List of products purchased within the framework of forward purchase expanded to 9 crops — Ministry of Agriculture

At the government session chaired by Prime Minister Askar Mamin, Minister of Agriculture Saparkhan Omarov reported on the preparations for the spring fieldworks.

Minister of Agriculture Saparkhan Omarov, the ministry, pursuant to the instructions of the Head of State, continues to work on diversification of sown areas and the transition to the production of highly profitable crops.

So, in 2021, agricultural crops are planned to be placed on an area of ​​22.8 million hectares, which is 186.6 thousand hectares or 0.8% more than in 2020, including cereals and legumes — by 15.8 million hectares.

The forecasted area of ​​oilseeds is 3 million hectares, which is 63.0 thousand hectares more than last year, and 3.4 million hectares of fodder crops. The area of ​​vegetable and melon crops is 16.0 thousand hectares more than the previous year and will amount to 280 thousand hectares.

“March 10, 2021, a meeting was held with the participation of regional akimats and financial institutions on the preparation for spring field work, at which insufficient attention from local executive bodies was noted to the issue of increasing the areas of socially significant crops. Following the meeting, in order to increase the production of crops that are significant for the population, letters were sent to the regional akimats about the need to increase the areas of buckwheat and potatoes. Thus, local executive bodies were recommended to expand the area of ​​buckwheat to 103 thousand hectares instead of 89 thousand hectares previously planned, potatoes — up to 209 thousand hectares instead of 197 thousand hectares,” Omarov said.

As of March 29, 2021, sowing of agricultural crops is carried out in Almaty, Zhambyl, Kyzylorda and Turkistan regions. In particular, the following have been sown:

  • 67.7 thousand hectares of spring grain crops;
  • 6.5 thousand hectares of potatoes;
  • 10.3 thousand hectares of vegetable crops;
  • 18.7 thousand hectares of perennial grasses.

According to the regional akimats, to date, 2.4 million tons of seeds have been filled in, which is 100.2% of the plan.

11.8 billion tenge was allocated to support seed production in 2021, which will increase the share of elite seeds by 7.4%.

26.1 billion tenge is provided for subsidizing the purchase of mineral fertilizers in the local budgets of the regions, which will increase the use of mineral fertilizers by 3.3%.

Also, according to the operational information of the regional akimats, 117.6 thousand tons of mineral fertilizers were delivered to the agrarians of the republic for carrying out spring field work.

“Currently, applications for subsidies are being accepted in Almaty, Zhambyl, Kostanay and Turkistan regions. In the near future, the acceptance of applications will begin in the West Kazakhstan and North Kazakhstan regions. In other regions, the approval of lists and norms of subsidies is at the final stage,” the head of the Ministry of Agriculture said.

For 2021, 30.6 billion tenge is provided for subsidizing pesticides in the local budgets of the regions, which will increase the purchase of pesticides by 15.8% and ensure a safe phytosanitary environment.

To carry out the sowing campaign in agricultural formations, there are 141.7 thousand tractors, 73.2 thousand seeders, 221.2 thousand tillage implements.

The presence of modern seeding complexes, simultaneously performing several technological operations, has been increased to 4.3 thousand units. This is facilitated by effective measures of state support for the purchase of agricultural machinery.

According to KazAgroFinance JSC, from the beginning of this year. financed the purchase of 1,112 pieces of equipment in the amount of 24 billion tenge, including 458 tractors, 28 combines and 626 other equipments.

As of March 29, 2021, agricultural machinery is 97% ready for spring sowing. The preparation of equipment is carried out as planned.

By the beginning of mass work, the equipment will be 100% ready.

This year, about 380 thousand tons of diesel fuel were allocated for the sowing work in agreement with the Ministry of Energy for the period from February to June.

Currently, regional operators are conducting procedures for concluding contracts with refineries and shipping diesel fuel for farmers.

During the period of validity of the schedule, the Ministry of Agriculture, together with the Ministry of Energy, will conduct daily monitoring of diesel fuel shipment from refineries to the regions.

About 116.8 billion tenge of credit resources were allocated for carrying out spring field work, including a budget loan from the republican budget in the amount of 70 billion tenge for carrying out spring field and cleaning works. To date, under the Ken Dala program, 1,326 agricultural producers have been financed in the amount of 48.6 billion tenge. At the stage of issuing an application, 562 agricultural enterprises for 10.6 billion tenge.

Along with this, it should be noted that the JSC Fund for Financial Support of Agriculture also finances the conduct of the VPR, the volume of loans for which does not exceed 6 million tenge.

To date, more than 370 million tenge have already been issued to more than 60 small agricultural enterprises.

The Food Contract Corporation also carries out a forward purchase of agricultural products. If 24.5 billion tenge was allocated for these purposes last year, then this year the allocated amount is 45.3 billion tenge, that is, almost 2 times compared to last year.

To date, 74 agricultural enterprises have been funded in the amount of 14.3 billion tenge.

It should be noted that this year the list of products purchased within the framework of the forward purchase has been expanded from 4 to 9 crops.

So, along with wheat and barley, volumes of buckwheat, sunflower and other oilseeds will be contracted for the production of socially significant food products and strengthening the fodder base.

According to the Minister of Energy Nurlan Nogayev, in order to carry out spring field work in 2021, the Ministry of Energy, together with the Ministry of Agriculture, approved the "Schedule for assigning regions to refineries for the supply of diesel fuel for field work in 2021", within which the need for agricultural producers was approved in the amount of 379 thousand tons.

As of March 29, 2021, execution is:

- 89.6% in February, out of the planned 16.6 thousand tons, 14.8 thousand tons were shipped;

- in March 43%, out of the planned 115.7 thousand tons, 50.3 thousand tons were shipped;

- according to the schedule, it is planned to ship 107.1 thousand tons in April, 125.4 thousand tons in May and 15 thousand tons in June.

Shipment is carried out in accordance with payment.

"The recommended price of diesel fuel for the spring field work in 2021 is 174 thousand tenge / ton at PNHZ LLP and PKOP LLP, 172 thousand tenge / ton at ANPZ LLP, including VAT on FCA terms,’’ noted the head of the Ministry of Energy.

The cost of diesel fuel for the needs of agriculture is determined by an agreement with participants in the fuel and lubricants market and is set voluntarily by the resource holders of petroleum products themselves.

According to the ministry, the price of diesel fuel for agricultural producers, taking into account delivery and other costs, is expected to be lower than retail prices at gas stations by 15-20 tenge per liter.

According to the Akim of the North Kazakhstan region Kumar Aksakalov, this year the sowing of agricultural crops will amount to 4.3 million hectares.

As part of diversification, oilseeds will be placed on an area of ​​950 thousand hectares, or 22% of the total sown area.

The buckwheat area will be increased to 10 thousand hectares.

“In the autumn, an important agrotechnical method was made — plowing of fall plowing — on 3 million hectares. Also, snow retention was carried out on a similar area. In turn, this will be a good start for the future harvest. Today the reserves of productive moisture in a meter layer of soil are more than the norm,” said the akim of the North Kazakhstan region.

The region is fully provided with seeds. Variety renewal will be 8.9%.

It is planned to apply 160 thousand tons of mineral fertilizers.

Protective measures against weeds are planned to be carried out on 3.4 million hectares. Equipment availability is 98%.

Since the beginning of the year, the region's farmers have additionally purchased 523 machineries and equipment in the amount of 8.3 billion tenge. This, in comparison with the same period last year, is 47% more in quantitative terms and 1.5 times in monetary terms.

The demand for diesel fuel is 68.2 thousand tons. The operators of fuels and lubricants have been identified, delivery has begun.

Akim of Kostanay region Arkhimed Mukhambetov reported on preparations for spring field work and said that in this year. in the region, spring crops are planned to be sown on an area of ​​4.8 million hectares. Of these, cereals and legumes will be placed on 3.9 million hectares, oilseeds — on 652 thousand hectares, incl. sunflower — on 80 thousand hectares.

The area of ​​cereal crops is increasing to 19.7 thousand hectares, including the area of ​​buckwheat will increase to 10.8 thousand hectares, which is 4.7 times higher than the level of the last year.

The region has been allocated 71 thousand tons of preferential diesel fuel. This volume is sufficient for soil cultivation and for a sowing campaign.

The need for agricultural enterprises in seeds is 530 thousand tons, provision is in full.

"For quality control at KazAgrEx JSC, 398 thousand tons of seeds were handed over, of which 92% were checked, the entire volume corresponds to sowing standards," the akim of Kostanay region noted.

The spring field work will involve 22.6 thousand tractors, more than 1 thousand seeding complexes. The readiness of the machine and tractor fleet today is 97%.

Agrarian Credit Corporation JSC plans to lend to agricultural producers in the region at the level of last year, which is about 23 billion tenge. To date, farms have submitted applications for 22.4 billion tenge, issued 16.4 billion tenge.

JSC Food Contract Corporation carries out a forward purchase of agricultural products in the amount of 9.5 billion tenge.

Currently, lists of agricultural formations have been approved for financing in the amount of 4.6 billion tenge, work in this direction continues.
