On the eve of Independence Day, a solemn ceremony of awarding the winners of the President’s Prize "Altyn Sapa" and the Republican exhibition contest "Best Product of Kazakhstan," as well as the annual republican contest on social responsibility of business "Paryz," the national design competition "ALTYN OIMAQ,” “Business Kemeldіlіk,” “Isker,” “Uly Dala Eli” was held in the capital of Kazakhstan.
The event was attended by President of Kazakhstan Kassym-Jomart Tokayev, Prime Minister Askar Mamin, Chairman of the Presidium of the Atameken National Chamber of Entrepreneurs Timur Kulibayev, Minister of Industry and Infrastructure Development Beibut Atamkulov, as well as deputies of the Parliament of Kazakhstan, heads of central government bodies and enterprises of the republic.
The Minister of Industry and Infrastructure Development Beibut Atamkulov reported on the results of the second industrial five-year plan and plans for the implementation of the State Program for Industrial and Innovative Development for 2020-2025.
According to the minister, over the years of the implementation of the program, manufacturing enterprises produced products worth 43 trillion tenge. According to the results of 2018, labor productivity in the industry reached $35.3 / person. The inflow of investment in fixed assets to the industry over this period amounted to more than 4.5 trillion tenge.
“Kazakhstani enterprises exported manufacturing products (from 2015 to 10 months of 2019) worth $ 70 billion. Since 2015, more than 500 new industrial projects of the Industrialization Card have been introduced with an investment volume of about 5 trillion tenge. The program brought the development of the main manufacturing sectors to a new level,” Atamkulov said.
So, in metallurgy the volume of production output was increased 2.2 times. As a result, new export-oriented goods have appeared in the industry — these are aluminum profiles, automobile rims, ferrosilicon.
During the second five-year period of industrialization in mechanical engineering, the volume of production increased by 1.2 times. The share of the automotive industry in mechanical engineering increased to 26%. New types of products were mastered in the industry: such as information and communication equipment, modems, screw pumps, lighting devices and electrical distribution equipment, central air conditioners. The production of export-oriented refrigerated wagons has been launched.
Kazakhstan was the first in Central Asia to master the production of heavy duty transformers with a capacity of up to 500 megawatts. The chemical industry, pharmaceutical industry, and light industry are developing steadily.
“Industrialization allows you to develop competencies, produce products with high added value, and makes the country's economy more stable. We were able to systematically overcome all external economic shocks and outline a new path for the development of the country. Two stages of industrialization are behind. Taking into account mistakes and accumulated experience, we will continue the chosen course focused on increasing labor productivity and entering foreign markets,” the minister said.
The implementation of the Third Five-Year Plan for Industrialization starts in 2020, where the main priority is the development of industrial entrepreneurship, aimed at expanding the range of exports of high-tech products, as well as introducing digital technologies and innovations in production that contribute to the growth of labor productivity.
The main approaches of the program are identified.
- First, the emphasis is on efficient manufacturing sector enterprises focused on saturating the domestic market with quality products and exporting.
- Second, the transition from disparate instruments of state support to a system of comprehensive development stimulation.
- Third, the adoption of counter obligations and responsibilities by the business.
- Fourth, the transition from an industry principle to the identification of specific priority goods.
- Fifth, emphasis on proactive integration into global value chains.
As Atamkulov emphasized, for this purpose a corresponding analysis of the potential of domestic goods is carried out. After which it is planned to attract TNCs to Kazakhstan pointwise.
Implementation of the Program will allow achieving the following results in the manufacturing industry:
- real growth in labor productivity up to $56 thousand per person;
- export growth to $30 billion in 2025;
- real growth of investments in fixed assets up to 9.3 trillion tenge.
Regarding the award, it is worth noting that out of two hundred applicants of the Altyn Sapa Presidential Award, the expert commission determines 14 business entities in three categories and 4 nominations: The Best Enterprise for Production Purpose, The Best Enterprise that Issues Goods for the Population, The Best Enterprise Providing Services, Best Enterprise Producing Food Products and / or Agricultural Products.”
The awards were also presented to the winners of the The Best Product of Kazakhstan in three nominations: Best Industrial Products, Best Goods for the Population, Best Food Products.
Separately, as part of the event, the winners of the ALTYN OIMAQ design competition were awarded, which was held for the first time in Kazakhstan. The winners were determined in 6 nominations: The best design of a business attire with an element of national ornament, The best design of sportswear with an element of national ornament, The best design of children's clothes with an element of national ornament, The best textile design for home with an element of national ornament, The best design of the accessory with an element of national ornament, The best design of sports shoes.
In addition, during the event, new directions were announced for the next industrial five-year period, including the stimulation of efficient enterprises, the transition from industry prioritization to the definition of specific goods of middle and upper processing, the introduction of counter obligations for enterprises with state incentives, as well as proactive integration into global chains of creation cost.
In the nomination “The best enterprise producing food or agricultural products,” the winners were LLP Magzhan and K (Kyzylorda region), LLP MILH (Kostanay region), LLP Trading House “Good Look” (Zhambyl region).
This year, the Mazhan and K harvested a record rice crop: 530 thousand tons of rice from almost 90 thousand hectares of sown area. Director of the company Darkhan Eraliev notes that this was made possible thanks to the implementation of specific orders of Elbasy to support agriculture.
“The contribution of Elbasy to the development of the rice industry in the region is invaluable. The most effective measure was the allocation of preferential subsidies for mineral fertilizers, high-productive seeds, fuels and lubricants. So, we raised the yield to a record 70 centners of rice per hectare, opened 3 processing plants and export 60% of our products to foreign countries. In addition, we began to grow local rice varieties Cheese Suluy and Aigerim. To get such a high reward, you need to work, with quality. In our farm, we try to apply the most modern technologies. This award inspires us to new achievements,” Eraliev said.
“The best enterprises providing services” were TransAvia LLP (Almaty), Caspian engineering & research LLP (Mangystau region), KAZTECHNOLOGY Engineering company LLP (Nur-Sultan).
The Director General of Transavia LLP Viktor Matveev said that the company has been going to this award for 20 years.
“We are very grateful for such high attention. We are engaged in the implementation of tourism services. This is the case when the interests of the enterprise and the state converge in the framework of the development of the tourism industry in Kazakhstan. The company is different in that we are present in all regions of Kazakhstan. We are the only ones in the country who are present in the travel industry and abroad. We have our own branches in Kazakhstan, Belarus and Ukraine. The state supports entrepreneurs, which makes it easy to develop business,” said Matveev.
The title "The best enterprise producing goods for the population" was received by KPK ZETA LLP (Almaty region), FE Kudaibergenov F. T. (Turkistan region), Roza Full-Felt Plant LLP (East Kazakhstan region).
On the sidelines of the event, the CEO of KPK ZETA, Maksut Omarbaev, noted that for the first time in 24 years the company took part in the competition for the Altyn Sapa Prize.
“It is a great honor for us on the eve of Independence Day to become laureates of the Altyn Sapa Prize. We produce more than 4 thousand products. We export goods to Poland, Russia, Tajikistan, Uzbekistan, Kyrgyzstan, Georgia. This is not only furniture, but also plastic products. We train the workers ourselves and they remain with us. If in 1996 we had 50 people, then this year 2.5 thousand people work. Our main task is to show what we can do. Therefore, in the future we will be nominated for such prizes,” Omarbaev said.
In the fourth nomination “The Best Enterprise for Industrial Purpose”, the winners were JSC Almaty Heavy Engineering Plant (Almaty), Ural Transformer Plant LLP (West Kazakhstan Region), AZAM-KC LLP (Akmola Region).
According to the Chairman of the Board of Ural Transformer Plant LLP Olzhas Yesirkepov, the production started five years ago.
“The Ural Transformer Plant was launched on Industrialization Day in 2014. Today the plant is successfully operating and is an exemplary enterprise. 96% of products are exported to the CIS countries. In 2019, 10 thousand transformers were exported. The factory installed equipment of the latest generation of European brands. In the future we plan to increase production by 30%,” Yesirkepov said.
According to the representative of AZAM-KC LLP Ayazbek Musin, the enterprise is engaged in the production of grain processing equipment.
“Our enterprise is the only one in Kazakhstan that manufactures products that are not inferior in quality and technical characteristics to foreign analogues. We are engaged in the production of grain processing equipment. For us, this award is a very great achievement, this is the achievement of our entire team. This we have been going for seven years. Exactly as much as our company exists. We are very grateful that the Atameken NCE, the President of the Republic of Kazakhstan, marked us,” Musin said.
Also, special prizes “The Best Industrial Project” and “The Best Innovative Project” were awarded to Bemer Armature LLP (Karaganda region) and SKZ-U LLP (Kyzylorda region, Zhanakorgan village). The prize holders received special prizes from the hands of the President of the Republic of Kazakhstan, Kasym-Jomart Tokaev.
As part of the event, awards were presented to the winners of the ALTYN OIMAQ design competition, which was first held in Kazakhstan. It is noteworthy that one of the nominations was won by a 10-year-old girl. For the best design of children's clothing with an element of national ornament, the award was presented to Aigerim Muratkyzy. The girl’s mother, Ainagul Mazinova, spoke about the details of her daughter’s participation in the design competition.
“In March 2019, we sent our work to the competition announced by Atameken NCE. Since Aigerim is not yet 16 years old, I, as the founder of Ai Kerim style and design, sent the work to my daughter on my behalf. The jury appreciated her work very well. When we were told that Aigerim won, we did not believe. Today, along with the leading designers of the country, my daughter receives an award,” Mazinova shared her impressions.
Designer Alina Danilova received the award from the hands of Prime Minister Askar Mamin. Her works were recognized as the best in the nomination "The best design of sportswear with an element of national ornament." Danilova admits that the project convinced her of the correctness of the chosen direction.
“The competition gave me more confidence in choosing my own direction, now I know that sometimes a big dream is much closer than you thought,” the designer shared.

Director of Dana Del Bakytgul Toktabaeva noted that the award very much inspired the company for new achievements.
“We became winners of the Isker Prize for the first year, for the first time. This is a huge victory for us, which inspires our company to further victories and successes. This is a huge prospect. We produce stage clothes for all of Kazakhstan. This year, nominated for sewing stage clothes. Since 2018, the company began exporting to Russia and Italy,” Toktabaeva said.

In addition, during the event, the winners of the annual republican contest on social responsibility of business “Paryz” were awarded. The competition has been held by the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan since 2008 and includes 4 nominations: “Best Socially Responsible Enterprise”, “Best Enterprise in the Field of Labor Protection”, “Best Collective Agreement” and “For Contribution to the Environment”. For each nomination, three prizes are awarded by category: subjects of large, small and medium-sized enterprises.
This year 446 applications were submitted for participation in the competition, of which: 141 enterprises - subjects of large business, 305 enterprises - subjects of small and medium-sized businesses. According to the results of the contest, the republican commission determined 25 winners.
The most socially responsible company of the year in the national competition “Paryz” was recognized by ERG (Eurasian Group).
On the sidelines of the event, Chairman of the Board of Directors of Eurasian Resources Group Alexander Mashkevich shared his impressions of the victory.
“This is not our first award, and God forbid, not the last. We are striving forward, we are not sleeping and will go forward and strive to ensure that our company is always better. We are proud of our award, that we are the best socially responsible enterprise, that people are confident in the future, that our people have a package that creates a standard of living for them and they consider it worthy. We think about people, hospitals, leisure, working conditions. For us, these are colossal criteria that we are on the right track,” Mashkevich said.
In the nomination The Best Socially Responsible Enterprise, the winners among large business entities were: PT Abzal and K from the Kyzylorda region, Utaria LLP from the Karaganda region and Aktobe rail and beam plant LLP from Aktobe. Among the subjects of medium and small entrepreneurship: Ilinskoye LLP from the North-Kazakhstan region, Temirlan LLP from the Akmola region and Pavlodar Polytechnic Higher College LLP from Pavlodar.
In the nomination “The best enterprise in the field of labor protection,” laureates among subjects of large business became: JSC Machine-Building Plant named after Kirov from Almaty, Kaz M-I LLP from Mangistau region and Silikat LLP from East Kazakhstan region. Among the subjects of medium and small business: Munaigazkurylys LLP from the Mangystau region, AlbaStroyDor LLP from the Karaganda region and Sapa Stroy Service and K LLP from the Atyrau region.
In the nomination “Best Collective Agreement,” the winners among large business entities were: Aksaygazservice JSC from WKO, Kostanai Minerals JSC from Kostanay Region and Lokomotiv Krastyru Zauyty JSC from Nur-Sultan. Among the subjects of medium and small business: LLP Agrofirm Search from the Akmola region, LLP Agrofirm Karkyn from the Kostanay region and JSC Sanatorium Zhanakurgan from the Kyzylorda region.
In the nomination “For Contribution to the Environment,” the winners among large business entities were: Baiken-U LLP from the Kyzylorda region, Ust-Kamenogorsk HPP LLP from the East Kazakhstan region and Philip Maurice Kazakhstan LLP from the Almaty region. Among the subjects of medium and small business: Ural Commercial and Industrial Company LLP from the West Kazakhstan Region, Amangeldy Gas LLP from the Zhambyl Region and Izolit LLP from SKO.
Chairman of the Board of Directors Farrukh Makhmudov noted that Aksaygazservice JSC not only expands its own production and service, but also increases the share of its socially responsible participation in the life of both the labor collective and the population of Burlinsky district, West Kazakhstan region.
“This award is the merit of our entire team, led by the leadership of the company, which not only cares about its employees, but daily thinks about the social status in the region, cares about the people: how they live, how their health, provide their leisure. The company employs a lot of people. The region is remote. It is necessary to provide people with a good life so that they are interested in living there and developing. They are provided with preschool institutions, schools, hospitals, a sanatorium,” Makhmudov said.
The General Director of Amangeldy Gas LLP Erken Kaseev shared his impressions.
“We did not expect to win. We filled out a questionnaire and last week they called us and said that we are the winners of the contest. We are very pleased, because ours pays special attention to the uninterrupted, trouble-free supply and production of gas. We received the Paryz Award for his contribution to the environment, I think it is deserved, because we pay great attention to protecting the environment. Today we produce more than 350 million cubic meters of gas per year,” said the director general of Amangeldy Gas LLP Erken Kaseev.

216 enterprises submitted applications to the Altyn Sapa competition, of which only 107 enterprises submitted a package of documents. Out of 107 enterprises: small businesses — 39 enterprises, medium businesses — 44 enterprises and 24 large enterprises.
In nominations “The best enterprise for production purposes” — 35 applications, “The best enterprise producing goods for the population” — 17 applications, “The best enterprise providing services” — 35 applications, “The best enterprise producing food products and / or agricultural products” — 20 applications.
Since 2018, by the Decree of the President of the Republic of Kazakhstan “On the competition for the Prize of the President of the Republic of Kazakhstan ‘Altyn Sapa’ and the Republican contest-exhibition ‘Best Product of Kazakhstan,’ special awards ‘The Best Industrial Project,’ ‘The Best Innovative Project’ were established.
The diplomas and emblems for special prizes of the contest "Best Innovative Project", "Best Industrial Project" are presented by the Head of State.
The annual republican competition on social responsibility of business “Paryz” has been held by the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan since 2008. Recall that since 2008, more than 5 thousand business entities took part in the Paryz contest, 284 enterprises were awarded the title of laureates.
