Capital should be an example for all regions — Askar Mamin

Prime Minister Askar Mamin chaired a meeting of the State Commission for Monitoring the Construction of the New City Center of Nur-Sultan.

The city akim Altay Kulginov reported on the implementation of the Comprehensive Plan for the Compact Development of Nur-Sultan for 2019-2023, Minister of Industry and Infrastructure Development Beibut Atamkulov — on housing construction, development of engineering and road transport infrastructure, Minister of Energy Nurlan Nogayev — on gas supply to the capital, Minister of Education and Science Askhat Aimagambetov — on construction of schools, Minister of Ecology, Geology and Natural Resources Magzum Mirzagaliyev — on water supply, other heads of central government bodies reported on their specialized areas as well.

The comprehensive plan for compact development of the city for 2019-2023 consists of 23 events and 543 projects. This year, the first phase of gas supply to the city will continue to be implemented — residential areas Koktal, Zheleznodorozhny, Industrial and Southeast, reconstruction of TPP-1, 2 and construction of TPP-3. The construction and reconstruction of highways with a length of 15.1 km and the engineering and communications infrastructure with a length of 84 km — a network of electric-heat-water supply, sanitation and storm sewage will be completed. Projects will be implemented under the program for the development of housing estates — improvement, construction of schools, clinics, etc.

Today, more than 3 million m² of housing is being built in the city. Since the beginning of the year, 637 thousand m² were commissioned. This year, it is planned to complete the construction of 13 state schools for 10 thousand places, as well as the development of design estimates for 19 schools for 20 thousand places with the commissioning in 2021-2022. An additional 10 schools for 20 thousand places will be built through PPP mechanisms. The start of construction is scheduled for August 2020 with commissioning before Sep. 1, 2021.

The meeting participants considered systemic issues, including increasing housing affordability, building social facilities, developing transport infrastructure, improving the condition of trunk, intra-quarter and courtyard roads, ensuring public safety, lighting streets, public gardens and other common areas, improving the quality of services provided by utilities as well as the development of the outskirts.

The prime minister focused on the need to ensure the planned volumes of construction and commissioning of housing, schools and other social facilities, as well as solving the problems of water supply and urban improvement.

“The construction of the capital is a historical project that was implemented by the First President of Kazakhstan – Elbasy Nursultan Abishevich Nazarbayev. Head of State Kassym-Jomart Kemelevich Tokayev set a number of specific tasks for the development of the capital. Now our main task is to ensure the sustainable development of the city, its infrastructure and appearance. The capital should be an example for all regions in terms of quality of life,” said Mamin.
