He was born on May 5, 1968, in the Shymkent region. He graduated from Plekhanov Russian Academy of Economics, Kazakh State Law University with degrees in economy and law.
He began his career in 1995 as a specialist of the National Commission of the Republic of Kazakhstan.
From 1996 to 2007 he was head of a division, deputy head of a department, head of the department, director of the administration, managing director of Food Contract Corporation JSC.
In 2007 he was vice president of Food Contract Corporation JSC.
From 2007 to 2008 he worked as deputy head of the Facilities Administration of the Parliament of the Office of the President.
From 2008 to 2011 he was a state inspector of the Department of State Control and the Territorial Organization of the Administration of the President.
From 2011 to 2014 he was a member of the Accounts Committee for Monitoring the Republican Budget Execution.
From 2014 to 2016 he was vice minister of agriculture of the Republic of Kazakhstan.
From 2016 to 2019 he was a deputy of the Mazhilis of the Parliament of the VI convocation from the Nur Otan party, chairman of the Committee on Agrarian Issues.
On Feb. 25, 2019, he was appointed minister of agriculture by the Decree of the President.
On Jan. 18, 2021, he was reappointed as minister of agriculture by the Decree of the President.
