Tugzhanov reports on transformations in social sphere implemented within the framework of instructions of Head of State

Deputy Prime Minister of the Republic of Kazakhstan Yeraly Tugzhanov made a presentation at a meeting of the Majilis of the Parliament. The Deputy Prime Minister noted that this format of the meeting can be called historical.

“This is the beginning of a new close interaction between the Majilis of the Parliament and the Government. This format of work is the optimal mechanism for the effective and timely solution of problems raised by society,” Tugzhanov began his speech.

He noted that the Government, together with the Amanat party, is working on the implementation of the party's program. About two thousand questions raised during the trips of deputies to the regions were comprehensively analyzed and considered at the Government level. The main topics of the questions coincide with the requirements set out in 1,800 appeals received by the Government from citizens.

“The main block of questions concerns increasing incomes, reducing poverty. Increasing the population's income is the main strategic objective of the Government's economic policy. The program for increasing the income of the population, developed in accordance with the instructions of the Head of State, provides for specific measures aimed at increasing the income of citizens,” said the Deputy Prime Minister.

First, wage increases for more than 1 million employees in the public sector and the quasi-public sector, as well as 2.8 million business workers who receive government support.

Second, an increase in profits by 2 million new jobs in all sectors of the economy. Including the creation of new enterprises for 19 types of goods, previously imported, in demand in production. In the pharmaceutical, biotech, IT and petrochemical industries, raw materials are sold through the development of a manufacturing industry based on high-level processing.

Third, increase entrepreneurial income by creating a belt of small and medium enterprises around large enterprises.

Fourth, through projects such as Baqytty Otbasy, annually create 20,000 jobs for mothers with many children and mothers raising children with disabilities.

It is envisaged to involve 160,000 young people in the work through the provision of grants (in the amount of 400 MCI) and the Youth Practice and First Job projects.

The implementation of the program will increase the share of wages in the structure of GDP from 31% to 38.5%, as well as the share of income from labor activity in total income - from 70% to 82%. Ways to achieve these indicators are analyzed in detail, and responsibility for achieving the program indicators is assigned in the context of regions and line ministries. In general, the implementation of the program will contribute to the formation of a broad middle class in the country, which will become the basis of the economy of the new Kazakhstan. The income of the population is directly related to the level of inflation. The government, together with the National Bank, is taking a number of prompt measures to curb inflation. On behalf of the Head of State, to curb price increases at a government meeting on February 15 this year. adopted a set of measures to control and reduce inflation for 2022-2024.

“The package of measures contains a number of operational and medium-term measures aimed at increasing the physical availability of products, strengthening price regulation by ensuring the loading of stabilization funds, and also provides for systemic measures that contribute to the gradual stabilization of prices,” said Yeraly Tugzhanov.

On a weekly basis, the digital government office considers problematic issues for each item of socially significant food product. The Deputy Prime Minister drew the attention of the deputies to the fact that, according to the Food and Agriculture Organization of the United Nations (FAO UON), the food price index in February of this year. in the world grew by 20.7% in annual terms and amounted to 140.7 points (food price index in February of this year in the world increased by 40.7 points), reaching a historical record level, exceeding the previous record figure of February 2011 by 3.1 points.

Today, in order to contain food prices for the population, the Government widely uses measures to conclude forward contracts, tools for setting maximum permissible retail prices and control over compliance with the retail markup requirement, investigating schemes along the entire food pricing chain, and others. Local executive bodies, as part of preventive control, are working to prevent exceeding the 15% markup in convenience stores.

In addition, the financing of the turnaround scheme and the formation of stabilization funds up to 140 billion tenge have been increased, the issue of reducing rents for sellers of socially important food products is being worked out.

Tugzhanov also stressed that the above measures made it possible to contain the food price index for the 1st quarter of this year. at the level of 10% (according to the results of 2021 - 9.9%). In addition, an import substitution program has been developed taking into account the geopolitical situation in the world. The list includes 444 import substitution projects with the possibility of creating 88 thousand new jobs. In order to improve the efficiency of agricultural production, it is planned to implement 934 investment projects worth 4.5 trillion tenge over 5 years.

According to Tugzhanov, one of the problems that society often pays attention to is ecology. In this direction, together with environmental activists, 17 road maps are being implemented, covering 485 events. Of these, within the framework of the Green Kazakhstan national project, 16 large industrial facilities have taken obligations to reduce emissions from 20% to 30%. In addition, separate waste collection has been introduced in 204 cities and 134 districts, and sorting has been introduced in 96 settlements. In general, the share of waste recycling reached 21% (2020 - 18.3%). In the future, it is necessary to increase the share of their recycling to 34%, and the share of industrial waste recycling to 46%.

Along with this, a number of questions were raised by the population regarding the quality of roads and infrastructure facilities.

One of the priority areas of activity of the deputy corps is the social sphere. Fulfillment of all social obligations is one of the primary tasks of the Government. For these purposes, 4 trillion tenge is provided, which is 230 billion tenge more than last year.

At the RBC meeting, the Government approved a fundamentally important decision. In connection with the change in the inflation corridor of 8-10%, the size of pensions and benefits is planned to be further indexed by another 4%, which together will ensure the growth of all social payments by 9%, and the solidarity pension by 11% compared to 2021. The increase will affect 4.2 million recipients of social benefits (solidarity pension by 11%, basic pension by 9%, all benefits and payments by 9%). For these purposes, the draft revised budget additionally provides 111 billion tenge.

“One of the topical issues in the social sphere is the condition of low-income families. We provide targeted social assistance to families with a living wage below the poverty line. Today, 95,000 families receive such assistance,” Tugzhanov informed.

In 2020, taking into account the wishes of citizens, the mechanism for assigning targeted assistance was changed, 25 types of income and social payments were excluded. Methods have been introduced to encourage beneficiaries to work. If able-bodied citizens refuse the proposed work, targeted assistance is terminated for 6 months. This is aimed at preventing the transformation of targeted social assistance into a dependent one.

Targeted assistance - state support assigned only to families with incomes below the poverty line with a comprehensive check. At the same time, the Government will develop a digital family map with the integration of 20 digital applications of state bodies for the constant patronage of families in need of state support and, if necessary, assistance in a proactive format.

In order to provide rehabilitation services to people with disabilities in 2021-2023, it is planned to build 12 rehabilitation centers at the expense of the republican budget, 5 of which started last year.

Also, within the framework of the Qamkorlyq project, it is planned to open 8 day centers for children with autism and other mental disorders. 17 such centers were opened and put into operation last year.

The Deputy Prime Minister noted that specific issues related to the pension system, the amount of social payments, will be considered jointly with the deputies within the framework of the Social Code being developed.

With regard to labor relations, the country is implementing a set of operational measures to resolve labor disputes. Since the beginning of the year, 140 problematic enterprises have been identified and 91 issues have been resolved. Work is underway at 49 enterprises (of which in Mangystau - 19, Atyrau - 7, Karaganda - 5, Kyzylorda - 4, Shymkent - 3, Kostanay, North Kazakhstan, East Kazakhstan - 2 each, Akmola, Aktobe, West Kazakhstan, Turkistan regions and Nur-Sultan - by 1). More than 800 violations have been eliminated, the rights of about 10,000 employees have been protected.

Second, 200 enterprises ensured the repayment of wage arrears for more than 2.7 thousand employees.

Third, the wages of more than 1 million workers rose from 5 to 50%.

The salaries of employees of service companies were equal to 70% of the average salary of employees of the main company.

Fifth, today, together with the deputy corps, a lot of work is being done to modernize the trade union movement.

Labor conflicts of recent times have shown that the participation of representatives of employers in the regulation of labor relations is not enough and they have problems with isolation from the work of the team. In this regard, a working group has been created under the Government to modernize the activities of employers' associations.

Regarding the healthcare sector, 1.5 million rural people are not covered by health insurance. To solve this problem, the task is to reduce the inequality in access to medical care between the population of the city and the countryside. To this end, a comprehensive preventive examination of the rural population, primarily children, will begin this year.

Second, by 2025, 420 medical institutions will be built in rural areas, and rural pharmacies will be created.

Third, in order to clearly address the issues of protecting the health of mother and child, 20 inter-district maternity hospitals and 17 diagnostic centers will be opened.

Fourthly, in order to reduce the shortage of personnel, the salaries of doctors (up to 415 thousand tenge), paramedical workers (up to 208 thousand tenge) have been increased.

In 2022, the number of grants for scarce specialties has been increased by 43% and liability insurance for medical workers is provided.

As a result of these measures, by 2025 the coverage of consultative and diagnostic assistance in rural areas will be increased from 47 to 100%.

As part of systemic measures in the field of education, on behalf of the Head of State, 1,000 schools will be built by 2025. The new infrastructure will solve the problem of three-shift and emergency schools, as well as eliminate the shortage of student places caused by demographic growth

Second, to bridge the gap in the quality of education between urban and rural schools, the modernization of schools continues.

Also, by 2025, college education in popular specialties will be 100% free.

To develop the domestic scientific cluster, the number of grants provided by higher educational institutions will be increased to 75,000. Including grants for technical and IT industries will grow up to 60%. At the same time, priority is given to the training of personnel who are really needed by the economy.

Today, due to low experience and demand for the chosen profession, employment opportunities for young people are limited. In addition, 129 specialties are disappearing in Kazakhstan, 95 are being transformed, 239 new specialties are appearing, of which 37 are in the oil and gas industry, 32 in energy, 11 in mechanical engineering, and 40 in IT.

In this regard, in accordance with international practice, an atlas of new professions has been developed and put into practice on the basis of 15 colleges in Pavlodar region. As a result, the authorized state bodies will develop and put into effect 17 regional maps of the need for personnel in 9 main sectors of the economy.

As part of the reforms of primary education in schools from the 7th grade, the position of a professional teacher-professor is introduced, whose tasks include helping schoolchildren in the selection of professions suitable for them.

Also, colleges are implementing the creation of 100 small businesses that will allow students to gain experience. Of the 188 students of the College of Economics, Business and Law in Aktobe, where such an approach was successfully implemented, 144 were employed.

For the first time, more than 100 career centers will be created in higher education institutions to promote the employment of students in their specialty.

In the field of culture and sports, by 2025, it is planned to cover 1,241 cultural facilities with the construction and repair of 259 cultural centers in rural areas.

To support talented youth in the country, special attention is paid to moral education in combination with modern culture, Deputy Prime Minister of the Government of the Republic of Kazakhstan Yeraly Tugzhanov said during his speech.

An equally important issue for the population is the lack of sports complexes. As the Deputy Prime Minister noted, the demand for the construction of new sports complexes has become a real indicator of the increased interest of the population in physical culture.

According to Tugzhanov, last year 21 billion tenge was redirected from professional sports to mass sports. The funds were mainly used to finance children's sports sections and the construction of sports infrastructure. As a result, more than 275 thousand children (5%) are covered by free sections under the state order. 41 sports and recreation complexes were put into operation.

“Currently, a schedule for the development of sports infrastructure until 2025 is being developed, according to which it is planned to build 115 sports facilities in settlements. In post-COVID realities, it requires paying special attention to sports and physical culture,” said Tugzhanov.

Through the implementation of the program for the development of a healthy lifestyle, the projected savings will amount to 300 billion tenge, which will go to healthcare.

In response to a deputy question about the resumption of the work of the Medical Train, the Deputy Prime Minister reported that since 2010, the Ministry of Health, with the assistance of NC Kazakhstan Temir Zholy JSC, together with Samruk-Kazyna Trust, has been implementing this social project.

To implement the social project "Medical train" today there are three sets of trains "Densaulyk", "Zhardem" and "Salamatty Kazakhstan". Each train consists of 8 specialized equipped wagons. With the support of the Social Projects Development Fund "Samruk-Kazyna Trust" for 2022, it is planned to launch two trains "Zhardem" and "Salamatty Kazakhstan", the schedule of which will be developed jointly with the Ministry of Health. Currently, the Densaulyk train is undergoing major repairs, and will not be operated in 2022.

Recently, the number of complaints related to environmental issues has increased. Not so long ago, the Swiss monitoring group IQAir published a report for 2021 on its website, according to which Kazakhstan is in 23rd place in terms of air pollution in the world. Particular attention is paid to the poorly developed system of sewage treatment facilities.

Today, out of 89 cities of the republic, 25 cities do not have sewage treatment facilities. Out of 25 cities, 3 large cities (Taraz, Balkhash and Kostanay), 22 small cities. Discharge is carried out to filtration fields in 10 cities, storage ponds - in 9 cities, surface water - in 1 city, cesspools - in 2 cities, removal to the territory of solid waste storage - 3.

There are WWTPs in 64 cities, of which 44 cities require reconstruction. In general, the country requires the construction and reconstruction of 69 WWTPs.

“Given the capital intensity of the projects, their phased implementation is being considered as far as the budget allows and the technical documentation is ready. To date, two projects are being implemented in Atyrau and Kyzylorda,” Tugzhanov informed.

In the short term, at the expense of the republican budget and IFI loans, until 2025, it is planned to start implementing and put into operation 6 projects in such cities as Shymkent, Aktau, Taraz, Balkhash, Aktobe and Karaganda. Further, based on the possibilities of the budget and attraction of extra-budgetary funds, it is planned to implement the reconstruction and modernization in 18 large cities until 2028.

Between 2028 and 2032 it is planned to implement the remaining 43 projects in small towns at the expense of the Republic of Belarus.

“We were approached by mothers of special children who do not have their own housing and are forced to live in rental apartments. Round-the-clock care for a sick child deprives them of the opportunity to fully work and have a normal income. It is for these categories of citizens that the President instructed to urgently allocate funds to subsidize the rent for rented housing. The corresponding resolution was adopted in February, funds were allocated. At the same time, more than 20,000 families raising children with disabilities could not benefit from the support. It turned out that their income exceeds the threshold of 36,000 tenge per family member allowed by the rules of the ministry. And it's not about the high earnings of mothers. The fact is that, according to the same rules, the social benefit of a disabled child and mother is considered income. This is a clear social injustice and it requires immediate correction. Is it planned by the Ministry of Labor and in what time frame to change the rules for subsidizing and exclude social payments from the income of citizens in need of support?

According to the Ministry of Labor and Social Protection of the Republic of Kazakhstan, in order to accelerate the resolution of issues of certain categories of citizens, the Head of State instructed to develop a mechanism for payments for renting private housing stock. The rules are developed on the basis of the general practice of assigning all payments, benefits and targeted social assistance in accordance with social security legislation, where payments for the care of a disabled person are attributed to income. At the same time, in general practice, double support from the budget is excluded. Today, there are about 590 thousand people on the waiting list in the country, of which 210 thousand are in a socially vulnerable position.

Based on the possibilities of the budget, 4 priority categories of people on the waiting list were identified (large families, disabled people of groups 1 and 2, orphans, families with disabled children), of which, according to the data of the Ministry of Labor, there are about 70 thousand with incomes below one subsistence level. Analysis of the income of potential recipients of payments is determined through the information system of the Ministry of Labor. To implement the mechanism, 50 billion tenge were allocated from the budget.

In general, the mechanism of housing payments being introduced will allow to solve the housing issues of 70 thousand citizens with limited incomes at once and in a short time, in comparison with the previously covered annual volume of 10 thousand citizens.

The Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan reported on the work done.

“According to the MIIR data, the transition to new forms of residential building management has been completed by 76%. At the same time, there is legal confirmation of this only for 5.5% who have registered associations of owners. The rest allegedly created simple partnerships. The reform is hindered by a huge number of problematic issues. The matter is in the state of housing funds, the mentality of the inhabitants, the resistance of the acting managing subjects. To resolve the issues, amendments to the current legislation are required. In connection with this question. How is it planned to manage houses from July 1, 2022, and what measures is the ministry taking to manage the situation before the adoption of amendments to the legislation?”, the question was raised from the deputies of the Majilis of the Republic of Kazakhstan.

As explained in the Ministry of Investment and Development of the Republic of Kazakhstan, the transition to new forms of management is carried out on the basis of the current legislation. All the necessary regulations to regulate relations on the creation of new forms of management have been adopted and are working. The reform is aimed at the independent management of the residents of their homes, increasing responsibility for the condition of their homes.

Second, according to the law, the owners determine the form of house management independently, both in the form of OSI and in the form of a PT.

At the same time, after the creation of new forms of management, residents have the right to transfer the management of the house to service companies. That is, from July 1 of this year, KSK can be transformed into management or service companies and continue servicing houses.

Thirdly, in order to improve the initiated reform within the framework of the Draft Law “On amendments and additions to certain legislative acts of the Republic of Kazakhstan on the implementation of certain instructions of the Head of State”, the Ministry of Industry plans to:

introduce restrictive norms on the number of participants when creating a PT (up to 30 apartments) and OSI (over 30 apartments), as well as simplified management in the form of an NSO if there are only up to 8 apartments in a building;

in the event of disputes between the owners, it will be possible to appoint temporary external managers (from among the condominiums transformed into management companies) by housing inspectorates.

In general, the principle of "one house - one association of property owners - one account" will allow efficient management of each house and ensure transparency in spending funds for the maintenance of the condominium object.

During the plenary session, the deputies received a question regarding the unfair electricity tariff for individuals.

“People are outraged that villagers pay more for electricity than in the city. For example, in Karaganda, the cost of electricity for individuals is 13 tenge. And in the Osakarov district of the Karaganda region - 21 tenge per kW / h, in Bukhar-Zhyrau - 18 tenge, Abai - 19 tenge. After analyzing the situation in the republic as a whole, we saw that there is a difference in the tariff not only within one region, but also between regions. At the same time, the highest costs are borne by residents of areas with the lowest income levels. Why do citizens of Kazakhstan, who have equal rights to life support, live in unequal conditions and consume electricity at different tariffs?” the deputies asked.

A question was also raised about the repair of schools, hospitals and other social facilities. However, even with the availability of funds, solutions are often delayed due to the lack of design estimates.

In 2011, the normative document of the SN RK "Reconstruction, capital and current repairs of buildings and structures" was adopted, which provides for the main criteria for classifying types of construction work as capital or current repairs. The standard provides for the main provisions for the implementation of capital and current repairs and it is not possible to include all the norms in full (a total of 15 thousand types of construction and installation works).

This SN RK, as well as all other state regulations, is updated on a regular basis if there are justifications or on the basis of proposals received. For example, this standard was amended in 2019 and 2020 in terms of revising objects related to major repairs.

At present, the regulatory technical document "Reconstruction, overhaul and current repairs of civil, industrial buildings and structures" has been revised in 2022. It is under approval. This standard provides for specific lists that define capital and current repairs.

Major repairs are carried out in the case when the structures are worn out by more than 50% and in such cases the design and estimate documentation is developed, then such structures require refurbishment. If the repair of roofs, floors and facades has wear of 50% or less, then this applies to current repairs.

As for the low wages of workers in the housing and communal sector, these are, as a rule, enterprises providing water, heat and electricity. The average salary of public utilities almost never exceeds 80-100 thousand tenge. The leaders of the enterprises cannot influence the situation. The wage fund is limited by the tariff estimate. Regulatory authorities, while allowing billions of dollars in costs for renewal and reconstruction of enterprises, when considering articles on wages, allow an increase in wages only by 4-5% once a year.

Utilities independently regulate the wages of their employees. The antimonopoly agency sets tariffs for each region based on the socio-economic situation and is tightly controlled.

Thus, the tariff includes capital expenditures of enterprises and other expenses, including obligations on budget loans and borrowed funds. Accordingly, if you increase wages, it will immediately affect the tariff.
