As part of implementation of President’s instructions, Digital Family Card to be created in Kazakhstan

On July 14 at the extended government session, the Head of State Kassym-Jomart Tokayev set a number of important tasks for the Government for the near future. The Minister of Labor and Social Development of the Republic of Kazakhstan Tamara Duissenova reported on measures for their implementation.

According to her, in accordance with the instructions of the Head of State, the Ministry of Labor and Social Protection is working to create a Digital Family Card, in which all types of social guarantees will be personified, based on the level of well-being of families.

The Digital Map will cover the entire population of the republic: 19.4 million people or 6.5 million families.

“Until August 15, data in the field of social protection of the population will be updated, from September 1 to the end of the year, the work of the Digital Family Card for 9 types of payments and Targeted Social Assistance will be tested, from January 1, 2023, all appointments and payments in the field of social protection will be provided in a proactive format,” Duissenova reported.

As the head of the Ministry further noted, the plan for the regulation and development of the labor market provides for 8 directions.

To ensure 100 new jobs per 10,000 people, all jobs created within the framework of national projects and private business initiatives are placed on the Electronic Labor Exchange.

The electronic labor exchange will become a single platform for both searching for vacancies and for finding employees.

Another area of ​​work on employment is social jobs. This direction provides for the attraction of citizens included in the target group to state-subsidized jobs, the creation of social jobs by expanding the circle of non-governmental and public organizations working on social orders.

Measures will also be taken to cover the social security system of freelancers working through Internet platforms.

“In the future, special attention will be paid to the mobility of labor resources and the share of the labor force in the regions. At the same time, new mechanisms will be proposed in matters of internal and external migration,” Duissenova reported.

In addition, according to her, in order to strengthen the competitiveness of specialists in the labor market, conditions will be created for their mass training and advanced training throughout their lives.

Also, the Ministry of Labor and Social Protection of the Population developed a draft Concept on Migration Policy. After coordination with local executive bodies, the document will be submitted for approval to the Government before the end of the year.
