Government meeting: How clarification of socially important issues took place

Regular meeting of the Cabinet of Ministers was devoted to the implementation of business development tasks of Elbasy through the provision of financial and non-financial support measures, including stimulating the economy of simple things and executing the Aleumettik Qamqorluq initiatives in joint social projects with the business community.

The explanation of the topics of interest to the population continued on the sidelines of the Government, and also ended at the press center, where Minister of Labor and Social Protection of the Population Berdibek Saparbayev answered questions from media representatives.

Ministers of national economy Ruslan Dalenov, of industry and infrastructure development Roman Sklyar, of agriculture Saparkhan Omarov, Chair of Atameken National Chamber of Entrepreneurs Ablay Murzakhmetov reported on the progress in the implementation of the Business Roadmap-2020.

Following the discussion, the Prime Minister Mamin stressed that “the development of entrepreneurship is one of the most important priorities of the Government’s work.” The goal is to strengthen the role of small and medium business and bring its share in the country's economy by 2025 to 35%.

“For the implementation of the program in 2019, 71.8 billion tenge was allocated,” said Askar Mamin.

It is indicated that during the implementation of the program, good results in the development of small and medium-sized businesses were achieved in Almaty and Nur-Sultan, Atyrau and Kostanay regions. The head of Government instructed to intensify work in the lagging regions, including in those reported during the Government meeting.

 

Projects of the "economy of simple things " — a tool for SME development

The prime minister set a number of specific tasks: building up and controlling the use of allocated funds on behalf of Elbasy to credit priority projects of the “simple things economy” for 600 billion tenge, additional allocation of funds for subsidizing and guaranteeing SME projects, improving the efficiency of training in business school

“On all the above issues, urgent measures should be taken to implement the program,” the Prime Minister Askar Mamin emphasized, having instructed to develop and approve the next stage of the Business Road Map from 2020 to 2025 as soon as possible.

The main objective of the Government and business is to support citizens who find themselves in a difficult life situation.

The Minister of Labor and Social Protection of the Population Berdibek Saparbayev reported on social projects implemented as part of the initiative of Elbasy “Aleumettik Qamqorlyq.”

Chair of the Samruk-Kazyna Sovereign Wealth Fund Akhmetzhan Yessimov, Chair of Atameken NCE Ablay Myrzakhmetov, akims of Kyzylorda region Krymbek Kusherbayev, Kostanay region — Arkhimed Mukhambetov informed on the support for socially vulnerable categories of citizens, including through joint projects with the business community.

Director of the Bulat Utemuratov Foundation Marat Aitmagambetov spoke about the implementation of the Balameken project in the Kyzylorda region, the initiator A. Nurlanova reported about the project “Business for Three Days” in the Mangystau region.

At the end of the Government meeting, the Prime Minister noted with optimism the participation of big businessmen at their own expense in social projects and stressed the importance of translating experience in developing business initiatives and starting a business.

“Citizens should know that assistance to the needy comes not only from the state, but also from the business community. Our common task should be to help citizens get out of the difficult life situation they are in,” he said.

Business has interesting ideas and suggestions on social issues, which should be implemented together with the Government. Therefore, regional akims are charged with actively supporting such initiatives.

Head of the Cabinet urged the heads of enterprises to pay attention to the problems of their employees, including housing.

Ministry of Labor and Social Protection of the Population is entrusted to take on special supervision employment, training and retraining of able-bodied citizens from among those receiving targeted social assistance.

“We need to involve them in active forms of employment as much as possible,” the prime minister stressed, noting the need to connect to this work of the Atameken National Chamber of Entrepreneurs.

After the meeting ended on the Government’s backstage, the journalists ’questions about the cause of fish death in the Turkestan and Aktobe regions were answered by the acting Deputy Chairman of the Committee on Forestry and Fauna of the Ministry of Agriculture Nariman Zhunusov.

According to him, currently the reason for the death of fish in the Koshkar Ata River in the Turkestan Region is being investigated. There is a commission consisting of territorial divisions, ecologists and other interested bodies.

“Now samples of water, dead fish, soil, and air have been taken at the site. After completion of the study on the causes of fish death, the results will be communicated,” he said.

Minister of National Economy Ruslan Dalenov answered the questions of the media regarding the current situation with food prices.

“Cabbage is a global trend. If you go to a website, you will see the news: “The most expensive product of the Istanbul Trade Exchange was cabbage.” All over the world cabbage unexpectedly went up in price. Indeed, the entrance price has risen in price,” said Dalenov.

The minister assured that there was no price increase agreement.

“There was no collusion or price increase for the holidays. It was a global trend and a seasonal shortage,” said Dalenov.

At the same time, the minister commented on the issue of financing extraordinary presidential elections.

“The budget, of course, is not provided. In the budget lay all the planned things. Since the holding of elections this year was not planned, they are not laid. But, as a rule, there is a reserve of the Government, from which urgent expenses are financed. If necessary, we will finance them,” explained Dalenov.

Minister of Energy Kanat Bozumbayev commented on the information “on the possible construction of a nuclear power plant,” which was made during the trip of the President of the country Kassym-Jomart Tokayev to Moscow.

“Work on the possible construction of a station in Kazakhstan has been carried out in the last 7-8 years. Today we are at the stage when a part of the feasibility study was developed. In accordance with it, letters were sent to companies in five countries to give their technical and economic proposals on technologies and on commercial and economic parameters. These are countries such as the USA, France, Korea, China and Russia,” explained Bozumbayev.

The minister said that there is no decision on the construction of a nuclear power plant in Kazakhstan. The question is under study.

Bozumbayev noted that the construction of a combined-cycle large-scale gas installation in Shymkent, the modernization of CHP-2 in Almaty with its transfer to gas with an increase in the production capacity of electrical energy is also expected. At the same time, construction of a number of hydroelectric power stations is planned.

At the same time, the minister added that according to forecasts for electric power, by 2030, if new projects are not introduced, a shortage of electric energy is expected in Kazakhstan.

“Therefore, in any case, some capacity will need to be built by 2030. If, nevertheless, the Government decides on the construction of a nuclear power plant, it will be made public, transparent, only after appropriate consultations through public hearings with the population of the country,” the minister said.

At a press conference, the Minister of Labor and Social Protection of the Population Berdibek Saparbayev spoke to journalists, explaining topical issues on the assignment of targeted social assistance.

Correspondents of the TV channels "TDK 42" and "Almaty" asked the minister about the need for a permanent or temporary residence permit at the place of residence as one of the main conditions for the assignment of targeted social assistance.

“A permanent registration is required for appointing the assistance. If a citizen has been living for the past five years, for example, in the city of Nur-Sultan, but he does not have a residence permit, then this citizen is temporarily registered through employment centers. In the city of Nur-Sultan there are centers of social adaptation. Akimat decided to temporarily register them there. Only then the employment centers of the population will accept their documents for the appointment of the assistance and according to the income they will be assigned the assistance,” explained Saparbayev.

Saparbayev commented on the question of the correspondent of Tengrinews.kz news agency regarding large queues in employment centers from the beginning of receiving documents for the appointment of the assistance.

“I myself visited several employment centers in Nur-Sultan. Unfortunately, in the first days, especially in the first decade, there were queues. Although we have repeatedly explained, they said that we should not go all at once. Appointment and reception of documents will go within a month, regardless of when the documents are submitted,” said Saparbayev.

He noted that work is underway to clarify the new rules for appointing the assistance among workers of the Employment Centers.

“Unfortunately, there are such specialists (which require unnecessary documents). Although we told them several times that only identification was required. During the visit, we found such moments, gave the task to the heads of employment centers, akimats, so that they did not require unnecessary documents,” the minister added.

The Interfax-Kazakhstan correspondent asked the minister regarding the development of legislation on the status of a large family. Since Jan. 1, 2018, a family raising five children was considered large, but now the norm when a family with four or more children is considered large has been returned.

Saparbayev also reminded that from April 1, payments began to be made according to the amount of income for each family member, which does not exceed 70% of the subsistence minimum.

The correspondent of the Vremya newspaper asked Saparbayev to comment on the issue regarding social services that go around large families to determine the help they need. According to the journalist, service workers are allegedly looking for a reason not to issue targeted social assistance.

Saparbayev assured that there will be no additional restrictions for citizens to receive assistance.

“As for the reports that there are various reasons for refusing the appointment of the assistance, what is necessary for such families, they will receive it. There are certain standards for income and expenses; local executive bodies are counting on whether there is income from personal subsidiary farming or not. The commission decides whether the family has income or not, whether to take it into account or not. In addition, to address the various emerging issues not only on the accrual of the assistance, but also on other social issues, our employees at the employment centers give the necessary advice and clarification to citizens,” the minister said.
