enbek program in the cities of Kokshetau and Stepnogorsk.

To entrepreneurs of the agricultural sector, the Fund for Financial Support of Agriculture issued 53 loans in the amount of 578.6 million tenge (disbursed 65.4%), projects for 613.2 million tenge were approved.

According to the regional branch of the State Social Insurance Fund JSC as of Sep. 1, 2021, received 170 thousand applications for social support. To date, 167 thousand people have paid funds in the amount of 17.8 billion tenge (during the state of emergency — 11.8 billion tenge, restrictive measures — 6 billion tenge).

For the period of the state of emergency and restrictive measures, food and household kits (5,567 tenge per month at the expense of the Republic of Belarus) in the region provided 35,611 people in 5 categories for 812 million tenge.

Agriculture remains the basic branch of the region's economy

If we talk about last year's indicators, the state support for the agro-industrial complex in 2020 amounted to 78.8 billion tenge.

Of these:

- 41.7 billion tenge or 53% are subsidies, i.e. non-refundable funds (for subsidizing crop production — 14.1 billion tenge, for supporting the development of livestock — 9.4 billion tenge, for investment and subsidizing processing — 13.3 billion tenge, for financial rehabilitation and reimbursement of the leasing interest rate — 4.9 billion tenge). About 2 thousand agricultural producers received subsidies, more than 9.5 thousand government services were provided.

- 37.1 billion tenge are provided for lending for spring field and harvesting works (under the programs: Ken Dala 2 — 62 agricultural producers (agricultural producers) for 21.5 billion tenge, Economy of Simple Things — 129 agricultural producers for 8.3 billion tenge, within the framework of the forward purchase of JS NC Food Contract Corporation — 160 agricultural producers for 7.1 billion tenge, under the Enbek program — 53 agricultural producers for 0.2 billion tenge).

State support for the agro-industrial complex in 2021 amounted to 70.2 billion tenge. Of these:

- 39.2 billion tenge or 56% are subsidies (subsidies for crop production — 15.2 billion tenge, support for the development of livestock — 5.4 billion tenge, investments and subsidies for processing — 13 billion tenge, financial rehabilitation and reimbursement of the leasing interest rate — 5.6 billion tenge);

For 8 months of this year 34 billion tenge or 86.6% of the annual plan was mastered, about 1.5 thousand agricultural producers were supported, more than 9 thousand government services were provided.

- 31 billion tenge are provided for lending for spring field and harvesting works (under the programs: Ken Dala — 268 agricultural enterprises for 18 billion tenge, Economy of Simple Things — 16 agricultural producers for 0.9 billion tenge, as part of the forward purchase of JS NC Food Contract Corporation — 94 agricultural enterprises for 10.9 billion tenge, under the Enbek program — 1.2 billion tenge).

In Akmola region there are 15 meat processing enterprises with a production capacity of 87.5 thousand tons per year, 15 enterprises for the production of dairy products with a production capacity of 146.8 thousand tons per year, 36 flour mills with a production capacity of 794.8 thousand tons per year. tons per year, 8 enterprises for processing oilseeds with a production capacity of 49.3 thousand tons per year.

For 7 months of 2021, food products were produced in the amount of 78.7 billion tenge (117.7% over the same period in 2020).

The main share in the structure of food production is occupied by the meat processing industry — 51%, dairy — 17%, grain processing — 10%, bread and bakery — 3%, other industries — 19%.

The manufactured products are sold on the territory of the region, as part of the development of the food belt, they are supplied to the markets of the capital.

Since the beginning of the year, more than 17 thousand tons of meat products have been delivered (an increase of 1% to the level of 2020), 83 thousand tons of dairy products (an increase of 0.6%), about 167 million eggs (an increase of 1%).

Export of agricultural products in January-June 2021 amounted to 652.8 thousand tons or 125.2% compared to the same period in 2020, in monetary terms — $182.5 million or 138.3%.

Meat and canning products of our manufacturers are exported to the Russian Federation, China, dairy products — to the Russian Federation, flour products — to neighboring countries (Kyrgyzstan, Uzbekistan, Tajikistan, Afghanistan, China) and the United Arab Emirates.

Key factor in growth of regional economy should be increased labor productivity

Labor productivity in agriculture at the end of 2020 amounted to 3.1 million tenge per employee, or 114.6% against the level of 2019.

At the end of the 1st quarter of 2021 — 263.1 thousand tenge or 117.8% over the same period in 2020.

The growth of the indicator in 2020 is associated with an increase in gross output in agriculture — 672 billion tenge or 112.9% by 2019, including:

- in crop production — 469 billion tenge or 118.3%;

- in animal husbandry — 203 billion tenge or 102.8%.

A significant increase in crop production is due to a good harvest of grain and leguminous crops: 5.1 million tons or 121.5% by 2019 with a yield of 11.6 c / ha (in 2019 — 4.2 million tons with a yield of 9.5 centners / ha).

The growth of the indicator in the 1st quarter of 2021 is associated with an increase in gross output in the livestock industry by 12.6% to 147 billion tenge due to an increase in meat production by 28.5% (109.9 thousand tons), milk by 1.1 % (244.2 thousand tons).

At the same time, the growth of labor productivity is facilitated by:

- ​​automation and renewal of the technical park (in 2020, 2 thousand units of equipment were purchased for the amount of 46.9 billion tenge, for 8 months of 2021 — 1.7 thousand units for 48.2 billion tenge);

- implementation of investment projects (in 2020, 40 projects were implemented in the amount of 29.9 billion tenge, in 2021 it is planned to implement 50 projects for 41.7 billion tenge).

More than 50 domestic exporting companies operate in the region

In January-June 2021, exports amounted to $318.4 million (an increase of 59.5%, in January-June 2020 — $199.6 million). More than 50 exporting companies operate in the Akmola region, supplying their products to 26 countries (key partners are Russia, Tajikistan, Uzbekistan, China, Afghanistan, Iran, Turkey). Exported processed products — bearings, flour, meat and dairy products, chicken eggs, vegetable oil, drinks, polyethylene and polypropylene bags, aviation products, etc.

Particular attention in the region is paid to the development of non-resource exports, the volume of which in January-May 2021 amounted to $91.4 million, or 185.2% over the same period in 2020. The enterprises of Astana-Agroproduct LLP and SAMKHAT Shoe Factory LLP have mastered new export markets. LLP Astana-Agroproduct within the framework of the concluded contract delivered more than 200 tons of meat products to the market of the People's Republic of China. SAMKHAT Shoe Factory LLP went out for export, sending about 2 thousand pairs of leather shoes to the Russian Federation (Moscow).

In the future, the region plans to develop the production of export-oriented products, such as oat flakes and French fries, fish and caviar of trout, salmon and sturgeon breeds, pork, rolled metal, industrial diamond concentrates.

For 2020, labor productivity in the manufacturing industry of the region amounted to $45.5 per person, or 120.6% to the level of 2019.

The growth of labor productivity in the manufacturing industry of the Akmola region was facilitated by the implementation of projects of the State Program of Industrial and Innovative Development (142 projects for 669.5 billion tenge with the creation of 13.2 thousand jobs were included in the Industrialization Map of the region), as well as projects of the Roadmap for the digitalization of industry (11 projects are being implemented at 7 enterprises of the mining and metallurgical complex, the construction industry, mechanical engineering and the chemical industry with an investment of 1.9 billion tenge).

The largest SPIID projects that influenced the indicator are Altyntau Kokshetau JSC, Kokshetau Mineral Waters JSC, ENKI LLP, Astana Nan Chemicals LLP, Makinskaya Poultry Farm LLP, Kazakhaltyn Technology LLP and others.

In January-July 2021, 58% of the total industrial output was produced by enterprises introduced under the SPIID, the share in the manufacturing industry was 67%.

To date, the implementation of 32 SPIID projects for the amount of 319.3 billion tenge has continued with the creation of 3.6 thousand jobs.

For 7 months of this year, more than 243 billion tenge of investments (243.4 billion tenge) were directed to the regional economy, with an increase of almost 16% (15.9%) over the same period.

As part of the implementation of the instructions of the Head of State, voiced at the Council of National Investors (May 24, 2019), a pool of 330 private investment projects until 2025 with a volume of 1.8 trillion tenge was formed in the region.

The largest number of projects falls on the agro-industrial complex (104 projects for 141.3 billion tenge), tourism (50 projects for 254.9 billion tenge), processing (29 projects for 233 billion tenge), the mining and metallurgical complex (23 projects for 323 billion tenge). tenge), mechanical engineering (12 projects for 73.7 billion tenge), construction industry (27 projects for 92.1 billion tenge).

Work on attracting investment to the region continues in the framework of priority areas.

Manufacturing industry — the basis of the industrial sector

In the industrial sphere, the region specializes in the extraction of gold ores, uranium, mechanical engineering, and the chemical industry. The region occupies one of the leading places in the mineral resource complex of Kazakhstan.

613 large, medium and small enterprises and industries operate in the manufacturing industry of the region.

At the end of 7 months of 2021, the volume of production in the manufacturing industry amounted to 501.1 billion tenge (7 months of 2020 — 434 billion tenge), IFO — 108.2% (7 months of 2020 — 104%). The share of the manufacturing industry was 82.9% (7 months of 2020 — 81.7%).

The main industries in the region, which form more than 70% of the manufacturing industry, are metallurgy (share — 41.5%), food production (share — 13%), mechanical engineering (share — 16.5%).

For 7 months of 2021, 103.7 billion tenge was invested in the industrial sector. Of these, more than half (58.9 billion tenge) were directed to the manufacturing sector with an increase of 1.5 times compared to last year.

In 2020, 29 industrial projects were implemented with an investment volume of more than 120 billion tenge (1.5 thousand jobs), one-fifth of these investments were mastered by food industry projects. This year, the industry is expected to launch 31 projects for an investment of 162 billion tenge with the creation of 1.3 thousand jobs (to date, 7 projects have been introduced for 1.1 billion tenge). After 2021, we plan to implement 89 projects for 623 billion tenge with the creation of over 4 thousand jobs.

The largest industrial facilities to be commissioned in 2021:

- gold recovery plant with a processing capacity of 5 million tons of ore per year Aksu Technology (Stepnogorsk, 86.2 billion tenge);

- brick plant with a capacity of 120 million pieces per year SG Brick (Arshalyn district, 11.2 billion tenge);

- poultry farm with a capacity of 6 thousand tons per year Ak Dala Agro (Arshalyn district, 8.5 billion tenge);

- brick factory with a capacity of 30 million pieces per year LLP ENKI Plus (Kokshetau, 5 billion tenge);

- wind power plant LLP Vicchi (Kokshetau, 2 billion tenge);

- a factory for the production of oat flakes LLP Baha Sone (Atbasar district, 1.8 billion tenge).

Speaking of the gold recovery plant in Stepnogorsk, in August this year, AK Altynalmas JSC launched the Aksu gold recovery plant (Aksu gold processing plant) in the Akmola region.

The operator of the new plant is Aksu Technology LLP. The design and construction of the factory was carried out by AAEngineering Group LLP, which are subsidiaries of Altynalmas.

The construction and launch of the new gold recovery plant was implemented as part of sustainable business development initiatives. The Aksu project includes the construction of a gold processing plant, a tailing dump, a camp for 600 people, a water conduit to a new storage pond, as well as a new substation and a 110 kV power transmission line. The implementation of this project made it possible to extend the life of the Aksu site. As a result of many years of development, the reserves of mines 38-40 of the Aksu mine were exhausted, which inevitably led to the closure of the mine and the release of 256 people. The transfer of the mine, the reserves of which are suitable for underground mining, to the method of mining through open pit mining, created 787 jobs. More than 190 employees of mines 38-40 underwent retraining and were successfully employed in Altynalmas.

The capacity of the Aksu Mill for the initial ore will amount to 5,000,000 tons of ore per year and will become one of the largest and most advanced gold production plants in the Republic of Kazakhstan.

The ore processing process of the new Mill consists of three-stage crushing, two-stage grinding, gravity concentration followed by intensive leaching of gravity concentrate, sorption leaching, desorption by the method of a separated Anglo-American laboratory and electrolysis of gold extraction, followed by smelting into a finished product — gold-silver Dore alloy.

The full cycle of the technological process of the new Mill is controlled and monitored by the SCADA automated control system, which is successfully operated at the Dolinnoye gold recovery plant of the Pustynnoye project in the Karaganda region, launched by the company in 2020.

It should be noted that in 2020 AAEngineering Group LLP became the winner in the international competition Bentley Systems Year in Infrastructure 2020 in the Mining and Offshore Development nomination for the project “Digital Twin of the Gold Recovery Plant in Aksu Village: From Concept to Launch".

ZIF Aksu became the fifth factory built and commissioned by JSC AK Altynalmas over the past 10 years.

Food industry products of Akmola producers fully cover the needs of the region's population

A significant contribution to the development of the processing industry is made by the food industry (the industry’s share in the gross production volume for 7 months of 2021 — 15.7%, 7 months of 2020 — 14.6%).

High growth rates in this segment have been maintained over the past 5 years (IFO 2016 — 102.9%, 2017 — 103.1%, 2018 — 107.6%, 2019 — 103.2%, 2020 - 109.9%) and kept up to the present time. At the end of 7 months of 2021, the growth rate in the food industry was 18% (7 months of 2020 — 104.4%), which is higher than the national average by 13.8% (Kazakhstan — 103.9%).

On a national scale, every 3 ton (33.5%) of poultry meat, every 6 liter (16.8%) of processed milk, every 6 (16.8%) chicken eggs, every 12 liters (7.9%) of mineral water, each 14 tons (6.7%) of flour was produced in the Akmola region.

Today, Akmola producers not only fully cover the needs of the region's population, but also exceed them:

40 times for flour (3943.6%, 261 thousand tons), 5 times for poultry meat (475%, 55.9 thousand tons), 4 times for edible eggs (414.7%, 808.3 million pieces), 1.6 times for cattle meat (158.6%, 23.3 thousand tons).

Traditional export positions are flour, dairy products, meat and semi-finished products, chicken eggs, drinks. Export directions — China, Russia, Afghanistan, Tajikistan, Uzbekistan, Kyrgyzstan, etc. The largest representatives of the food industry in the region are Urozhai LLP, Inter-Trade LLP, Aybat LLP, Milk Project LLP, Agrofirm Rodina, LLP Makinskaya Poultry Farm, LLP Capital Project LTD, LLP MPZ Bizhan, LLP Agrimer-Astyk.

Permanent jobs and reduction in the number of unemployed — large-scale tasks of the region

As you know, the government is implementing a number of programs to support small and medium-sized businesses, create permanent jobs and reduce the number of unemployed. In Akmola region, active work is also underway to solve these problems.

In the direction of "Development of mass entrepreneurship" within the framework of the Bastau Business project through NCE Atameken it is planned to train 1,300 people in the basics of entrepreneurship. As of Sep. 1, 2021, 1,415 people, or 108.8%, started training.

As of Sep. 1, 2021, 523 grants were issued in the amount of 291.4 million tenge, or 100.8% of the annual plan (the plan is 519 grants for the amount of 302.8 million tenge).

It is planned to issue 354 microcredits in the amount of 2,085.1 million tenge, including 272 microcredits in the amount of 1,200 million tenge in rural areas and 82 microcredits in the amount of 885.1 million tenge in cities. As of Sep. 1, 2021, 319 microcredits were issued in the amount of 1,551.7 million tenge.

As a result of the implementation of business support programs, the number of operating small and medium-sized businesses increased by 7.8% compared to the previous year to 48.2 thousand, the number of employees — by 4.5% to 129.9 thousand people (as of 01.04.2021), product output by SMEs increased 1.5 times to 214.5 billion tenge (as of 01.04.2021), the volume of tax payments — by 21.9% to 37.2 billion tenge (as of 01.08.2021), 4,307 new jobs were created.

The gross added value of small and medium-sized businesses in the gross regional product since the beginning of the year amounted to 29% (131.9 billion tenge).

In total, as of Sep. 1, 2021, 14,605 new jobs were created in the region, or 84.4% of the annual plan (17,303). Including permanent 9479 jobs or 93.1% of the annual plan (10,178).

To reduce unemployment, there is an intensive direction of employment. In the absence of a suitable vacancy, the unemployed is sent for training in professions in demand on the labor market, etc.

In total, in 2021, within the framework of the Enbek State Program for the Development of Productive Employment and Mass Entrepreneurship, it is planned to cover 6,777 citizens. As of September 1, 2021, 6149 people or 90.7% were covered.

Within the framework of the first direction "Provision of technical and vocational education and short-term vocational training" it is planned to cover 1,685 people, as of Sep 1, 2021, covered 1,737 or 103%, of which:

- technical and vocational education — 1,190 graduates of grades 9-11, training was sent from Sep. 1, 2021;

- short-term vocational training - 495 people, 547 people or 110.5% started training. 380 people completed short-term training, and 259 of those who completed training, or 68.1%, were employed.

By the end of 2021, it is planned to commission 655 thousand sq. m of housing

One of the key areas in the development of the region is the implementation of housing construction. At the end of 2020, 574 thousand m2 of housing were commissioned.

Within the framework of the Nurly Zher State Program for Development of Housing and Communal Services for 2020-2025 in the Akmola region, by the end of 2020, 574 thousand m2 of housing were commissioned, the plan was exceeded by 7.4% (CDS plan — 570.3 thousand m2).

The following were introduced:

- rental housing — 34.1 thousand m2, this is 12  multi-apartment houses or 537 apartments, including 186 apartments for large families;

- loan housing — 2.9 thousand m2, this is 1 multi-apartment house or 45 apartments.

In 2021, it is planned to commission 655 thousand m2 (114.1% of the level of 2020) of housing. Including by categories:

Rental housing without the right to purchase — 23 multi-apartment houses with an area of ​​51 thousand m2 or 815 apartments;

Loan housing — 11 multi-apartment houses with an area of ​​39 thousand m2 or 594 apartments;

Commercial housing — 109 thousand m2 (approximately 1,300 apartments);

Individual housing — 456 thousand m2 (approximately 3,100 apartments).

According to the results of 8 months of 2021, 378.6 thousand m2 were commissioned (104.8% to the level of 2020), including by categories:

Rental housing without the right to purchase — 12.2 thousand m2;

Loan housing — 5.5 thousand m2;

Commercial housing — 286.3 thousand m2;

Individual housing — 74.6 thousand m2.

Within the framework of the 7-20-25 mortgage lending program, as of Aug. 26, 2021, 1,518 applications for 14 billion tenge were approved.

The share of highways in good and satisfactory condition in the region will reach 82% by the end of the year

Akmola region is one of the most promising regions in terms of the development of transit and transport potential. The region borders on large regions of Russia: Omsk, Novosibirsk, Kypransk, Chelyabinsk, Tyumen, Sverdlovsk regions, which can be reached by road within a day. On the territory of the region there is a six-lane 205-kilometer autobahn Nur-Sultan - Shchuchinsk. In addition, the region has a developed railway network and an international airport. 4 branches of railways pass through the city of Kokshetau. The region has the highest density of railways in the republic.

In the region, the length of local roads is about 5.626 km, regional 2,661 km and district 2,965 km.

The Nurly Zhol state program, within the framework of which work is carried out annually to improve the condition of roads, is aimed at creating a transport infrastructure that will be comfortable and accessible for the population, increase mobility, labor productivity and quality of life.

In 2021, 38.8 billion tenge is provided for the construction, repair of local roads and the road network of settlements (republican budget — 17.6 billion tenge, regional budget — 21.2 billion tenge).

Within the allocated funds, in general, it is planned to implement 232 projects, with completion this year — 172 (regional roads — 7 projects, district — 165). About 800 km of regional and district roads (317.2 km) and the road network of settlements (472.1 km) will be repaired.

It is also planned to implement such large projects as: Construction of a bridge across the river. Chaglinka in the village. Zarechnoye Zerendy district, the highway Konysbay-Seifullino-Kyzylsaya, Petrovka-Ostrogorka-Marinovka, New Koluton-Akkol-Azat-Minskoye, Entrance to the city of Ereimentau, Atbasar-Kiima, Atbasar-Sochi, Zeleny Bor-Madeniet and others. Large projects are being implemented for the construction and repair of the road network of settlements adjacent to the city of Nur-Sultan - Akmol, Talapker, Karaotkel, Koyandy, Zhibek Zholy, Kazhymukan, Klyuchi, Altynsarin and others.

At present, design and estimate documentation is being developed for the overhaul of the Babatai - Volgodonovka - Bereke - Novovladimirovka, Schuchinsk - Stepnyak - Valikhanovo roads, medium repairs of the roads Entrance to the village of Korgalzhyn, reconstruction of the highway Shchuchinsk - Borovoe - Nauryzbay batyr - border of the region.

As a result of the implementation of the planned projects, the current year's target for the share of local roads in good and satisfactory condition - 82%, will be achieved.

The work is carried out within the framework of the following programs:

- Construction and repair of regional highways;

- Comprehensive plan of socio-economic development of settlements adjacent to the city of Nur-Sultan;

- Development of the outskirts;

- Auyl - El Besіgі;

- Program for the development of the Shchuchinsko-Borovsk resort area;

- Development of single-industry towns;

- Targeted transfers for the construction and repair of the street and road network of settlements and cities of Kokshetau, Stepnogorsk and regional roads.

During construction and installation work, special attention is paid to the quality of the materials used and the production technology.

In accordance with the instruction of the First President of the Republic of Kazakhstan - Elbasy Nursultan Nazarbayev to connect the forests of the Shchuchinsk-Borovoe resort zone with the green belt of the city of Nur-Sultan, stage-by-stage work has been carried out since 2009, trees were planted in 2 stages on a total area of ​​2,575 hectares.

Glamping is gaining popularity in Kazakhstan

Akmola region is actively working to form the image and attractiveness of the local tourist environment.

In the general structure of domestic tourist visits, the main resort of our region, Burabay, is in the lead. The Abylay Khan glade (an object of sacred geography), mountains Kokshetau, Okzhetpes, Bolektau are especially popular with tourists.

A new facility has been introduced at the Burabay resort — the Abylaikhan exposition complex (multimedia cultural and exhibition space), which in the future will create conditions for increasing the number of travels of our citizens.

Weekend tours are also gaining more and more popularity among the population. Such tours are already quite developed around Nur-Sultan. At the same time, the core of these tours was the accommodation facilities of the near-capital belt (Akkol, Arshalyn, Tselinograd, Shortandy districts).

A travel project has been launched on social networks to promote the tourist and investment attractiveness of the region — Unknown Akmola, which covered 8 districts of the region (Sandyktau, Atbasar, Bulandyn, Akkol, Shortandy, Ereimentau, Korgalzhyn and Birzhan sal district).

As part of the formation of a favorable image, 3D tours were developed to 10 sacred places of national importance of the Akmola region and posted on the website https://history-akmola.kz/3dtur KSU "Center for the Protection and Use of Historical and Cultural Heritage" of the Department of Culture, Archives and Documentation of Akmola region.

In order to improve the quality of services for tourists, short-term training courses for tour guides are held (10 people received certificates).

According to the preliminary data of the statistics bodies, the number of visitors served in the Akmola region in the first half of this year. amounted to 317.8 thousand people (the number of people who visited Burabay State Scientific and Production Enterprise — 280 thousand, the number of those who visited Kokshetau State Scientific and Production Enterprise — 37.8 thousand).

The number of visitors staying at the accommodation increased by 59% compared to the same period last year and amounted to more than 141 thousand people. There is a high probability of exceeding the figure for tourist visits and reaching over 600 thousand by the end of the year (due to residents — domestic tourists).

Achieving the value of tourist arrivals is ensured by the intensification of niche tourism products and the promotion of potential in the domestic market.

For the development of the tourist infrastructure complex of the region in 2021, out of 22 projects for a total investment of 6.7 billion tenge, 7 projects were implemented for a total amount of 1.6 billion tenge, of which the most significant:

- construction of the Wyndham Garden hotel (Grain Industry LLP — Astana); - construction of a family-type AQBURA Resort (LLP Aqbura Development, stage I — 2021).

The closure of the borders prompted entrepreneurs to develop a new type of recreation — glamping, which is one of the promising areas.

So in June 2021, a new tourist facility "Forest and Stars" was opened. Zhakibaeva Private Enterprise (70 million tenge, created 10 jobs), located near the picturesque Lake Zhukey. There are 10 townhouses in the glamping area. Each of them can accommodate from 2 to 5 people.

Since July 2021, the new glamping zone "Orbita Zhukey" hosted the guests of PE Baibosynova (40 million tenge, created 5 jobs), 7 spheres with a panoramic view of the pine forest of the Burabay national park and the clear lake Zhukey (1 km).

The summer season of 2021 was busy, driven by an increase in domestic tourist visits.

Despite the pandemic and restrictions, according to the results of the first half of 2021, the development of tourism in the region shows positive data.

The number of accommodation places involved in serving visitors amounted to 338 units, in which there are 5,157 rooms, while the one-time capacity is more than 13 thousand beds. The facilities provided services in the amount of 4.5 billion tenge, which is 2.5 times more than the same period in 2020.

In 2020, despite the prevailing circumstances caused by the pandemic, the amount of tax revenues from the tourism industry entities amounted to 1.8 billion tenge.

This year it is predicted about 2.5 billion tenge of tax revenues will come to the regional budget.

The development of the near-capital zone is carried out within the framework of the Comprehensive Plan for the Socio-Economic Development of Localities Adjacent to Nur-Sultan. For the period from 2011 to 2020, 84 billion tenge was allocated (republican budget — 71 billion tenge, local budget — 13 billion tenge). 132 events were implemented (stage 1 — 52 events, stage 2 — 80 events) in 34 rural settlements (Arshalyn, Tselinograd and Shortandy districts).

Currently, work is underway to approve the third stage of the Comprehensive Plan with a deadline for implementation until 2023.

As part of the implementation of the instructions of the Head of State Kassym-Jomart Tokayev on the development of agglomerations in the Akmola region, new standards for integrated urban development are being worked out. The main goal of the development of promising villages is to ensure their compliance with the system of regional standards.

According to the information provided by the akimat, within the framework of the implementation of the interregional scheme for the territorial development of the Astana agglomeration, this year, schemes for the development and construction of the villages of Myktykol, Karazhar, Konkrynka, Yegemen, Gulyai pole, Shortandinsky district and others are being developed.

This year, schemes for the development and construction of the villages of Dombraly, Radovka, Enbek, Akkol region were approved, as well as adjustments to the general plan with. Karazhar, Tselinograd district. Development and construction schemes for the villages of Turgen and Akbulak in the Arshalyn region, as well as adjusting the general plan with the plan for the detailed planning of the village of Arshaly are at the stage of approval.

It is planned to develop a food belt for 300 km around the capital

As part of the development of a food belt around the city of Nur-Sultan, a 300-km zone has been defined, which includes all 17 districts of the region.

Currently, 128 enterprises of our region are engaged in the supply of agricultural products, incl. 68 — livestock products (meat and meat products, milk and dairy products), 6 — poultry (poultry meat, edible eggs), 54 — plant growing (flour, potatoes, vegetables, vegetable oil). They supply their products to 5 trading markets, 29 trading houses, 10 shopping centers in the city of Nur-Sultan.

There is also the Akmol network of stores, where large agricultural producers of the region sell their products, such as Capital Projects LTD LLP, Astana Agro Product LLP, Izhevskiy PC, Gormolzavod LLP, Agrofirma Rodina LLP, MilkProject, etc.

Agricultural producers of the region supplied to the capital market (as of 03.09.2021) 91.7 thousand tons of dairy products (an increase of 0.7% compared to the corresponding period of 2020), 19 thousand tons of meat and meat products (an increase of 1.4 %), 181.5 million eggs.

An additional impetus in development was the program for the development of the outskirts of large cities for 2019-2020, 14.1 billion tenge was allocated for its implementation (republican budget — 13.4 billion tenge, regional — 0.7 billion tenge) for 15 projects. Of these, 7 have been completed.

This year, 9 billion tenge was allocated (republican budget — 7.2 billion tenge, regional — 1.8 billion tenge) for 14 projects, of which 8 are rolling and 6 are new.

Today, Akkol, Arshalyn, Tselinograd and Shortandy districts are among the districts included in the suburban zone of Nur-Sultan. Recreation areas near the capital receive tourists not only from the capital, but from other regions of the country and neighboring countries. The presence of natural, zoological, hydrological conditions, cultural and historical monuments allows the development of tourism infrastructure.

In addition, tourism in the suburban area of ​​Nur-Sultan relies on the local population visiting the suburban areas of Nur-Sultan on weekends for recreation. Accordingly, weekend tourism is developed in this region. The tourism industry in the capital tourism zones includes more than 90 objects. There is also a tendency to increase the number of objects in the tourism industry — these are hotels and recreation centers, guest houses and roadside service facilities.

For the further development of the akimats of the near-capital regions, work is being carried out to allocate plots for organized business activities in spontaneous recreation areas.

For 2021-2023, financing provided for 13 gas supply projects of the region

Gas supply issues are also under special control in the region. As part of the first stage of construction of the Sary-Arka gas pipeline along the Kyzylorda - Nur-Sultan route, the construction of gas distribution networks has begun in 17 settlements of Arshalyn and 3 settlements of Tselinograd districts (Arshalyn district — Arshaly village, Bersuat village, Baydala village, Volgodonovka village, Razezd 42 station, Koigeldy village, Zhibek Zholy village, Zhaltyrkol village, Shoptikol village, Izhevskoye village, Turgen village, Anar station, Donetskoye village, Arnasai village, Babatai st., Akbulak village, Aktasty village; Tselinograd region — Koyandy village, Shubary village, Akkain village).

In 2020, for 4 projects (AGDS in Arshaly, Arshaly, Donetskoye and Anar, Akkayyn), 1.3 billion tenge from the republican budget was allocated and disbursed. 5 projects were financed from the regional budget (AGRS in Arshaly, Arshaly, Zhibek Zholy and Zhaltyrkol, Koyandy, Shubary) totaling 723 million tenge.

For 2021-2023, financing of 13 projects is provided from the republican budget for a total amount of 14.4 billion tenge (2021 — 4.8 billion tenge, 2022 — 5.6 billion tenge, 2023 — 4 billion tenge).

For the development of design estimates for gasification of 8 villages in the capital zone (Tselinograd district — Akmol, Karazhar, Karaotkel, Kosshy, Kyzylsuat, Taitobe, Talapker, Altynsarin), 40 million tenge were allocated from the regional budget in 2020, 531 mln tenge The implementation of gasification projects will provide natural gas for more than 130 thousand people. Gas supply will have a positive effect on the socio-economic development of the region, improving the quality of life of the population and improving the environmental situation.

Medicines, medical equipment: Healthcare system of the region is working steadily

Over the past two years, a lot has been done in the region to develop and strengthen the health care system. 140 billion tenge was allocated for this (from the republican and local budgets). The level of equipment of health care institutions has been increased to 76.9%. 7.4 billion tenge was allocated for these purposes. This includes a 2-fold increase in the number of ventilators, and a 15-fold increase in oxygen concentrators.

A new oncological clinic was built, for equipping it with medical equipment 2.6 billion tenge was allocated (with 10% co-financing from the local budget).

This year, work has begun on the construction of a new 630-bed multidisciplinary hospital with the involvement of a private partner. This project will be implemented by the Ministry of Health of the Republic of Kazakhstan within the framework of 20 projects for the construction of multidisciplinary hospitals for the electoral program of the Nur Otan party.

In just two months, a 200-bed Center for Infectious Diseases was built in the region, which took upon itself the enormous burden of hospitalizing patients with coronavirus infection. Today, the center for infectious diseases is 100 percent busy. In general, since its introduction into operation, more than 3 thousand people have received treatment at its base.

Healthcare is also developing systematically in rural areas. For example, residents of the village of Sofiyivka, Tselinograd district, this year, they got the opportunity to visit a new modern medical outpatient clinic. The construction of a new polyclinic in the city of Kosshy, a medical outpatient clinic with. Karaotkel and the Primary Health Care Center in the village of Koyandy, Tselinograd district.

At the expense of private suppliers, a modern renovation of the polyclinic building in the city of Stepnogorsk was carried out, a rehabilitation center is being built in the city of Kokshetau with 100 beds, worth more than 1 billion tenge.

As for the treatment of patients with coronavirus infection, today it is carried out on the basis of 21 infectious diseases hospitals. Their bed fund is 1750 beds, of which 47% or 814 beds are occupied. There is a decrease in the number of hospitalized people.

All infectious diseases hospitals are fully provided with oxygen machines. 1,750 beds — 518 oxygen concentrators, 1,029 — oxygen cylinders, 943 — centralized oxygen supply.

The provision of non-covid resuscitation departments with medicines and personal protective equipment is 100%.

There are 352 pharmacies in the region. Established work with major suppliers of LLP Amanat, Gelika, StoPharm, Arsha for the purchase and transportation of medicines (more than 40 items). The pharmacies have all the necessary medicines for the treatment of viral diseases.

To date, the computer equipment of the health care system in the region is 100%. More than 94% of medical organizations are connected to the Internet.

The number of citizens with compulsory health insurance is 625,297 people or 85%, while the population of the region is 736,297 people. In order to strengthen information and explanatory work among the population of the region, increase the number of the insured population, topical issues are considered at quarterly meetings of the regional headquarters on the implementation of compulsory health insurance. Explanatory work with the population has been intensified, the lists of uninsured persons are being monitored, together with the employment authorities, state revenues and the migration service.

To eliminate three-shift education, 6 schools are being built

Despite the difficulties associated with the pandemic, the region's education system continues to work to improve the quality of education at all levels of education. There are 1,216 educational organizations (of which 599 are preschool, 553 schools, 29 special organizations, 3 organizations for orphans and children left without parental care, 32 TVE organizations). The education budget is 133.4 billion tenge.

There are 10 schools with three-shift training in the region. (School No. 1, School No. 4, School No. 17, Kokshetau; Novoaleksandrovsk secondary school, Zhibek Zholy village, Martynovskaya secondary school, Zhaltyrkol village, Arshalyn district; secondary schools No. 1 and 2, Kosshy village, school in Karazhar village, OSH in Shubary village , Razdolnenskaya NSh of the Tselinograd district).

As part of the elimination of three-shift education, construction of 6 schools for 3,380 places is underway (2 schools for 1,200 places in the village of Kosshy, for 300 places in the village of Shubary, for 80 places in the village of Razdolnoye, Tselinograd district, for 300 places in the village of Zhibek Zholy and Zhaltyrkol village of Arshalyn district) and 2 additional educational buildings for schools in Kokshetau for 960 places (for 600 places for secondary school No. 1, for 360 places for secondary school No. 4 in Kokshetau). In addition, this year funds have been allocated to start the construction of a school for 1,200 places in the microdistrict Saryarka, Kokshetau.

In 2021, 2 schools for 1,280 places will be commissioned in the Tselinograd district (for 1200 places in the village of Kosshy, for 80 places in the village of Razdolnoye) and an additional educational building to the secondary school No. 1 in Kokshetau.

7 schools will be commissioned in 2022 - 2023:

for 300 places in the village of Shubary,

for 300 places in the village of Karazhar and for 1,200 places in the village of Kosshy, Tselinograd district,

300 places each in the village of Zhibek Zholy and the village of Zhaltyrkol in the Arshalyn district, an annex for 360 places to secondary school No. 4 and a school for 1,200 places in Kokshetau).

In his Address to the people of Kazakhstan dated Sep. 1, 2021, the Head of State K. Tokayev drew attention to the issues of quality education.

A lot of work is being done in this direction in the region. This year, 20 prize-winners of international, republican intellectual competitions and olympiads in the region have chosen their path to the profession, having entered the higher educational institutions of Kazakhstan and foreign countries.

Among them, 16 graduates have successfully entered the grant to the prestigious higher educational institutions of Kazakhstan. 4 graduates of the region (winners of republican, regional competitions) living in low-income families and in difficult life situations received a grant from the LLP Company Steel Trade for higher education.

In addition, for the 2021-2022 academic year, 150 educational grants were allocated at the expense of the local budget for training personnel with higher education, incl. 100 — for pedagogical specialties, 50 — for medical specialties.

For the training of specialists with postgraduate education in the field of health care (residency) — 35 educational grants. Currently, grants have been awarded.

In the Address the Head of State also noted that the education system needs motivated and qualified teachers.

In this direction, it should be noted that the pedagogical specialty in the region is still among the most prestigious.

There are 15,810 teachers in schools in the region, of which 13,344 teachers have a higher pedagogical education or 84.4%, 454 teachers have a master's degree (2.9%).

9,161 teachers were certified according to the new system. Of these, there are 49 teachers for a master teacher, 2,402 for a research teacher, 4,168 for an expert teacher and 2,542 for a moderator. Currently, there is no need for teachers in the region.

In connection with the increase in the status of teaching staff and their salaries, there is an increase in interest in enrolling in teaching specialties among applicants.

So, for example, this year the state educational order for the training of personnel with technical and vocational education for pedagogical specialties was approved in the amount of 745 places. At the same time, 1,440 applications were received.

For the training of personnel with higher education at the expense of the local budget, 100 educational grants were allocated for pedagogical specialties, 258 applications were received for participation in the competition.

Financial independence of the regions is the key to successful development

In the Address the President Tokayev drew attention to the issue of increasing the financial independence of the regions.

In general, work in this direction is already underway. For example, since 2020, the corporate income tax from SMEs has been transferred to local budgets. During this period, despite the decline in economic activity, revenues to local budgets were 25% higher than the plan. This indicates the increased interest of akims in the development of local business, an increase in investment and the tax base.

The redistribution of revenues between budget levels allowed, at the end of last year, to increase the region's revenues by 9.8 billion tenge, that is, the corporate income tax from small and medium-sized businesses from the republican budget was transferred to the local budget (the share in the regional budget is 11%). For 8 months of this year, the amount of corporate income tax in the regional budget amounted to 6.9 billion tenge (at the end of the year, an amount of 10.1 billion tenge is expected).
