Ministry of Finance: Plans for local budget revenues exceeded in all regions of the republic

Minister of Finance Yerulan Zhamaubayev reported on how the state budget execution indicators developed in January 2021 at the government session chaired by Prime Minister Askar Mamin.

So, according to the Ministry of Finance of the Republic of Kazakhstan, the state budget received revenues in the amount of 526 billion tenge (the plan was executed by 116.1%), the republican budget received revenues in the amount of 288 billion tenge (the plan was executed by 90%).

The income plan was not fulfilled by 32 billion tenge, of which taxes — by 37 billion tenge. As the head of the Ministry of Finance explained, the main amount of non-fulfillment of taxes falls on VAT and CIT.

The reasons for non-fulfillment of the VAT plan are:

- an increase in VAT refund by 2.3 times or by 31 billion tenge compared to January 2020;

- decrease in sales turnover according to the information system Electronic invoices by 14%;

- the main decrease falls on the mining industry, where turnover fell by 29% or 373 billion tenge compared to January of the previous year;

- a decrease in the trade turnover of the Republic of Kazakhstan with third countries by 22% compared to January 2020.

“Non-fulfillment of the CIT plan is due to a decrease in the amounts of declared advance payments for January 2021 for 743 large taxpayers compared to the same period last year by 38% or 28.6 billion tenge,” Yerulan Zhamaubayev noted.

As for the revenues of local budgets, according to the Ministry of Finance, the plan was executed by 178.6% and amounted to 239 billion tenge. It should be noted that income plans were exceeded in all regions of the republic.

State budget expenditures were executed by 91%, republican — by 94.4%, local budgets — by 80.6%. The republican budget incurred expenditures in the amount of 1 trillion 212 billion tenge. Non-fulfillment amounted to 72 billion tenge, of which 7 billion tenge — savings, not utilized — 65 billion tenge.

The largest non-utilized funds were formed in the following central state bodies: Ministry of Finance, Ministry of Digital Development, Innovations and Aerospace Industry, Ministry of Emergency Situations, Ministry of Education and Science, Ministry of Culture and Sports. The main reasons for this are:

  • long-term approval of payment documents;
  • Untimely submission of acts of completion;
  • Payment for actually rendered volume of services;
  • Late submission of contracts and additional agreements for registration to the Treasury authorities.

Local budget expenditures amounted to 203 billion tenge. Not executed — 49 billion tenge. Targeted transfers in the amount of 1.9 trillion tenge are envisaged in the regions this year. As of February 1, they were allocated 32 billion tenge. Of these, 79.3% were disbursed, 6 billion tenge were not executed, including the savings amounted to 2 billion tenge, 4 billion tenge were not disbursed.

The greatest underutilized fund amounts were in the West Kazakhstan, Zhambyl, Akmola and Atyrau regions, Nur-Sultan.

“In January 2021, cameral control covered more than 71.5 thousand public procurement procedures in the amount of 1.1 trillion tenge,” said Zhamaubayev.

Thus, following the results of inspections, violations in the amount of 38 billion tenge were prevented.

Also, 219 audit events were held. The audit covered 120 billion tenge of budgetary funds. Financial violations in the amount of 17 billion tenge were established. Violations for 10 billion tenge were eliminated by restoring the supply of goods, rendering services and performing work, reimbursement to the budget and reflection on accounting. 198 recommendations were given to improve and increase the efficiency of audit objects.

“The Comprehensive Privatization Plan for 2021-2025. It is planned to sell 674 objects of state property and quasi-public sector, of which 8 are republican property, 448 are communal property, 65 are national holdings and national companies, 153 are agro-industrial cooperatives,” the minister said.

However, given that subsidiaries will also be sold as part of the parent companies, the total number of objects is 736.

As of Feb. 1, roadmaps for the implementation of 384 objects have been developed and approved. For 8 objects of republican property, preparatory measures are already underway for their implementation, of which 7 objects will be put up for sale in 2021, 1 object — in 2022. To date, road maps have not yet been approved for 290 objects. Of these, 183 are communal property, 39 are national holdings and companies and 68 are agro-industrial cooperatives.

“In connection with the instructions of the Head of State, it is necessary to accelerate the implementation of the Comprehensive Plan. For this, I ask you to instruct local executive bodies, agro-industrial cooperatives, national managing holdings and national companies to urgently develop and approve road maps for the implementation of facilities. At the same time, provide for the timing of the implementation of most of the facilities in 2021,” concluded the minister of finance.
