State support and focus on affordability: Results of housing construction in Kazakhstan for 2021

The President stressed that citizens should be able to independently choose housing where they want, and not where akimats or developers say.

“The state will provide socially vulnerable categories of citizens with subsidies in the amount of 50 percent of the rent. And the released money of the family budget will be spent on other needs: food, education, medicine. Therefore, it is necessary to start accepting applications for this system. And I am giving this order. Without delaying this issue, you need to continue to work. And no later than May 1, complete this work and report on how it is being carried out,” Tokayev instructed.

In 2018-2019, the pace of housing commissioning was quite high. This made it possible to solve the housing problems of 25,000 families, including 5,500 low-income families with many children and 3,000 working young people. The so-called “Housing Affordability Ladder” has been introduced, which will tell every Kazakhstani what state support and what kind of housing they can qualify for, depending on their income.

It should be noted that over the years of independence, 141 million square meters of housing have been built in Kazakhstan. The state is developing a unified model of housing development in the country, where the main principle is to increase the affordability of housing, especially for socially vulnerable segments of the population. New mortgage lending programs have been initiated in the country, which have made it possible to increase the availability of residential mortgages.

Thus, the Nurly Zher state program combines new mechanisms to support housing construction. In 2018, the 7-20-25 program was launched, which within 5 years should help 650 thousand families or more than 2 million citizens in purchasing their own housing. In 2019, a new program "Bakytty Otbasy" was launched with a preferential rate of 2% and an initial payment of 10%. The Nurly Zher program is aimed at a comprehensive solution of housing issues for various segments of the country's population. The program includes the construction of rental housing without redemption, the construction of credit housing, the development of individual housing construction, and the stimulation of housing construction by private developers.

As part of Nurly Zher, 20,290 people celebrated housewarming in 2021. Including 4,216 families in "Bakytty Otbasy", 11,087 families in "Shanyrak" and 4,987 loans were issued in the direction of "Construction of credit housing".

To cover part of the down payment on mortgage housing loans in 2021, 3,713 housing certificates were issued for 3,839.7 million tenge.

Also, within the framework of "Nurly Zher" for the implementation of a unified housing policy, an indicator is provided for "subsidizing loans to private developers" through the KZhK (Kazakhstan Housing Company). KZhK also finances the construction of credit housing for depositors of Otbasy Bank JSC by buying back bonds of local executive bodies as part of the Nurly Zher state program. In terms of KZhK, shared construction, including through the possibility of partial use of pension savings for these needs in 2021, had a positive impact on the results of the volume of guarantees, compared to previous periods (in 2021, 70 guarantees were issued for the completion of the construction of residential buildings for a total of 372.6 billion tenge, with a total area of ​​1,994 thousand m2, providing about 21,183 Kazakh families with apartments).

Celebrating more housewarmings in 2021 helped Kazakhstanis use their pension surplus above the adequacy threshold. As is known, the Bank was appointed as one of the authorized operators for the targeted use of lump-sum pension payments. During the past year, 372,021 Kazakhstanis were able to improve their living conditions.

From December 16, 2021, it became possible to replenish deposits in Otbasy Bank with the help of the EPO. In addition to the new option to replenish deposits, it also became possible to purchase a separate land plot with the purpose of individual housing construction or private household plots with the help of the EPO. It is also possible to make partial payments under privatization and sale and purchase agreements with installment payment.

It is worth noting that the dynamics of the guarantees issued by the KZhK indicate an increased demand for new housing under construction, including due to the fact that in many regions the existing housing stock is significantly outdated.

In general, there is a significant interest in the guarantee mechanism from new players in the housing construction market (the Single Operator consults developers on an ongoing basis), as well as in regions where shared construction is not developed today, which indicates demand from population.

According to the results of 2021, Baiterek Holding achieved a number of results in the framework of housing construction.

In the direction of the construction of credit housing through the mechanism of redemption of bonds, akimats were provided with funding for a total of 163.7 billion tenge, or 100% of the approved plan. Funds are provided on preferential terms at 4.25% per annum on a revolving basis every 2 years.

In 2022-2025, cumulatively, bonds of local executive bodies for the total amount of 869 billion tenge of construction of 4 million square meters will be purchased. meters of credit housing.

In the direction of the system of housing construction savings, as of today in 2021, the population has already been issued 73 thousand preferential loans totaling 1.1 trillion tenge, of which 13.6 thousand loans worth 150 billion tenge were issued under the Nurly Zher state program.

Under the program of preferential lending for large and low-income families at 2% per annum "Bakytty Otbasy", 70 billion tenge was allocated in 2021, 3,837 loans were issued for 45 billion tenge, and 873 loans were additionally approved for 10.2 billion tenge. In the direction of subsidizing loans to private developers with a plan of 20 billion tenge, projects were approved for a total of 27.8 billion tenge. In addition, the Kazakhstan Housing Company is working on the modernization of the Unified Information System of Equity Participation "Kazreestr". At the second stage, after determining the status of the platform and the procedure for acquiring materials through it, a function for concluding online contracts between suppliers and developers will be developed. As part of the housing policy reform bill, a Housing Provision Center will be established on the basis of Otbasa Bank, which will centrally maintain, register and record all those in need of housing, as well as distribute housing by the date of setting in accordance with the housing affordability ladder. The housing center database will be integrated with the state databases of individuals.

In addition, it is planned to change the status of a second-tier bank to a Bank with the status of a national development institution. For the implementation of the mechanism for subsidizing part of the payment for housing rented in private housing stock, the national project provides for plans in 2022 - 20 thousand people on the waiting list of LEAs, and by the end of 2025 - 185 thousand people on the waiting list.

Also, Otbasy Bank JSC, together with the akims of the regions, within the framework of the bank's tools, will develop a program of preferential mortgages with an initial payment of 10%, a remuneration rate of 2-5% for residents of single-industry towns with low development potential. The planned date for the creation of the product is the 1st quarter of 2022.

What work is being done to digitalize the construction industry?

Digitalization implies openness and transparency of business processes. A system is being introduced - the State Bank of Information Models, which allows you to model construction objects in an online format, including using information modeling technologies (BIM technologies).

In turn, the E-Kurylys system allows you to control the construction process online at all stages from digging a pit to commissioning. Kazreestr has been introduced to account for equity participation agreements. It minimizes the risks of buying housing for shared construction from unscrupulous developers. On the online platform - Marketplace, companies can directly buy building materials from manufacturers without intermediaries.

The E-Shanyrak platform is a personal assistant for residents and gives access to all information on managing their home. In general, the measures taken to digitalize the industry will reduce bureaucracy and simplify procedures in construction.

To avoid overestimation of the cost of the same facilities with the participation of investments from the state and quasi-state sectors, limit limits for construction costs have been set with the introduction of an online calculator on the Gosexpertiza portal (epsd.kz).

Single estimated prices, reference books of estimated prices (instead of price lists) are being developed. This will exclude fluctuations in the cost of construction of the same facilities by region, as well as overestimation of the estimated cost of projects at the stages of design and examination of design estimates. According to the current legislation, inspections of state-architectural control bodies are impossible without complaints and GASK does not participate in the acceptance of objects for operation. There is a clear neglect by the developers of weakened control and the objects are accepted with construction defects.

To strengthen state control, a bill has been developed containing urgent measures, such as:

1. The introduction of urban planning expertise in order to exclude poor-quality planning of the development of the territory;

2. Introduction of planned control of facilities at all stages of construction and participation of the State Construction Committee in the acceptance of facilities for operation;

3. Creation of an independent state laboratory service for laboratory and technical examination of the materials used and the quality of the work performed.

Along with this, as part of the exclusion of chaotic development and the regulation of urban planning, new standards for the integrated development of cities are being introduced, for comfortable living of the population, taking into account international experience. The standards will be unified and include:

- principles of integrated development of urban areas;

- standard for the development of urban areas;

- standard for shaping the appearance of cities;

- standard for the development of free territories;

- guidance on the development and implementation of projects.

Kazakhstani producers almost fully cover the needs of the domestic market in basic building materials such as concrete, cement, and wall materials. Almost everywhere in construction and repair, only Kazakhstani drywall and dry building mixes are used. However, high value-added products in the finishing segment remain import-dependent building materials. As a rule, these are finishing materials, wallpaper, linoleum, thermal insulation materials, sanitary ware and glass products.

Taking into account the growth rate of new housing commissioning, it is necessary to increase the capacity of existing enterprises and implement new breakthrough investment projects, which helps to reduce the industry's import dependence.

In the period from 2021 to 2025, it is planned to implement 165 projects for a total amount of 1,066 billion tenge. with the creation of about 16.3 thousand new jobs. In the regional context, the largest number of new investment projects is planned to be commissioned in Akmola, Turkestan, Almaty regions and the cities of Nur-Sultan and Shymkent.

For the convenience of developers, the Digital Baiterek portal has implemented a function for submitting applications for subsidizing the interest rate on developers' loans. This feature will also be available to developers to guarantee shared construction in 2022.

Also, in order to support Kazakhstani manufacturers of building materials and increase local content in housing construction, KZhK JSC is developing an online marketplace for building materials on the basis of the Nurly Zher Situation Center.

This platform will allow Kazakhstani manufacturers of building materials to independently post information about their products, and construction companies to purchase the necessary Kazakhstani materials without intermediaries at the best prices.

Construction companies will have direct access to domestic building materials on their own, without the cost of finding manufacturers, they will be able to conclude contracts with them, as well as receive offers from logistics companies for the delivery of materials.

To date, as part of the first stage, an online showcase of the needs of construction companies in building materials and a showcase of building materials of domestic suppliers with the function of sending electronic commercial offers (www.material.kz) have been created. The platform has been launched in test mode, its functional and load testing is being carried out.

At the second stage, after determining the status of the platform and the procedure for acquiring materials through it, a function for concluding online contracts between suppliers and developers will be developed.

Will the demand for housing purchases decrease in 2022 due to an increase in the adequacy threshold when withdrawing pension funds?

In 2022, the development of the housing market will continue, but the growth rate will not be as significant as in 2021.

The development of the mortgage market is influenced by demand, and this demand in Kazakhstan is justified by the insufficient level of housing provision for the population, as well as the increase in the birth rate and marriage registration over the past 20 years. These two indicators directly shape the demand for housing.

At the same time, the availability of income from the population affects the possibility of acquiring housing. Despite the fact that the income of the population in recent years has also increased according to statistical data, taking into account the devaluation of the national currency, prices for consumer goods, especially imported goods, most of the population cannot afford to purchase an apartment entirely from personal savings. That is why the purchase of housing through mortgage lending remains a real possibility.

In addition, the Bank continues to implement government programs for socially vulnerable segments of the population with low incomes, lending to them at below market rates. In this segment, the number of citizens on the waiting list for housing at the beginning of 2022 was 235 thousand people.

Of course, in 2021 there were signs of overheating of the market, taking into account the possibility of withdrawing pension funds for the purchase of housing. Thus, during the year, the number of housing purchase and sale transactions increased by almost 2 times, amounting to 609 thousand compared to previous years. And against this background, the number of transactions in 2022 may be lower.

Also, the expected increase in the sufficiency threshold, and the fact that the majority of the population who had the opportunity to purchase housing at the expense of pension funds, have already done so in 2021, suggest that a slowdown in growth is possible, but not a decrease in the development of the mortgage market. Most likely, the pace of development of the mortgage market will return to the times before 2021.

The further development of the market can also be affected by the long-term nature of events taking place in the world.

How many families currently need housing and will the 7-20-25 program be able to cover the needs of citizens?

Today, 590,000 citizens are on the waiting list for housing, of which 70,000 are socially vulnerable with an income below 1 living wage. These are large families, disabled people of groups 1 and 2, orphans, families with disabled children. It is these needy who are invited to assign half the cost of their rental housing.

The principle of targeted rent assistance is based on the joint responsibility of citizens: 50% will be covered by state subsidies, the remaining 50% will be paid by the recipient himself. The operator will be determined by Otbasy Bank. Annually, 50 billion tenge will be required from the republican budget.

In order to reduce the burden on the republican budget and taking into account the budget deficit of some regions, it is proposed to apply a gradation of co-financing from local budgets in the amount of 10%. In this case, the costs from the republican budget will amount to 41.7 billion tenge and 10.4 billion tenge for local budgets.

To implement the mechanism, the rules for assigning and making payments to certain categories of citizens for housing rented in private housing stock have been approved, and a test version of a digital platform has been created for receiving payments to citizens of a part of the rent. The platform involves the filing of an application using an EDS and automatic verification of the applicant's compliance with the requirements. Verification will be carried out by integrating with the state databases of the ICRIAP, the Ministry of Justice, the State Revenue Committee, the Ministry of Education and Science, the Ministry of Labor and Social Protection.

Results of housing construction in the regions of the country

Nur-Sultan

In the city of Nur-Sultan, today socially vulnerable segments of the population who are in the queue for housing can purchase housing in several areas of the state program of housing and communal development "Nurly Zher" for 2020-2025, such as rental housing without the right to purchase, lending to the HCSBK for low-income families on the waiting list, construction of credit housing, etc.

As part of the implementation of social rental housing without the right to purchase, housing is provided to socially vulnerable segments of the population, including large families in the order of priority.

Socially vulnerable segments of the population who are in the queue can apply for the purchase of such housing as tenders are announced.

The next direction in the implementation of housing is "lending to HCSBK low-income families from the waiting list of LEAs (Bakytty otbasy)".

Participants in this direction can be large families in the queue, single-parent families, families raising children with disabilities, who are provided with preferential loans through JSC Housing Construction Savings Bank Otbasy Bank (Otbasy Bank) at 2% per annum, for up to 20 years with the presence of a down payment of at least 10%. Housing can be both primary and secondary with a cost of no more than 15 million tenge.

The selection of participants is made by Otbasy Bank JSC for the number of loans (limits) determined by the MIID. It also provides for the provision of housing certificates by the akimat as social assistance to cover part of the down payment in the amount of 1.5 million tenge.

On behalf of the Head of State, in 2020, the implementation of the new Program 5-10-20 "Shanyrak" was launched for those on the waiting list of the akimat who are depositors of Otbasy Bank.

The new project has become an extension of the Nurly Zher program, which provides for the construction of credit housing as part of the Shanyrak pilot project. The Shanyrak project is designed for 2020-2022.

Here, people on the waiting list, including civil servants and military personnel, can purchase housing that is being built by the akimat of the city of Nur-Sultan, and can also purchase housing through a preferential loan from Otbasy Bank at 5% per annum, with an initial payment of 10% with a loan term of up to 20 years.

Within the framework of this direction, the akimat carries out the construction of housing with an implementation cost of no more than 220 thousand tenge per 1 sq.m. The selection of participants is made by Otbasy Bank.

Also, those on the waiting list can purchase housing on the real estate market under preferential loan terms, while housing must be primary from the developer of an already commissioned residential building, or with a guarantee from the Housing Construction Guarantee Fund, with a cost of up to 18 million tenge.

It also provides for the provision of waiting lists to socially vulnerable segments of the population on the waiting list, as well as pedagogical workers of the educational organization, medical workers of the healthcare organization, specialized employees of the organization in the field of culture, social security subordinated to the akimat of the city of Nur-Sultan, as well as employees of the City Police Department, the Department for Emergency housing certificate situations to cover part of the down payment.

In order to provide housing for working youth, the Nurly Zher State Housing and Communal Development Program for 2020-2025 includes the direction of providing rental housing without the right to purchase. In this direction, the recipients are working youth under the age of 29, who do not have housing on the right of ownership and have been registered for at least two years in the city of Nur-Sultan. Housing is provided for rent without the right to purchase for a period of 5 years without the right to prolong, during the specified time, citizens have the opportunity to maintain savings for the purchase of their own housing.

In 2021, measures were taken to provide 1,050 apartments in the city of Nur-Sultan. At the same time, in order to minimize the time for these purposes, it is planned to purchase apartments on the real estate market.

In this regard, in the city of Nur-Sultan, construction is not being carried out in this area, and housing is provided in apartments purchased by LEAs. The program will continue in 2022.

In addition, as an additional tool for providing housing for young people, the Akimat of the city of Nur-Sultan is working to approve preferential loans for specialists under the age of 35 (inclusive) within the framework of the Elorda Zhastary program.

In 2021, 200 participants were selected under this program. After the announcement of the possibility of early withdrawal of pension savings for the purchase of housing, today there has been an increase in citizens' applications for the purchase of occupied housing using the EPO.

There is also an increase in the number of citizens who used the EPO to partially repay debts on previously privatized apartments purchased in installments.

Almaty city

As part of the implementation of the Nurly Zher state program, 66 houses or 3,065 apartments with a total area of ​​239.7 thousand m2 were put into operation in 2021.

In 2021, funds were allocated to the city of Almaty from the republican budget for the implementation of 790 loans (243 large families, 89 single-parent families, 458 families with or raising children with disabilities) under the Bakytty Otbasy Program.

Including 1,451 apartments of rental housing without the right to purchase - 185 square meters for large families, 211 apartments for socially vulnerable segments of the population and 1,050 apartments for working youth.

By the decision of the Maslikhat of the city of Almaty, a list of categories of recipients of housing certificates in the amount of 1 million tenge on a gratuitous and irrevocable basis from among the waiting lists of the city of Almaty of the following categories was approved:

- invalids of 1 and 2 groups;

- families with or raising children with disabilities;

- orphans and children left without parental care;

- large families.

Shymkent

The plan for commissioning housing in the city for 2021 is 1 million m2. Increased by 55% compared to last year. In the city of Shymkent, in 2022, in the production of building materials, it is planned to implement 7 investment projects with the creation of 619 jobs in the amount of 25.2 billion tenge. The programs "5-10-20" (Shanyrak) and "Bakytty Otbasy" are aimed at supporting families with many children and families raising children with disabilities, as well as citizens who are in line for housing in local authorities.

At the same time, at the end of 2021, 107 ready-made apartments for large families were purchased at the expense of allocated funds from the Republic of Belarus and the Moscow Region.

In general, since the beginning of the year, 37.4 thousand m2 of rental and communal housing or 590 apartments have been put into operation for those on the waiting list of LEAs.

For working youth, rented-communal housing without the right to redeem (hostel) for 140 people was built.

Almaty region

In the Almaty region, the Nurly Zher Housing and Communal Development Program for 2020-2025 is being implemented. Currently, 58.9 thousand citizens are in the queue for housing in the LEA. Housing is provided through the construction of rental, credit housing and by stimulating the construction of private developers.

Families with many children are provided with rental housing without the right to purchase. In 2021, 190 large families were provided with rental housing. Also, families with many children can take part in the Baqytty Otbasy mortgage program and purchase housing at 2-10-20 through JSC Otbasy Bank.

In 2021, in Narynkol Rayymbek district built 50 communal residential buildings for public sector employees. To date, 44 projects of residential buildings are being developed. In Almaty region in 2014-2016, 5 houses for 423 apartments with a total area of ​​29.7 thousand sq.m. were built at the expense of budgetary funds for young families.

The Regional Youth Policy Department is working on the implementation of the Zhetisu Zhastary program, the maximum loan amount for working youth without a down payment (if there is an additional collateral) is 10 million tenge. The project is planned to be implemented in the second half of 2022.

Atyrau region

In the period for 2022-2023, at the expense of subsoil users, it is planned to build 6 multi-storey buildings in the districts of the region. After construction is completed, housing is provided to those on the waiting list of LEAs in the order of priority and according to the decision of the housing commission, to persons belonging to socially vulnerable segments of the population specified in Article 68 of the Law of the Republic of Kazakhstan dated April 16, 1997 "On Housing Relations"; and citizens whose only dwelling is recognized as emergency in accordance with the requirements of the legislation of the Republic of Kazakhstan in the field of housing relations;

Within the framework of the Nurly Zher state program, 87 apartments were purchased for large families in the amount of 866,149 thousand tenge.

In addition, 8 large families were awarded housing certificates in the amount of 8 million tenge. Families with many children who are in the queue for receiving housing from the state housing stock can receive housing under the “Bakytty Otbasy” program.

In the region, under the Nurly Zher and Employment Roadmap programs, at the expense of budgetary funds, housing is being built for socially vulnerable segments of the population and large families. The construction of an apartment building for special military personnel and civil servants at the expense of budgetary funds is not carried out.

As part of the “Askeri Baspana” preferential program, through Otbasy Bank, 83 citizens issued a loan in the amount of 1.4 billion tenge. to get housing.

As part of the program for the development of the state youth policy for 2021-2025 "Auliye Ata zhastary", on behalf of the akim of the region, a draft program of preferential lending to the youth of the region "Auliye Ata zhastary" was developed. West Kazakhstan region

More than 30,000 people are on the waiting list for housing in the region, of which 10,905 families are in the category of socially vulnerable segments of the population and 2,824 families are in the category of a large family.

In 2021, 771 apartments were provided to those on the waiting list, including 45 apartments for civil servants and employees of budgetary organizations, 88 apartments for citizens with emergency housing, 638 apartments for socially vulnerable segments of the population, including 296 apartments for large families.

There is no construction of separate housing for military personnel and civil servants in the region. This category of citizens has the opportunity to obtain housing in accordance with the order of priority established by law, as well as by obtaining a housing certificate for using a mortgage housing loan under the mortgage program (in the amount of 1.5 million tenge) in the form of social assistance or social support.

List of categories of recipients of housing certificates:

1) these are families with or raising disabled children;

2) mothers of many children, awarded with pendants "Altyn alka", "Kumis alka" or previously received the title of "Mother Heroine", as well as those awarded with orders "Maternal Glory" I and II degrees, families with many children;

3) incomplete families;

4) in-demand specialists working in the healthcare, education, culture, sports, veterinary medicine, agro-industrial complex and law enforcement sectors.

In 2021, 74 people in the region have already received a housing certificate for 37.3 million tenge. In 2022, about 200 million tenge was allocated in the region for the provision of housing certificates.

In the region, the growth rate of housing construction is growing every year. In recent years, this has also been influenced by the possibility of acquiring housing through pension savings.

According to the branch of Otbasy Bank JSC, at present, since the beginning of the programs, 6,887 people have expressed a desire to purchase housing through a full buyout without a mortgage, 963 people have received a housing mortgage loan and 34 people have received a loan for the construction of an individual residential building (including the acquisition of a land plot).

At the same time, in 2021, funds in the amount of 668 million tenge were allocated from the republican budget for the purchase of apartments for this category of the population. In total, 73 apartments were purchased for low-income large families.

In the Kostanay region, there is no provision for the construction of housing separately for the categories of military personnel and civil servants. But at the same time, these categories of the population can take part in the purchase of housing both in the Nurly Zher Program and in the 7-20-25 Program.

Currently, according to the Nurly Zher Program, rental housing for working youth is being built only in three regions of the Republic: in the cities of Nur-Sultan, Almaty and Shymkent.

In the Kostanay region, it is not planned to build rental housing for young people in the near future.

Compared to 2020, the pace of housing construction increased by 18.7% compared to 2020, while the announcement of the early withdrawal of pension savings did not affect the growth of housing construction.

Kyzylorda Region

According to the approved memorandum between the Akimat of the Kyzylorda region and the Prime Minister of the Republic of Kazakhstan, in 2021 it is planned to put into operation 644.7 thousand square meters. m of housing, which at the end of the year amounted to 661.2 thousand square meters. m or 108.6% compared to the same period last year.

Regarding the increase in the pace of construction when pension savings are withdrawn, demand may increase both for primary and secondary housing purchases. However, recently, due to the pandemic, the growth in residential complex construction has decreased, and for this year 2022 we predict that 1,050,000 square meters of housing will be put into operation.

Pavlodar region

At the end of 2021, 457.3 thousand m2 of housing was put into operation in the region at the expense of all sources of financing, with an increase of 22.7% by 2020.

Since the beginning of the year, within the framework of state programs, 12 houses have been put into operation, of which 10 are under Nurly Zher and 2 under the Employment Roadmap.

As part of the Nurly Zher program, 339 apartments were purchased, including 214 for socially vulnerable segments of the population and 125 for low-income large families.

At the same time, at the expense of the regional budget in md. "Saryarka", Pavlodar, a residential building for 108 apartments was put into operation for migrants from the microdistrict "Aluminstroy".

The Nurly Zher program provides for the construction of 12 credit houses with a total area of ​​116.4 thousand m2 for 1,272 apartments.

Also under this program of rental housing without the right to purchase in Aksu, with an area of ​​6.3 thousand m2 for 80 apartments, Ekibastuz, with an area of ​​14.5 thousand m2 for 180 apartments.

In addition, at the expense of the regional budget, it is planned to complete the construction of two residential buildings, including one house in the microdistrict. "Saryarka" for migrants md. Aluminstroy for 144 apartments with an area of ​​9.9 thousand m2 and one residential building in Aksu for 144 apartments with an area of ​​11.5 thousand m2.

Since the adoption of the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Restoration of Economic Growth”, 81,499 applications for improving housing conditions have been submitted in Pavlodar region. Of these, 20,409 applications were denied acceptance and (or) execution of applications. For 59,523 applications, funds in the amount of 90 million 619 thousand tenge were transferred to the special accounts of the applicants. Of these, funds in the amount of 11 million 676 thousand tenge were returned to the UAPF for 7,402 applications.

North-Kazakhstan region

The region has gained a good pace in the construction of new housing. For 4 years, about 1 million sq.m. living space (50 billion tenge allocated), more than 10 thousand new apartments were built.

If in 2020 306 thousand square meters were commissioned, which is 3.3 thousand apartments, then in 2021 351.09 thousand square meters were commissioned.

This year, according to the memorandum, this figure is 401.4 thousand square meters in the region, the dynamics is 18%.

In 2022, according to the approved plan, 38 billion tenge is provided for the construction industry. At the expense of 18.6 billion tenge, the construction of 5 rental houses for 377 apartments (26.3 thousand square meters), 9 loan houses for 926 apartments (73.5) will be completed and construction of 13 loan houses for 983 apartments will begin. (84 .4 thousand sq.m.).

In NKR, within the framework of the 7-20-25 program, 757 apartments for 5.9 billion tenge were sold in 2021.

It is worth noting that as of January 1 this year. branches of second-tier banks accepted applications for loans from 1,501 people, of which 757 applications were approved.

In 2021, 4 houses with 330 apartments or 22.9 thousand square meters were commissioned, and 11 apartments will be purchased in the Shal Akyn district, which will provide housing for 217 families from socially vulnerable segments of the population and 124 large families.

This year, the construction of 5 rental houses for 377 apartments continues:

- 3 residential buildings for 300 apartments in the city of Petropavlovsk

- 2 residential buildings for 77 apartments in the districts of the region.

Concerning military personnel and civil servants, according to the information of the Otbasy Bank branch, 361 loans for military personnel were issued in the region. Civil servants are not recorded as a separate group, apartments are provided on a first-come, first-served basis in credit houses being built under the Nurly Zher program. The construction of separate apartment buildings for military personnel and civil servants is not provided.

Within the framework of the Nurly Zher program, the construction of houses for working youth is financed from the republican budget only in the cities of Nur-Sultan, Almaty and Shymkent. For young people, as for a separate category, rental houses are not being built. Otbasy Bank is planning to launch a regional mortgage lending program for working youth under 35.

In addition to budget construction, work is also being carried out on commercial buildings. If in 2017 one commercial house was built, today the construction of 24 houses for 1732 apartments (130.8 thousand square meters) continues, of which 12 houses for 550 apartments with an area of ​​39 thousand square meters will be commissioned.

One of the factors behind the increase in housing construction was the possibility of early withdrawal of pension savings. At the same time, by withdrawing pension savings, 4,268 citizens of the region in the amount of 10.580 billion tenge improved or plan to improve their living conditions.

Turkistan region

At the end of 2021, 823.8 thousand square meters were put into operation in the Turkistan region from all sources of financing. meters of housing, with a plan of 790 thousand square meters. m., which exceeded the planned figures by 12%.

At the same time, the construction of housing at the expense of budgetary funds is carried out within the framework of the Nurly Zher project. In 2021, 2,466 apartments with an area of ​​159.8 thousand square meters were put into operation. m., of which 1120 apartments (71.4 thousand sq.m.) are rental housing for SUSN and large families, 1346 apartments (88.3 thousand sq.m.) are social-credit housing at a cost of 180 thousand tenge / sq. .m
