Veterinary requirements, investment attraction, export of products — results achieved in agriculture development of Kazakhstan in 2019

In his Address to the people of Kazakhstan, the Head of State Kassym-Jomart Tokayev noted that the main goal in the development of agriculture is to increase labor productivity and exports by 2.5 times. Kazakhstan has great agricultural potential, which enables a real breakthrough in agriculture in the next five years. For this, first of all, it is necessary to organize work to attract investment in the agricultural sector. The government continues the work on establishing clear short- and medium-term agricultural policy priorities and stabilize support instruments. One of the important issues in the further development of agriculture is the export of agricultural products, which has great potential. In the total amount of 500 billion tenge, planned as a whole for export support, 100 billion tenge is provided for agricultural exports. Now more than 60% of agricultural exports are raw materials.

Efficient use of land remains an important issue. An inventory of agricultural land by the Ministry of Agriculture revealed 16.5 million hectares of unused land. The government is conducting an audit of all agricultural land and digitizing the land cadastre information system.

 

Agricultural exports in 2019 grew by 6.4%

In 2019, agricultural exports amounted to 12.41 million tons worth $3.29 billion, which is $198 million or 6.4% more than in 2018. At the same time, the share of export of processed products from the total export of agricultural products in 2018 amounted to 33.65%.

The planned indicators of the state program for the development of the agro-industrial complex on the export of agricultural products by 24.1% were exceeded. Last year, 551 types of agricultural products were exported to 72 countries of the world.

It should be noted that over 50.2% of the export range of goods falls on processed agricultural products. The expansion of the list of export of processed products is the result of the ongoing policy of diversification of agricultural production and development of processing.

The plan for attracting investment in the agricultural sector for 2020 is 559 billion tenge with the implementation of 94 investment projects. This pool includes 16 projects with foreign participation worth $837 million, which are currently under development and implementation.

Promising investment projects include the construction of a meat factory with the participation of Tyson Foods Inc., a large American multinational company in the field of meat processing and the construction of a plant for the production of modern irrigation systems Valmont Industries (the USA). On both projects, agreements were signed at the level of the Government of the Republic of Kazakhstan.

For reference. There are 95 groups of livestock products, 179 groups of crop production. The export of Kazakh agricultural products to priority markets is growing. So, the export of agricultural products to China increased by 50.5%, to the Gulf countries (Qatar, Kuwait, the United Arab Emirates, KSA, Oman, Bahrain) by 3.2 times, to the countries of Central Asia (Uzbekistan, Afghanistan, Tajikistan, Kyrgyzstan, Turkmenistan) by 7.4%, to the EAEU countries by 8.2%.

 

Crop development: Area of ​​oilseeds, fodder, vegetable and melon crops and potatoes to be increased

The last year turned out to be extreme for some areas of our country. The established abnormal heat in July-August was replaced by prolonged rains, which ultimately affected both the volume of the harvested crop and its quality.

In general, for most major crops, there is a moderate increase in production and productivity.

In 2020, it is planned to place crops on an area of ​​22.5 million hectares, which is more than the level of 2019 by 240 thousand hectares. The area of ​​oilseeds, fodder, vegetable and melon crops and potatoes will be increased.

Last year, the area under buckwheat was reduced by 29.4 thousand compared to 2018. A sharp decrease was observed in East Kazakhstan (by 11.7 thousand hectares), Pavlodar (by 9.2 thousand hectares), Kostanay (by 7 thousand hectares) regions. This played on the cost of buckwheat, according to which there was an increase in prices in all regions. In this regard, in 2020 the area of ​​this cereal crop will be increased due to its social significance.

There is an urgent issue with the use of fertilizers. It is necessary to have an agrochemical cartogram; it is necessary to intensify work on the conduct of agrochemical soil analyzes. It is planned to build new agrochemical laboratories, so laboratories equipped with modern automated equipment have already been launched in Kostanay and Petropavlovsk.

Also, one of the pressing problems is the struggle not only with weediness of fields, but also with pests and diseases. Timely identification of the distribution centers and chemical treatments will prevent significant losses of the crop and its quality.

Huge budget funds are allocated annually to combat them, and the effect of this is minimal. So, the area of ​​distribution of creeping mustard does not decrease, which causes significant damage to agricultural production. This means that the necessary measures are not being taken on the ground and their implementation is not being monitored at the proper level.

In addition, today rust and septoria are widespread in cereal crops. During years of mass infections, crop losses can reach 40% and even complete plant death.

In this regard, from 2020 all types of pesticides will be subsidized. At the same time, pesticides will be subsidized taking into account the economic threshold of harmfulness.

Information on the area, place of distribution of harmful, especially dangerous harmful organisms with numbers higher than the economic threshold of harmfulness and quarantine objects will be provided by the regional territorial inspection of the State Inspection Committee in the agro-industrial complex.

This measure will allow farmers to choose the necessary fungicides and insecticides for the control of plant diseases and pests, as well as prevent their mass spread by carrying out treatments in the optimal time.

 

Agricultural machinery renewal: Number of high-productivity sowing complexes almost doubled

To increase labor productivity in the agricultural sector at least 2.5 times, it is necessary, first of all, to carry out work on the technical re-equipment of farmers.

The average update level for 2019 reached — 4% (3.5% in 2018), with a minimum technological level of 6%.

Good rates of equipment renewal were reached in Karaganda (4.6%), Akmola (4.5%), Zhambyl (4.4%), East Kazakhstan and Aktobe (4.3%) regions. Low rates of renewal are observed in Almaty and Turkestan regions (2.8% and 1.8%).

The number of high-productivity sowing complexes almost doubled in 2019 (143) compared to 2018 (72), which simultaneously perform several operations (cultivation, sowing, fertilizing, harrowing, leveling the surface and rolling the soil).

The presence of more than 4 thousand sowing complexes already allows this year to ensure sowing of 70% of the grain wedge of the republic.

At the same time, there is a high level of availability of the agricultural machinery park to be written off in the republic, which hinders the rate of renewal of the machine and tractor fleet. Without decommissioning of old equipment, the wear of which is 80%, it will not be possible to increase the level of renewal, since the acquired equipment is simply not visible in the total mass of the entire fleet.

This year, about 387 thousand tons of diesel fuel were allocated for sowing work in coordination with the Ministry of Energy for the period February-June. Given the difficult weather conditions, 10 thousand tons were additionally allocated at the request of the regions, which made it possible to fully satisfy the needs of all regions in diesel fuel.

This year, the price of diesel fuel for agricultural production will be 177 tenge / liter (at gas stations 195 tenge / liter), which is 10% cheaper than the market value.

 

Livestock development: In 2019, 840 new farms created in cattle breeding

The main emphasis of the beef cattle breeding program is aimed at creating farms. So, in 2019, the purchase of 82.1 thousand heads of breeding stock of cattle and the purchase of 374.4 thousand sheep were financed. As a result, 840 new farms were created in cattle breeding, which is 38% more compared to 2018.

At the end of 2019, 1,057 new farms were created in sheep husbandry, which is 2.2 times more than in 2018.

For the purpose of import substitution, a program for the development of dairy farming is being implemented. So, in 2019, 30 MTFs were financed and introduced (of which 8 industrial farms) with a total population of 7.5 thousand heads. To achieve the performance of the industry program, already in 2020 it is necessary to create 25 industrial MTFs and 30 family MTFs with a total capacity of at least 15 thousand heads of dairy herds.

As part of the poultry development program, measures are being taken to further increase the production of poultry meat for subsequent import substitution.

At the end of 2019, the share of poultry meat imports amounted to 45.3% (in 2018 — 49%). The decrease in the share of imports is primarily due to the launch of the first stage of the project for the production of 25 thousand tons of poultry meat in the Akmola region (Makinsk poultry farm LLP), and with the implementation of the project to expand the existing poultry farm with a capacity of poultry meat up to 8,000 tons per year Zhambyl region (LLP Aulie Ata Phoenix).

In the pig industry, in 2019, 4 projects were implemented with a total capacity of 19.9 thousand tons. In 2020, it is planned to build a pig farm LLP APK Bavaria Product with a capacity of 5.5 thousand tons of pork.

 

Agriculture development: 146 thousand ha of irrigated land restored

Currently, the area of ​​irrigated land where water management infrastructure has been installed is 1.5 million hectares.

In the framework of the State Program of Agriculture Development, from 2017 to 2019, 146 thousand hectares of irrigated land were restored. At the same time, in 2017-2018, out of the recovered 80 thousand hectares of irrigated land, only 37.7 thousand hectares are actually used for their intended purpose.

This year, it is planned to restore 182 thousand hectares, taking into account the unfulfilled volume in 2019 (of which 124 thousand hectares according to the plan and 58 thousand ha unfulfilled in 2019).

The president has set the task of gradually increasing the amount of irrigated land to 3 million hectares by 2030. Currently, about 1 million hectares of land have been preliminarily determined by the reginal akimats and work has been carried out to identify potential investors for building irrigation networks and implementing projects to develop new irrigated lands with the participation of a private partnership through the PPP mechanism, irrigation methods and the location and structure of cultivated crops. At the same time, the ministry is simultaneously working on the efficient use of irrigated lands already introduced.

 

Processing crop and livestock products: Food for 1.6 trillion tenge produced in 2019,

The state provides support to the development of the agricultural sector in order to increase production volumes, increase productivity and the quality of manufactured products, load production capacities of agricultural processing enterprises and provide them with domestic raw materials.

In 2019, food products in monetary terms totaled 1.6 trillion tenge, which amounted to 99.7% compared to the corresponding period last year.

Compared to 2018, last year there was an increase in the volume of production of vegetable oil, flour confectionery and pasta.

At the same time, the volumes of production of flour, canned fruits and vegetables and juices, cereals and sugar confectionery, sugar were reduced.

At the end of 2019, in the field of meat and milk processing, production growth was 108.1% and 101.4%, respectively, which shows good growth rates. The production of meat and dairy products reached 563.5 billion tenge.

It should also be noted that more than 60% of farms engaged in crop production are not involved in the livestock sector.

In only 5 regions, more than 270 farms with a total area of ​​3.9 million hectares of arable land do not have livestock and do not provide year-round employment. In this regard, it is necessary to diversify such farms through lending and subsidizing tools to engage in livestock breeding.

 

Veterinary requirements: Area of ​ especially dangerous organisms spread reduced by 25.5% in 2019

Last year, veterinary requirements for pork, dairy products, wool, and phytosanitary requirements for flax seeds, wheat flour and animal feed were agreed with China.

At the same time, a total of 3,013 Kazakhstani enterprises are included in foreign Registers, including 569 enterprises in third-country registries (China, UAE, EU, RU).

Last year, 307 enterprises for the production of products under the control of the veterinary service were included, 245 enterprises for the production of products for the controlled phytosanitary service of the Republic of Kazakhstan. Since the beginning of this year, three more dairy enterprises have been included.

Now the financing of inspections of Kazakhstani enterprises for inclusion in the Third Country Registries will be from the budget, for which 291 million tenge has been allocated for the next three years.

Before exporting products, a lot of work is being done to ensure epizootic and phytosanitary well-being.

51.9 billion tenge were allocated last year for the necessary activities from the state budget in the areas of “Veterinary medicine, food safety”, “Phytosanitary, plant quarantine”, which is 6.5% more than in 2018.

At the same time, 57% was directed from the republican budget and 43% from the local budget.

Last year, 146 foci were registered for animal diseases, of which 131 foci were eliminated, in the remaining 15 foci, veterinary measures continued. Compared to 2018, the number of outbreaks is reduced by 12.5%, which is ensured by 100% coverage of the livestock to be vaccinated.

Last year, 140.7 million doses of vaccines in the amount of 7.625 billion tenge were allocated for this, with 62.6% of these being domestic drugs.

In the republican reserve for the current year, 74% of the vaccine volume required for the year is located, which will allow for spring vaccination to be carried out in a timely manner and in full.

For 2020, it is planned to carry out 150.1 million manipulations to vaccinate animals against 19 especially dangerous animal diseases; 41.2 million studies on 28 especially dangerous animal diseases (in the first half of 2020).

Regarding brucellosis, a herd is recognized as safe only after receiving a double negative result of a diagnostic study on the entire herd population. Last year, 205 dysfunctional cases were registered for brucellosis, 81 of them since 2018. Last year, 139 dysfunctional cases were rehabilitated and closed by the decision of the Ministry of Education and Science, and 66 veterinary and recreational activities continue at 66 cases.

For highly pathogenic avian influenza, in addition to vaccinating households along the migration route of migratory birds, households will be vaccinated in a 20 km radius around existing poultry farms.

For anthrax, annual preventive vaccination of susceptible animals with 100% coverage is carried out, quality control of vaccines used is strengthened. The 2,180 anthrax burials established by the cadastre are fenced and marked with identification marks.

Work continues with the International Epizootic Bureau (World Organization for Animal Health) on training veterinary specialists in France, to obtain the status of the IEB reference laboratory for small ruminant plague for Central Asian countries by the Kazakhstani laboratory, and to cooperate on brucellosis and leukemia.

During the reporting period, the Phytosanitary Service of the Republic of Kazakhstan carried out work on regionalization of the country's territory for especially dangerous pests and quarantine objects (maps). An analysis of data for the last three years shows a decrease in the area of ​​distribution of especially dangerous pests.

So, in 2019, as a result of timely phytosanitary measures against especially dangerous pests, the area of ​​distribution was reduced by 1.2 million hectares or 25.5%, for example, the area of ​​distribution of herd locust pests was reduced by 67%, which prevented crop losses cereals and legumes and pasture feed.

Last year, the area of ​​distribution of quarantine facilities amounted to 75.2 thousand ha, which is 40% lower than the previous year.

The total of 297 equipment pieces were involved and 476 thousand liters of pesticides were used. There are 80 tons of drugs in the republican reserve, which will allow spring to timely begin processing 553 thousand ha in the southern regions of the Republic of Kazakhstan.

This year it is planned to attract 151 units of equipment and purchase 10 tons of pesticides.

Last year, 64 control posts (32 veterinary and 32 phytosanitary checkpoints) began to operate at car crossings near the border with the Russian Federation and the Kyrgyz Republic.

Inspectors stop vehicles for checking documents, inspecting and inspecting cargo, and sampling. In case of violations, the products are delayed, destroyed or returned.

Thus, 63 veterinary and 52 phytosanitary control posts (car crossings, railway stations, airports and seaports, ICBC Khorgos) operate around the entire perimeter of the country.

In 2019, state inspectors identified 7,777 violations of the law. 7,038 orders and protocols were issued for violation of the law, 5,555 administrative fines were imposed in the amount of more than 231 million tenge, 2,402 product returns were carried out.

To facilitate the exit of agricultural products to priority sales markets, including China, at the initiative of the ministry, 156 standards based on the PRC standards (for oils, meat products, juices, drinks and other products) were adopted as part of the National Standardization Plan for 2019, as well as 14 standards were adopted based on the IEB guidelines and 8 standards for plant products based on UNECE standards.

For reference: Today, at the EAEU level, there are 12 unified technical regulations for food products, including 9 technical regulations for certain types of products, with lists of product standards — 1,382 standards and standards for control methods — 2,283 standards.

This year, the National Standardization Plan provides for the development and adoption of 46 standards for agricultural products. Within the framework of interstate standardization, it is planned to develop 105 standards.

We are actively cooperating with authorized bodies of the Russian Federation to launch the process of electronic exchange of phytosanitary and veterinary certificates that simplify export-import operations. It is expected that this work will also be completed by the end of this year.

The industry traceability system is developing on the basis of existing IPs regarding labeling, then after the implementation of pilot projects for various types of agricultural products, a model of the industry labeling system will be selected. The Ministry of Agriculture actively participates in the EAEU high-level working group to develop common approaches and determine the timing for the introduction of national systems of traceability of livestock products and crop production in the EAEU member states.

During 2019, 8 agreements and memorandums of cooperation in the field of agriculture were signed (with the Czech Republic, Georgia, Estonia, as well as a tripartite memorandum with Russia and Iran on cooperation in the wheat trade).

On Nov. 17, 2019, the “Roadmap for enhancing bilateral cooperation between the Republic of Kazakhstan and the Republic of Uzbekistan in the field of agriculture for the medium term” was signed.

 

Developing investment subsidies in agricultural sector

In order to increase the availability of financing for agribusiness entities, the implementation of the investment subsidy program was continued in 2019. This tool of state support for agribusiness entities is now the most popular.

Under this program, 66.5 billion tenge was allocated at the beginning of 2019, and then, due to insufficient funds to meet the needs of agribusiness, an additional 41.1 billion tenge was allocated at the end of the year with the support of the Prime Minister of the Republic of Kazakhstan.

As a result, the amount of investment subsidies reached 107.6 billion tenge or an increase of 2.2 times compared to 2018.

At the same time, the number of applications for subsidies amounted to 22.7 thousand, whereas since the beginning of the implementation of the investment subsidization program, that is, over the five-year period, 22.9 thousand applications have been sub-sponsored, which ensured the growth of investments in fixed assets of agriculture in the amount of 501 6 billion tenge (an increase of 27%), while in 2018 the volume of investments amounted to only 395.6 billion tenge.

The next mechanism to increase the availability of financing is subsidizing interest rates on loans and leasing. The program provides for a reimbursement of 10% of the interest rate on loans for the purchase of agricultural machinery, agricultural animals, fixed assets and construction, as well as 5% for loan agreements for working capital replenishment.

Also, in this area, agricultural projects are subsidized under the Economy of Simple Things program, where the final rate is 5% for loans for fixed assets and 6% for working capital, taking into account subsidies.

In 2019, about 21 billion tenge was allocated for these purposes. This allowed us to cover subsidies of more than 9 thousand loan agreements and attract 372 billion tenge of borrowed capital to the industry.

 

Implementation of the Enbek program

The ministry participates in the implementation of the Enbek Program and works to provide microloans to program participants who are implementing or planning to implement business projects in rural areas and small towns.

Funds for microcrediting are provided to oblast akimats in the form of a budget loan. The Akimat distributes these funds between the Agrarian Credit Corporation for further funding microfinance organizations and credit partnerships, as well as the Agricultural Financial Support Fund for direct lending.

At the beginning of 2019, 44.7 billion tenge was allocated for the implementation of the Enbek program, and in July 2019 an additional 20 billion tenge was allocated. The total amount of microcrediting amounted to 64.7 billion tenge.

At the end of 2019, 64.7 billion tenge or 100% was disbursed throughout the republic, 16 181 microloans were issued, and about 18 thousand jobs were created.

In the context of economic sectors, microloans were issued for the development of:

  • livestock — 75% (12,195 microloans in the amount of 43.6 billion tenge);
  • crop production — 5% (735 microloans in the amount of 3.7 billion tenge);
  • non-agricultural types of business (trade, hairdressing baths, service stations, etc.) - 20% (3,325 microloans worth 17.6 billion tenge).

 

Audit of all agricultural land and digitization of land cadastre

In the second half of 2019, the ministry jointly with JSC QazGaryzhSapary created a geoportal in pilot mode for online monitoring of the use and inventory of agricultural land using satellite imagery in the Akmola and North Kazakhstan regions.

According to the results of these works, in 2019 in the Akmola region 289.2 thousand hectares of unused, 133.6 thousand hectares of unrecorded and self-captured lands were identified. In North Kazakhstan — 284.3 thousand hectares of unused, 88.7 thousand hectares of unaccounted for and self-seized lands.

On unaccounted sites, akimats are working on their execution with a notification, and on unauthorized seized and unused sites, materials are being prepared for submission to the court for their seizure. This year, the audit work will continue in other regions.

In November 2019, the ministry completed a detailed analysis of the availability of pastures that are assigned to agricultural enterprises and the population of villages. The norms of the load on pastures and the actual availability of agricultural animals in the context of districts, rural districts and farms were compared.

The analysis showed that in almost all areas, especially in the southern regions, there is a shortage of pasture land for the local population. At the same time, 72.4 million ha of pastures are assigned to existing farms, of which almost half are not loaded with a sufficient number of livestock.

In addition, in 2019, the Land Management Committee, in the framework of state control over compliance with land legislation, returned to the state property through the court — 1.2 million hectares of unused land, of which 37 thousand hectares are arable land, 1,163 thousand hectares are pastures.

On these lands, work is underway on their redistribution to new land users and their involvement in agricultural circulation.

The Ministry also produced soil and geobotanical electronic maps of open access to obtain data on the soil bonitet score and feed capacity of pasture lands. An Action Plan has been approved, providing for the establishment by the end of 2021 of borders (lines) of 2,480 rural settlements, which will determine the actual size of pasture land necessary for the needs of the local population. Today, borders have been set in 1,611 settlements; it is required to establish borders in 869.

In addition, in the spring of 2019, unused 1.7 million hectares of agricultural land of the problematic latifundist agricultural holding were transferred to 43 new investors, that is, this area was segmented to optimal sizes and allowed to reduce the entrepreneurial risks of inefficient management.

The new owners have invested about 20 billion tenge of investments only in the spring field work, paid debts on taxes and wages, and saved jobs. It should be noted that in all the above cases, investors are domestic legal entities and citizens of Kazakhstan.

The ministry has developed amendments to the Land, Entrepreneurial and Tax Codes regarding the reduction of the stages of inspections and the timing of the withdrawal of unused agricultural land (from 2 years to 1 year), as well as a 20-fold increase in the tax on unused agricultural land.

Today, the concept of the draft Law has been developed, which is posted on the Internet portal of open non-governmental organizations and the Ministry of Agricultyre Internet resource for public discussion, and is also sent to private businesses for an expert opinion.

Regarding the instructions of the Head of State to conduct a pilot project on space monitoring of land use, on Oct. 28, 2019, amendments were made to the Land Code of the Republic of Kazakhstan on land monitoring, including through remote sensing data.

In implementation of these norms, in January of this year, the Rules on Cosmos Monitoring of the Use of Agricultural Land were adopted.

In 4 regions (Akmola, Kostanay, East Kazakhstan and Mangystau), organizational work is underway to launch a pilot project to monitor agricultural land through a web portal.

To date, tenders for the procurement of web portal services have been announced in all areas of these regions.

 

How will agriculture develop in 2020?

This year it is planned:

  • to complete the audit of all agricultural land and the digitization of the land cadastre;
  • to implement a pilot project for monitoring agricultural land through a web portal with the introduction of modern control methods based on space monitoring;
  • together with akimats to continue work on providing the local population with pasture land;
  • initiate the Bill on the involvement of unused agricultural land in production activities with the strengthening of appropriate mechanisms for their withdrawal by reducing their terms from 2 years to 1 year and increasing base tax rates by 20 times for unused lands.
  • to revise investment subsidy approaches taking into account import substitution of food products;
  • to enable akimats to set financing limits for passports of investment subsidies based on Territorial Development Programs and regional characteristics;
  • to subsidize interest rates on loans and leasing increase the share of subsidies on loans for working capital replenishment - up to 7% (previously it was up to 5%), give the opportunity to subsidize loans for spring field work up to 6% per annum, which will allow borrowing working capital up to 3 years and subsidize interest rates on them;
  • to work out and approve the Rules for subsidizing insurance premiums, since from this year the rules on voluntary insurance in agriculture come into force. That is, it is necessary to launch this mechanism of the new agricultural insurance system, which will allow in the future to take, among other things, the insurance policy and expand the access of agricultural producers to financing.

In 2019, Kazagro Holding funded 56 projects totaling 84 billion tenge.

The holding's mission is to promote the sustainable economic growth of the agro-industrial complex of the Republic of Kazakhstan in order to implement state policy and achieve strategic goals in the agro-industrial complex.

The holding is working on the implementation of the Ecosystem to optimize the entire line of loan products. To ensure a break-even activity, a standard business plan and detailed instructions for doing business in agriculture will be provided.

Today, the Holding’s investment portfolio includes 776 investment projects worth 611 billion tenge, of which 56 projects were funded in 2019 for a total of 84 billion tenge.

So, for 2019, the Holding's subsidiaries financed:

  • the purchase of more than 170 thousand head of cattle, 545 thousand head of small cattle;
  • opening of 10 dairy farms;
  • two poultry farms with a productivity of 36 tons of poultry meat;
  • 10 gardens and 11 greenhouses, 5 of which are using an irrigation system;
  • 10 projects for the processing of agricultural products;
  • sown 4 million hectares of land;
  • leased about 5.9 thousand equipment pieces.

As a result of active lending, the Holding’s loan portfolio grows annually, which today reached 887 billion tenge, and the number of borrowers exceeded 77 thousand.

At the same time, the main priorities of the Holding remain providing rural employment and supporting SMEs through lending. As an example, over the past 3 years, the Holding provided assistance in creating 38,539 new jobs.

For small and medium-sized businesses, the year 2019 was special in the Holding, since special attention was paid to the development of SMEs. The volume of lending to SMEs increased 2-fold from 232 to 437 billion tenge, thereby almost 98% of all credit funds were directed to this segment of the business.

As a result, in 2019, the number of funded SME entrepreneurs increased by 5,277 projects, or by 21%, in comparison with 2018.

In addition, the share of long-term loans amounted to 86%, and the average loan size per 1 borrower was 18 million tenge.

The share of financing a large business amounted to only 2%, while the number of large projects decreased from 102 projects in 2018 to 32 in 2019.

In accordance with the approved Development Plan of the Holding for 2016-2020, this year it is planned to finance agribusiness for a total amount of about 391 billion tenge.

Of these, 38.3 billion tenge for meat farming, dairy farms — 14.7 billion tenge, poultry — 10 billion tenge, gardening — 5.7 billion tenge, greenhouses — 44.2 billion tenge, processing — 6.2 billion tenge , spring field works — 70 billion tenge, funding for credit partnerships and microfinance organizations — 28.6 billion tenge, leasing of agricultural machinery — 82 billion tenge, working capital — 25 billion tenge and microcredit — 66,3 billion tenge.

The implementation of these plans for financing the development of livestock will make it possible to purchase 156 thousand head of cattle, 160 thousand head of cattle, create 9 dairy farms for 46 thousand tons of milk and organize the production of 30 thousand tons of poultry meat.

For the development of crop production, it is necessary to create 400 hectares of gardens, 1,500 hectares of irrigated land, 40 hectares of greenhouses, organize processing of 120 thousand tons of products, carry out spring field work on 3 million hectares, and update 4.5 thousand agricultural machinery pieces.
