Reducing breakdown susceptibility and deterioration of electrical networks — the priority of upcoming heating season

Summer is ending, which means that the issues of the heating season are becoming more relevant. In Kazakhstan, work on the repair of heating networks started in the spring. Read more about the preparation of the facilities of the fuel and energy complex, housing and communal services and the social sphere for the heating season 2020-2021, as well as about what has already been done and completed in the regions by the beginning of the heating period, in the article.

Today, energy enterprises are preparing for the upcoming autumn-winter period. 

According to the Ministry of Energy, repairs of 8 power units, 59 boilers, 44 turbines are planned for the current year. As of Aug. 10, 2020, work has been completed at 4 power units (50% of all power units), 22 boilers (37% of all boilers) and 13 turbines (29% of all turbines). At different stages of repair work is underway at 2 power units, 26 boilers and 20 turbines. 

To prepare electrical networks of the Unified Electric Power System of the Republic of Kazakhstan for the autumn-winter period of 2020-2021. it is planned to repair power lines with a total length of 25,828 km, as well as 429 units of high-voltage substations. To date, 14,500 km of power transmission lines and 327 substations have been repaired, which is 56% (for lines) and 74% (for substations) of the annual plan. 

In general, the repair work is proceeding according to the schedule. In the warehouses of energy sources, the stock of coal is 4.5 million tons of coal and 107 thousand tons of fuel oil, which generally complies with the standards. 

At a government meeting on June 23, 2020, Minister of Energy Nurlan Nogayev noted that for the successful passage of the autumn-winter period 2020-2021, it is necessary to complete a number of tasks: 

  1. perform all repair work at power plants, electrical networks; 
  2. to ensure the standard accumulation of fuel in the warehouses of energy sources; 
  3. to ensure the reduction of debts to fuel suppliers; 
  4. take measures to reduce the accounts receivable of consumers of utilities to suppliers and accounts payable of energy supply organizations; 
  5. to carry out all measures for the preparation of educational facilities, health care, life support, social and cultural facilities in settlements; 
  6. take measures to reduce the debt of household consumers; 7. The Ministries of Justice, Energy, National Economy and Atameken NCE, together with stakeholders, to work out the issue of increasing the size of fines if energy enterprises do not receive a certificate of readiness for the heating season. 

In turn, the Ministry of Industry and Infrastructure Development sent a Work Plan to the akimats to prepare all objects of housing and communal services, social sphere and residential buildings for the upcoming heating season. Together with local executive bodies, a plan for the needs of coal products for public utilities and for the population of monthly needs in the context of regions was formed. 

In general, the ministry notes that the preparatory work for the upcoming heating season is being actively pursued and a shortage of coal is not expected. 

In order to eliminate the excitement during the peak period (September-November), together with the akimats, work is being carried out to purchase coal in advance for the population. 

This year, before the start of the academic year, it is planned to prepare about 10 thousand educational facilities. Special attention will be paid to preparing healthcare facilities and residential buildings for the heating season. It is planned to prepare 6 thousand healthcare facilities and 47 thousand residential buildings. For uninterrupted supply of heat and water to the population, it is necessary to prepare more than 10 thousand units of autonomous boiler houses, about 5 thousand km of heat supply networks and 13 thousand water supply networks. 

It is also necessary to provide autonomous boiler houses with coal and fuel oil. JSC NC KTZh will ensure timely delivery of wagons and transportation of coal from the coal mine to railway dead ends of the regions. Monitoring of coal procurement is under constant control of the ministry.

 

Northern regions 

Akimat of Pavlodar city allocated funds for the construction of Saryarka substation for the current year. By the end of the year, this project will be completed and put into operation. 

In order to prepare for the heating season, the power grid company JSC Pavlodar Electric Distribution Grid Company for 2020 is scheduled to overhaul power lines with a total length of 2,188.6 km, as well as 49 units of high-voltage substations. As of Aug. 1, 2020, 1,329 km of power transmission lines and 40 substations were repaired, which is 61% (for lines) and 81% (for substations) of the annual plan. 

In addition, the following is being carried out: 

  • reconstruction of the Ermakovskaya 110/10 kV substation. Planned works: installation of the II stage with commissioning. The works have been started according to the schedules from the second half of 2020. As of Aug. 1, 2020, the completed volumes are 7%. Reconstruction period — July-November 2020; 
  • reconstruction of SS 220/35/10 kV Kalkaman. Planned works: replacement of MV-35 kV with EV-35 kV (3 cells). The works have been started according to the schedules from the second half of 2020. As of Aug. 1, 2020, 21% have been completed. Reconstruction period — July-November 2020; 
  • construction of cable line-10 kV — Pavlodar, work has begun, construction has been completed in the area of ​​st. Vorushin from SS Yuzhnaya Gorodskaya to the regional TB dispensary. The length of cable lines is 17.83 km, 1.76 km have been completed. Construction period — July-October 2020; 
  • reconstruction of the overhead line — 10 kV with the replacement of the bare wire with a self-supporting insulated wire (SIP) in Pavlodar, namely, the reconstruction of F-10.37 substation 110/10 kV Vostochnaya-Gorodskaya in the area of ​​Arkhangelskaya, Shchedrina streets is being carried out. The length of the overhead line is 6.92 km, 5.17 km have been completed. Reconstruction period — July-October 2020; 
  • reconstruction of the overhead line — 0.4 kV with the replacement of the bare wire with a self-supporting insulated wire. Reconstruction is carried out within Pavlodar region. Completed in the Shcherbakty region — 2.71 km, in the Aktogay region — 3.44 km, in the Maysk region — 1.62 km The length of the overhead line is 68.06 km, 7.77 km are completed. Reconstruction period - July-October 2020; 
  • reconstruction of TP-282 in Pavlodar, it is being carried out as part of the construction of a heat pump station No. 2/3 of PTS LLP, the area of ​​intersection of st. Toraigyrov and Nazarbayev st. 80% of the total work has been done. The reconstruction period is June-August 2020.

Akimat of the East Kazakhstan region allocated funds for the construction of 3 power lines and 2 high-voltage substations for the current year. 

So, following the results of 6 months 2020, work was completed on the modernization of the existing CHPP-1 in Semey. Within the framework of the Nurly Zher program, the project “Construction of 110/10 kV Substation Novaya” was completed and 1 power transmission line was put into operation, which made it possible to cover 2500 subscribers (approximately 6.3 thousand people). 

By the end of the year, 6 projects will be completed and put into operation, as a result of which another 5,416 houses (13 thousand people) will be provided with electricity. The remaining projects will be completed in 2021. 

In addition, in connection with the addition of new micro-districts to the territory of Ust-Kamenogorsk, it is planned to build 10 / 0.4 kV power transmission lines in a number of micro-districts. Upon completion of construction, 16,546 subscribers of the aforementioned micro-districts will be provided with electric power.

Electric grid company JS East Kazakhstan Regional Energy Company in order to prepare for the autumn-winter period in 2020, it is planned to overhaul power lines with a total length of 1,429.06 km, as well as 255 units of high-voltage substations. As of August 1 of this year, 929.52 km of power transmission lines and 176.6 substations were repaired, which is 65.04% (for lines) and 69.25% (for substations) of the annual plan. 

Also, reconstruction and modernization of power transmission lines with a total length of 106 km is underway. As of Aug. 1, 2020, 37.6 km of power transmission lines have been completed, which is 41.11%. 

In the Kostanay region, funds were allocated for the current year for the implementation of 2 power supply projects for the construction of 5 power lines and 1 substation. 

By the end of the year, 2 projects will be completed and put into operation, as a result of which 9.6 thousand people will be provided with electric energy. 

In addition, due to the growth of the population of Kostanay, the addition of a new microdistrict Kunai to the territory of the city of Kostanay, it is planned to build power lines with a voltage of 35/10 / 0.4 kV and one substation of 35/10 kV. Upon completion of construction, 9,600 subscribers of the aforementioned microdistricts will be provided with electric power. 

Preparations for the autumn-winter period are in full swing by power grid companies Mezhregionenergotransit LLP, EPK-forfait LLP, EPK-Atica LLP, Kostanayuzhelektroservice KGP, KUN ELECTROSET LLP, GKP PHO Lisakovskgorkommunener substations of JSC Sokolov-Sarbay Mining Enterprise, JSC Rudnyysokolovstroy. So, for 2020, overhaul of power transmission lines with a total length of 996.648 km, as well as 484 units of high-voltage substations, are planned. 

As of Aug. 1, 2020, 577.73 km of power transmission lines and 297 substations were repaired, which is 58% (for lines) and 61% (for substations) of the annual plan.

Currently, 29 units of the 220 kV outdoor switchgear at the Saran 220/110/35/10 kV substation, the Karaganda-Novy Gorod 110 kV overhead line, 0.4-6-10 kV electric networks and the 35-220 kV substation are being modernized, 35-110-220 kV overhead lines with a length of 243.9 km are being overhauled. 

In the Akmola region, funds were allocated for the construction of four power transmission lines in the Tselinograd and Burabay regions for the current year. By the end of the year, four projects will be completed and put into operation, as a result of which 1,402 more subscribers (approximately 4.7 thousand people) will be provided with stable and high-quality power supply. 

Electric grid company LLP Akmola REC, in preparation for the autumn-winter period in 2020, plans to overhaul power lines with a total length of 2,615.7 km, as well as 636 units of high-voltage substations. As of Aug. 1, 2020, 1,392.88 km of power transmission lines and 297 substations were repaired, which is 53.3% (for lines) and 46.7% (for substations) of the annual plan. 

In the North Kazakhstan region, in preparation for the upcoming heating season, the power grid company JSC North Kazakhstan Electricity Distribution Grid Company for 2020 plans overhaul of power transmission lines with a length of 1,158,608 km, as well as 103 substations. 

As of August 1, 2020, 351.292 km were repaired, which is 32.6% of the annual plan, and 48 substations, which is 35.5% of the annual plan. 

In Nur-Sultan, JSC Astana-REC continues preparations for the heating season. The repair program covers overhaul and maintenance of high-voltage distribution and transformer substations, overhead lines 220/110/10 / 0.4 kV. 

As of Aug. 1, 2020, the overhaul of electrical equipment has been completed by 67%. Maintenance of electrical equipment is 66% complete, including work on 220/110 kV overhead lines completed. The current repairs of the construction part of the substations and other buildings of the enterprise are in full swing. To date, the repair program has been completed by 60%. 

All of the above works will reduce the accident rate and deterioration of electrical networks, as well as increase the reliability of power supply to consumers.

 

Western regions 

Preparations for the autumn-winter period are being actively carried out in the western regions of the country. Thus, electric grid companies carry out major overhauls, reconstruction and modernization of power transmission lines, high-voltage substations. 

Also, in some regions funds were allocated from the republican budget for the construction of power lines. 

In order to prepare for the autumn-winter period, the power grid company of Atyrau Zharyk JSC for 2020 plans overhaul of power lines with a total length of 781,191 km, as well as 106 units of high-voltage substations. As of Aug. 1, 2020, 467,251 km of power transmission lines and 80 substations were repaired, which is 60% (by lines) and 77% (by substations from the annual plan). In addition, the reconstruction and modernization of SS 110/35/10 kV No. 69 Ganyushkino in the Kurmangazy district of the Atyrau region and SS 35/6 kV No. 20 Avtokolonna in Atyrau, as well as overhead line-35 kV 1AC Substation No. 13 and SS No. 1 with a length of 2.5 km. At the same time, 7 TP / KTP-6-10 / 0.4 kV, where during the technical modernization the capacity will be increased from 4.73 MVA to 7.17 MVA, or by 52% and the line capacity by 30%. 

In preparation for the heating season in the West Kazakhstan region, the electric grid company JSC West Kazakhstan REC for the current year plans overhaul of power transmission lines with a total length of 2,510.56 km, as well as 18 units of high-voltage substations. As of Aug. 1, 2020, 880.08 km of power transmission lines and 14 substations were repaired, which is 35% (by lines) and 83% by substations. 

The Akimat of Aktobe region allocated funds for the construction of 6 power transmission lines for the current year. By the end of the year, 5 projects will be completed and put into operation, as a result of which 4,312 more subscribers (approximately 17.2 thousand people) will be provided with electricity. The remaining projects will be completed in 2021. 

In addition, due to the growth of the population of the city of Aktobe, the addition of new micro-districts to the territory of the city of Aktobe, it is planned to build 10 / 0.4 kV power lines in a number of micro-districts (the total length of the line will be 50.7 km, 13 units of KTPN-10/0 will be installed , 4 kV). Upon completion of construction, 2,277 subscribers of the aforementioned microdistricts will be provided with electric power. 

In order to prepare for the autumn-winter period, the electric grid company Energosystema LLP this year plans overhaul of power lines with a total length of 681.93 km, as well as 19 units of substations of various voltage classes, 111 units of power transformers, as well as KTP and TP 6 -10 / 0.4 kV — 70 units.

As of Aug. 1, 2020, 493.16 km of power lines and 22 substations were repaired, which is 72% (for lines) and 116% (for substations) of the annual plan. 

In addition, the reconstruction and modernization of 110 kV overhead lines — 63.6 km, 35 kV overhead lines — 54.54 km, 0.4 kV overhead lines - 3.048 km, 10 kV cable lines - 1.132 km, substations — 5 pieces. 

In the Mangystau region, within the framework of the Nurly Zher Regional Development Program until 2020, funds from the republican budget have been allocated for the implementation of seven projects to provide electricity to new and lower microdistricts of the city of Aktau. 

Of these, 6 projects are planned to be commissioned in 2020, 1 project (construction of a power supply hub and a substation) is planned to be commissioned in 2022. 

At the same time, in 2020, funds are provided from the republican budget for the construction of power supply networks for new land plots in Batyr villages of Munaily district, Kuryk-Karakiyansky district and Shygys-3 microdistrict of Aktau city, which are planned to be commissioned by the end of this year. 

LLP Mangystau Regional Electric Grid Company, in preparation for the autumn-winter period in 2020, plans to overhaul power lines with a total length of 545.196 km, as well as 14 units of high-voltage substations. 

As of Aug. 1, 2020, 406.8 km of power lines and 10 substations were repaired, which is 73% (for lines) and 75% (for substations) of the annual plan. 

 

Southern regions 

In several southern regions, the akimats have allocated funds for the construction and reconstruction of power lines. 

In addition, in order to prepare for the autumn-winter period, power grid companies are carrying out major overhauls, reconstruction and modernization of power lines, high-voltage substations. 

So, the Akimat of Shymkent city allocated funds for the construction of 14 power transmission lines for the current year. Following the results of 6 months of this year, 1 power transmission line was completed and put into operation, which made it possible to cover 1,377 subscribers (approximately 3.4 thousand people). By the end of the year, 9 projects will be completed and put into operation, as a result of which 3,874 more subscribers (17.6 thousand people) will be provided with electricity. 

At the same time, to date, the reconstruction of 110 kV overhead power lines L-101 with a length of 8 km has been completed, the remaining projects will be completed in 2021. 

In addition, due to the growth of the population of the city of Shymkent, the addition of new micro-districts to the territory of the city of Shymkent, it is planned to build 10 / 0.4 kV power transmission lines in a number of micro-districts. Upon completion of construction, 3,187 subscribers of the aforementioned micro-districts will be provided with electricity. 

At the same time, in order to prepare for the autumn-winter period, the regional power grid company Ontustik Zharyk Transit LLP in the city of Shymkent for 2020 plans to overhaul power lines with a total length of 69,133 km (OHL — 110 kV, 35 kV, 6-10 kV, 0.4 kV), as well as 6 units of high-voltage substations and 69 complete transformer stations. As of August 1 of this year, 43,686 km of power transmission lines were repaired, which is 63% (for power lines), and repair work is underway at substations. In addition, the reconstruction and modernization of 8 km of power transmission lines with a voltage of 110 kV L-101 was completed, the reconstruction of an overhead power transmission line of 6-10 kV overhead lines with a length of 3,085 km, 0.4 kV overhead lines with the use of self-supporting insulated wires — 62,133 km , OHL — 0.4 kV — 2.05 km, cable lines — CL 6-10 kV — 2.65 km and cable lines 0.4 kV — 1.612 km. 

The Akimat of the Turkistan region allocated funds for the construction of 26 power supply facilities. For 6 months of this year, 5 power supply facilities were completed and put into operation, which made it possible to provide electricity to 2,814 subscribers (approximately 11.8 thousand people). 

By the end of the year, 11 projects will be completed and put into operation, as a result of which 2,358 more subscribers (11.6 thousand people) will be provided with electric power. The remaining projects will be completed in 2021. 

At the same time, the construction of the Kyzylasker substation is underway in the Keles district, which is one of the most important construction projects in the region. The construction is planned to be completed in 2020 and put into operation. Upon completion of construction, 717 residents of Maktaaral, Saryagash, Keles and Zhetysai districts will be provided with high-quality electric power. 

In order to prepare for the autumn-winter period, the power grid company Ontustik Zharyk Transit LLP in the Turkistan region plans for 2020 overhaul of overhead power transmission lines with a total length of 2,508.57 km, a cable power transmission line with a total length of 2.01 km, as well as 67 units of high-voltage substations and 1,129 KTP. As of August 1 of this year, repairs were performed on 69% (along lines) and 62% (on substations) of the annual plan. 

In addition, the reconstruction and modernization of overhead power transmission lines with a total length of 444.614 km is underway. 

In 2020, funds were allocated from the regional budget of the Kyzylorda region for the construction of power lines in the Sabalak suburban area, where the supports of the 10 kV overhead line — 3.8 km and the 0.4 kV overhead line — 17.69 km transformer substations KTPN 250-10 / 0.4 kV — 6 units, which will provide high-quality and reliable electric power to 26 legal, 1,780 physical consumers (about 6,000 people). 

At the same time, in order to prepare for the autumn-winter period, JS Kyzylorda Electricity Distribution Grid Company for 2020 is scheduled to overhaul power lines with a total length of 952 km, as well as 78 substations. As of Aug. 1, 2020, 774 km of power transmission lines and 69 substation units were repaired, which is 86% (for lines) and 86% (for substations) of the annual plan. In addition, it is planned to carry out the reconstruction and modernization of 10 / 0.4 kV electrical networks in the settlements of Akkyr, Zhanadaria, Madeniet, Akkum, Zhanatalap, Bukharbay Batyr, Zhalagash region under a loan agreement with the European Bank for Reconstruction and Development. 

To date, work has been completed in the settlements of Akkyr and Zhanadarya, work is being carried out in the settlements of Madeniet and Akkum, materials are being purchased for the settlement of Zhanatalap. 

In order to prepare for the autumn-winter period, the power grid company LLP Zhambyl Electric Networks for 2020 plans overhauls of power lines with a total length of 1,798.94 km of all voltage levels and equipment of 341 transformer substations with a total capacity of 238.091 MVA. 

As of Aug. 1, 2020, the overhaul of 110-0.4 kV transmission lines of 951.4 km or 53% of the plan and 194 transformer substations or 57% of the plan was actually completed. 

Also, according to the investment program of Zhambyl Electric Networks LLP, in 2020, the development of 812,119 thousand tenge is provided. 

This year, it was decided to start implementing this program in regional centers, namely in the city of Karatau. It is planned to install multifunctional meters for 4 thousand subscribers, and the above works will be carried out in the city of Taraz (installation of meters is planned for 5,142 subscribers). 

The introduction of such accounting systems will make it possible to practically solve urgent problems of energy conservation at a modern level. 

Preparations for the heating season are also being carried out by the power transmission organization JSC Alatau Zharyk Kompaniyasy. So, for 2020, it is planned to overhaul a power transmission line with a total length of 320.441 km, 8 substations, 110 transformers 6-10 / 0.4 kV, 99 RP and TP. 

As of Aug. 1, 2020, the following repairs were performed: OHL and CL-0.4 kV and higher with a total length of 108.742 km out of 320.441 km, which is 34% of the annual volume. 

Repair work in 2020 is carried out in accordance with the approved Annual Repair Schedule. In addition, reconstruction and modernization of power transmission lines with a total length of 430, 166 km, 55 substations, 128 35 kV transformers, 526 RP and 6-10 / 0.4 kV transformer substations are underway. 

In 2020, it is planned to overhaul power lines with a total length of 1,095.52 km, as well as 184 units of high-voltage substations and JSC Taldykorgan Joint-Stock Transport Electric Grid Company (Almaty region). 

As of Aug. 1, 2020, 643.6 km of power transmission lines and 115 substations were repaired, which is 69.6% (for lines) and 68.3% (for substations) of the annual plan.
