At the government session chaired by the Prime Minister Askar Mamin, the results of the country's socio-economic development and the execution of the republican budget for the first quarter of the current of the year were discussed. According to the results of the first quarter of this year, a positive trend is observed in all sectors of the manufacturing industry with an aggregate indicator of 107.5%.
"The engineering industry shows stable growth at the level of 121.8% due to the production of vehicles, trailers and semi-trailers, machinery and equipment, the production of other vehicles, computers, electronic and optical equipment, electrical equipment, repair and installation," said the minister.
The positive dynamics is observed in non-ferrous metallurgy. The growth was 3.4%.
The volumes of refined gold, refined silver, gold bullion, refined copper have been increased.
In ferrous metallurgy, the IFO amounted to 100.1%. Increase in the production of pig iron, carbon steel and ferrosilicomanganese.
In the pharmaceutical industry, production increased by 9.1%.
According to the minister, the growth was mainly due to the increase in demand among the population for medicines and medical products.
In light industry, growth was 3.1% due to an increase in the production of clothing and leather products.
Increased demand for disinfectants and mineral fertilizers has boosted the production of the chemical industry. The growth was 14.2%.
The production of building materials amounted to 130.1% due to an increase in the production of thermal insulation materials (by 2 times), Portland cement (by 35.3%), gypsum (by 9.7%), bricks (by 8.2%) and mortars ( by 9.3%).
In transport for the reporting period, the IFO amounted to 82.6%.
The positive dynamics remains in transit container transportation in the amount of 244.2 thousand TEU, an increase of 63%. The volume of cargo transportation by all modes of transport amounted to 815 million tons or 96.4% of the same period of the previous year.
The volume index for construction in the first quarter of 2021 amounted to 113.1%.
Housing construction for the 1st quarter of this year commissioned 2,870 thousand sq. m., which is 108.6% over the same period in 2020.
“To date, over 23,663 dwellings have been commissioned throughout the republic. An increase in the volume of housing commissioning in comparison with last year is noted in 16 regions. This year we will ensure the construction of 17 million square meters. m. of housing,’’ said Atamkulov.
Sufficient amounts of oil products reserved — Nogayev
Minister of Energy Nurlan Nogayev, in turn, noted that the volume of oil and condensate production in the first quarter of this year was executed by 100% and amounted to 21.1 million tons.
For large companies in the oil and gas industry, the indicators are as follows:
In the Tengiz project, 6.7 million tons of oil were produced for the specified period, which amounted to 100% of the plan of the reporting months.
In the North Caspian project — Kashagan, the volume of production amounted to 3.7 million tons, the plan was fulfilled by 100%.
Indicators of the Karachaganak project amounted to 3.1 million tons, 100% of the plan.
Oil exports were also completed by 100% and amounted to 16.6 million tons.
According to the results of the OPEC+ meeting dated April 1, 2021, oil production volumes will be gradually increased by 6 thousand barrels per day in May, June and July, respectively.
On the issues of gas production, the minister also noted 100% fulfillment of the plan. During this period, he said, 13.9 billion cubic meters of gas were produced.
At the same time, the volume of domestic consumption of commercial gas amounted to 6.6 billion cubic meters. This indicator was fulfilled by 111.3% to the plan.
The volume of production of liquefied petroleum gas amounted to 817 thousand tons, which is 100% to the plan of the reporting period.
The volume of exported gas amounted to 2.1 billion cubic meters, reaching 105.4% against the plan for the reporting period.
For the production of petroleum products, the situation is slightly different. 100% of the plan was not fulfilled for a number of indicators, which is due to objective data.
In total, more than 3 million tons of oil products were produced for the quarter. This figure is 96.4% of the plan. Including:
- the indicator for motor gasoline amounted to 1.1 million tons, that is, 94.5% of the plan;
- the volume of diesel fuel amounted to 1 million tons, which is 89.7%.
At the same time, as of April 9 of this year, the level of petroleum product stocks is at a sufficient level: stocks for gasoline for 25 days, and for diesel fuel for 27 days.
The reasons for the decrease in these indicators are due to a disruption in the supply of electricity at the Atyrau refinery in January of this year, which led to an emergency shutdown of technological units (catalytic cracking units and related units, catalytic reforming, gasoline and diesel hydrotreating, sulfur production), as a result of which In March, it became necessary to carry out repair and restoration work.
According to the original plan, the repair work was planned to be completed on April 4 and reach full capacity of the plant on April 10.
The launch is now scheduled for April 24 this year.
In order to prevent a shortage of petroleum products during the repair of the Atyrau oil refinery units, the Ministry of Energy, together with NC KazMunayGas, decided to postpone the scheduled overhaul works at the Shymkent oil refinery from March 25-April 24 to May 1-May 31.
The indicator for aviation fuel is 131 thousand tons, i.e. 100.6% of the plan.
If we talk about the production of fuel oil, then its figure was 681 thousand tons and reached 113% of the plan.
In particular, for the reporting period, bitumen production reached 111 thousand tons, which amounted to 92.2% of the plan.
In general, the volume of oil and gas chemical products reached 37 thousand tons, which is 46.6% of the plan.
The reason for the low indicators of petrochemical production was the shutdown of the Atyrau oil refinery for the production of benzene and paraxylene products.
During the reporting period, 30.7 billion kWh were produced. electricity, this indicator is equal to the plan, that is, it is 100% fulfilled.
“Achievement of key indicators is under constant control of the ministry,” Nogayev assured.
In agriculture, gross output increased by 2.8% — Omarov
As Minister of Agriculture Saparkhan Omarov noted, in January-March this year, the volume of gross agricultural output increased by 2.8% and amounted to 591.3 billion tenge.
This growth was mainly due to an increase in production in animal husbandry by 3% — 551.1 billion tenge. There was also a high growth in the production of meat in live weight by 5.1% and milk — by 3.4%.
Crop products were produced for 33.5 billion tenge, IFO at the level of 100%. This volume is provided by growing crops in greenhouses.
In the context of regions, rates higher than republican ones were noted in 4 regions: Akmola — 114.1%, Zhambyl — 103.8%, Karaganda — 103.5% and Pavlodar — 103.2%.
Food production for the specified period increased by 3.3% and amounted to 487.2 billion tenge.
At the same time, there is an increase in the production of beet sugar by 28.3%, butter — by 26.8%, cereals — by 21%, processed rice — by 19.7%, vegetable oil — by 17.5%, cheese and cottage cheese — by 9.3%, flour — by 9%, processed milk — by 4.7%.
The volume of investments in fixed assets in agriculture increased by 54.8% and amounted to 112.3 billion tenge, food production — by 86.8% and amounted to 24.3 billion tenge.
50 large investment projects implemented in Karaganda region
According to the akim of the Karaganda region, following the results of 3 months of this year, a positive dynamics of the main socio-economic indicators of the region has been ensured.

Production in ferrous and non-ferrous metallurgy has been increased.
At Arselormittal Temirtau, steel production increased by 9.5% or 867.7 thousand tons, flat-rolled products — by 26% or 663.7 thousand tons.
In the Kazakhmys Corporation, copper production amounted to 98.5 thousand tons.
High growth rates were achieved in light industry, construction industry, rubber and plastic products. The chemical industry and pharmaceuticals are developing steadily.
The growth in investments in fixed assets amounted to 22.8% with a volume of 170 billion tenge.
“50 new large investment projects worth more than 2 trillion tenge are being implemented with the creation of about 13 thousand new jobs. This year, it is planned to launch 14 investment projects for 282.2 billion tenge with the creation of 2,578 new jobs, of which the next launch in May is a factory in Zhairem for an investment of 145 billion tenge, 381 jobs will be created,'' said the aim of the region Kassymbek.
In April this year. construction of a tire manufacturing plant in the city of Saran, Karaganda region has begun. The project is being implemented by the group of companies Allur JSC and Tatneft JSC. The completion of the project is planned for the end of 2022. The total investment is 125 billion tenge.
Since May 2021, it is planned to release products at the Yutong plant for the production of buses and special equipment.
The volume of completed construction work increased by 4.9% due to the construction of large industrial facilities and an increase in the volume of housing.
About 146.8 thousand sq. m. of housing was built. This is 12.7% higher than the same period last year.
Stable growth is also noted in the field of agriculture at the level of 3.5% or 39.5 billion tenge due to an increase in livestock production.
